Mayor Bauch noted that the payment of Voucher No. 6044 had been discussed
in Executive Session. The Voucher was approved for payment at the
Regular Meeting of May 15, 1978.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL RECONSIDER THE
APPROVAL OF VOUCHER NO. 6044 AND REMOVE IT FROM PAYMENT. MOTION CARRIED.
Bid Award: Council received a memorandum from Terry Monaghan, Public Works Director,
1978 Street stating that two bids were received as follows:
Maintenance
Project Associated Sand and Gravel Company 43,453.75
(Strander Blvd.) Hi -Line Asphalt 46,399.40
Engineer's estimate 40,032.24
The bids were received and evaluated by staff and they recommend that the
contract be awarded to Associated Sand Gravel Company, the low bidder.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL APPROVE THE RECOMMEND-
ATION OF TERRY MONAGHAN AS PRESENTED IN HIS MEMORANDUM. MOTION CARRIED.
Council received a memorandum from Ron Swanson, Finance Director, showing
the following banking service proposals that were received:

contract be awarded to Pacific National Bank for an average compensa-

MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE COUNCIL FOLLOW THE
RECOMMENDATION OF RON SWANSON AND AWARD THE BID TO PACIFIC NATIONAL
BANK.
Councilman Saul commented that he felt this was a fair way to select
a banking service.
Councilman Harris drew attention to the spread in the amount bid by
each bank.
Councilman Van Dusen asked for an explanation of compensating bank
balance. Mr. Swanson explained that this is the amount the bank
requires the City to keep in the active account. The bank can make
interest on the money so it compensates for the services provided.
There are no other charges to the City.

Mr. Joseph Ward, Pacific National Bank, thanked Council and offered to
answer any questions.
Recommendationis to call for Bids for the 1978 Street Improvement
Project (So. 147th and 56th Avenue South) on the 30th day of June, 1978
at 10:00 A.M.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT COUNCIL CALL FOR BID AS
RECOMMENDED. MOTION CARRIED.
Councilman Saul expressed concern over pedestrian traffic in the
Southcenter Industrial Area having to walk on the streets as there
are no sidewalks provided in the development.
Mayor Bauch asked Council and the Audience to stand for a moment of
silence in memory of Mr. Burton Lutes who passed away last week. Mr.
Lutes served as Councilman for the City in 1947 and 1948.
Councilman Van Dusen suggested a Resolution be prepared in memory of Mr.
Lutes and that council donate a tree in his name for the memorial grove
at new city hall.
Councilman Saul noted how hard Mr. Lutes and Mr. Frey had worked building
the log cabin in the Bicentennial Park.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL AUTHORIZE THE MAYOR TO
LOOK INTO AN APPROPRIATE MEMORIAL TO MR. LUTES. MOTION CARRIED.
Mayor Bauch displayed the Professional Certificate received by Lynn Devoir
of the Recreation Department. The award was made by the Washington
Recreation and Parks Association. Congratulations were extended to Mrs.
Devoir.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
The following Proclamation was read for the record:
WHEREAS, by the virtue of the authority vested in the Governor
of Washington by the Consitution, June is designated Recreation and Parks
Month; and
WHEREAS, some 3,500 citizens of Tukwila may take advantage of
the park and recreation system; and
WHEREAS, suitable and positive leisure experiences are vital
to good physical and mental health and enhances the quality of life for
all peoples; and

WHEREAS, all citizens can enjoy self renewal in the out -of-
doors through green spaces and facilities in parks; and
WHEREAS, all citizens can fulfill their potential in the use
of their leisure time through the varied individual and group opportun-
ities provided by recreation; and
WHEREAS, their services create part of the total lifestyle
Washington exhibits in offering an attractive and rich travel experience
to visitors; and
WHEREAS, King County recognizes that the efforts of the
professional park and recreation workers have enhanced the services
available to County residents;
NOW, THEREFORE, I, EDGAR D. BAUCH, MAYOR OF THE CITY OF TUKWILA, DO
HEREBY PROCLAIM THE MONTH OF JUNE AS RECREATION AND PARKS MONTH IN
TUKWILA.
Don Williams, Recreation Supervisor, gave a short presentation on the
activities included in the Tukwila Park and Recreation Program.
Terence Monaghan, Public Works Director, reviewed his memorandum of June
2, 1978 to Mayor Bauch concerning LID #27. On May 31, 1978 he received
a call regarding the zero assessment on the Bow Lake Transfer Station
Property. At that time it was questioned as to why this property had
been exluded from an assessment and was told it was excluded by the R -A
and R -1 exclusion provision of Ordinance 922. 7.51 acreas of this
property was rezoned M -2 on March 25, 1974 and had been included in the
preliminary roll. Based on this Harstad Associates were directed to
recalculate the roll including the rezoned portion of the King County
property. Attorney Hard determined that if an individual assessment was
increased after the final hearing, a new hearing and notice must take
place. Mr. Monaghan is asking Council concurrence and to have the Public
Hearing date set for July 3, 1978. This will allow King County 15 days
to file a protest if they so wish.

MONAGHAN'S REQUEST ON L.I.D. #27. MOTION CARRIED.
MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE AGENDA BE AMENDED TO
INCLUDE THE CLAIM FOR DAMAGES FILED BY JACK BOWEN. MOTION CARRIED.
John McFarland, Administrative Assistant, stated that review of the
claim and accident report indicates clear liability on behalf of the
City. He recommended the claim for $123.31 be awarded.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE CLAIM FOR DAMAGES BE PAID
AS PRESENTED. MOTION CARRIED.
MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE PROPOSED ORDINANCE BE READ

Deputy City Attorney Hard read an ordinance of the City of Tukwila,
Washington, regulating and licensing massage parlors within the corporate
limits of the City and repealing ordinances 613, 624, 641, 747, 1011.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT ORDINANCE NO. 1059 BE ADOPTED
AS READ.
Mayor Bauch stated that Councilman Bohrer reviewed the proposed Ordinance
in depth. All of his questions and suggestions were discussed with
Attorney Woo and minor charges have been made. There is one addition
recommended by Councilman Bohrer and that is on Page 5, Section 8, first
paragraph. At the end of the first sentence after "thereof he has
suggested adding "for every establishment at which the applicant will
practice

Mayor Bauch reported that the case of K.C.W. Inc. vs. City of Tukwila
was heard today and the Judge ruled in favor of the City. The closure
of the sauna is still in effect.
Councilman Hill asked about Section 6.c. This section exempts barbers
and beauticians from falling under the requirements of the ordinance.
Attorney Hard stated that barbers and beauticians have to have licenses,
they are skilled trades. It is doubtful that an individual wanting to
work in a massage parlor will have taken the time to get a barbers or
beauticians license.

Deputy City Attorney Hard read a resolution of the City of Tukwila,
Washington, declaring its desire and intention to establish a Sister
City Program with the City of Ikawa -cho, Japan, and to authorize the
Mayor to begin the process of establishing such a program.
MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT RESOLUTION NO. 633 BE
ADOPTED AS READ.
Councilman Johanson asked what the extent of a Sister City Program is?
Councilman Saul stated that no money is involved. It involves contact
with the people, hopefully the school children will want to write.
This is a people project.
Councilman Harris asked if Ikawa -cho chose us or did we choose them?
Councilman Saul stated that Ikawa -cho was looking for a Sister City in
the State of Washington. Mayor Bauch read a brief report about the
City of Ikawa -cho.

Deputy City Attorney Hard read a resolution authorizing the Mayor to
sign the labor agreement between the City of Tukwila and Teamsters
Local Union No. 763 for the years 1978 and 1979.

ADOPTED AS READ. MOTION CARRIED.
MOVED BY VAN DUSEN, SECONDED BY TRAYNOR, THAT THE AGENDA BE AMENDED TO
INCLUDE A RESOLUTION ON THE FIREFIGHTER LABOR AGREEMENT. MOTION CARRIED.
John McFarland, Administrative Assistant, explained that negotiations
with the Firefighters were concluded some time ago but the signing
of the contract was delayed by arbitration. The arbitration award was
made two months ago but since then much discussion has gone on over
computation of the C.P.I. This has now been resolved and the contract
is ready to sign.

Deputy City Attorney Hard read a resolution authorizing the Mayor to
sign the labor agreement between the City of Tukwila and IAFF 2088 for
the years 1978 and 1979.

ADOPTED AS READ. MOTION CARRIED.
Mayor Bauch called Council attention to his memorandum regarding the
contractors security of new city hall. The key is available to all
Council Members and Department Heads at the Police Department if they
wish to enter city hall after workhours or on weekends.
Mr. Hans West has resigned from the Planning Commission. Mayor Bauch
asked anyone who might have a nomination for the position to submit
the name to him.
The vacancy on the Park Board has not been filled to date but the
Board has agreed to start meeting in the evening so a new member
should be easier to find.
Mayor Bauch asked Council concurrence on the investigation of
janitorial service for new city hall. He stated that he would bring
cost figures back to the Council. There were no objections to this
suggestion.
Attorney Hard reported that during the month of May he was busy with
a case that did not involve the City. He will now get back to City
business. The most important items were handled by other members of
the firm.
The City won the case in the Court of Appeals however, the property
owners have asked the Court of Appeals to reconsider because there
is a sentence in the opinion where the Judge misstated a fact. The
Court has agreed to reconsider so another hearing should be held shortly.
Per his discussion with the Council, Attorney Hard reported that he
mailed a letter to the property owners in the LID and, so far, has
gotten no response.
As yet, the Golf Course Management Contract has not been signed. They
hope to have it ready for signatures this week.
Councilman Saul asked about the income per day from the Golf Course
and said he would like to seethe written report. The month of May
averaged a little better than $800 per day.
The Session is called to discuss a personnel matter. Mayor and Council
were the only ones present.
