Others in attendance were Acting Deputy Police Chief Rick Mitchell and HR Analyst/Civil Service Examiner, Sara Valdez. CALL TO ORDER 5:00 p.m. APPROVAL OF MINUTES POLICE DEPARTMENT BUSINESS Staffing Update TSO Job Description Chair Bruce Paquette called the meeting to order. The Chair asked if there were any corrections needed for the May PE, 2017 Commission Meeting minutes. No corrections were noted. Acting Deputy Police Chief Rick Mitchell was in attendance in place of Police Chief Villa and presented the Commission a staffing update. There are a total of 77 Commissioned staff out of 83 authorized positions leaving 2 regular positions vacant and 4 pipeline positions. 4 entry level Police Officers scheduled to attend the Academy and 1 in the second phase of the background process. All non-commissioned positions are filled except the Transport Support Officer(TSO) position in which the employee recently moved into an entry-level Police Officer role. Acting Deputy Police Chief Rick Mitchell presented a draft updated job description for the Transport Support Officer(TSO) position that is currently vacant for the Commission to review. The updated job description changes the title to Police Support Officer(PSO) dropping `transport' in order to accurately reflect what the position will do in regards to support operations(fingerprint, supply handling, warrants, etc.). Acting Deputy Police Chief noted that there were also changes to the requirements for the position. The Commission asked clarifying questions and agreed with the reasoning and justification for the changes. MOVED BY JOHNSTON, SECONDED BY PAQUETTE THAT THE REVISED POLICE SUPPORT OFFICER JOB DESCRIPTION BE REVISED AS WRITTEN. MOTION PASSED UNANIMOUSLY. Certified Sergeant Eligibility List It is to be recorded that the Police Sergeant Promotional Eligibility List was certified outside of a regular meeting commencing on July 18th, 2017 and ending on July 17th, 2018, or until depleted. FIRE DEPARTMENT BUSINESS Staffing Update Chief Wittwer was not in attendance. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov NEW BUSINESS Civil Service Conference Boards & Commission Handbook ADJOURNMENT 5:30PM The Civil Service Examiner advised the Commissioners that the 36th Annual Civil Service Conference presented by Foster Pepper will be held at the Yakima Convention Center in Yakima, WA. this year on September 18th & 19th. It is budgeted for the Commissioners to attend should they be interested in attending this year and they were advised to let the Civil Service Examiner know to get them registered. A Boards and Commissions Handbook has been created for the City of Tukwila and it has been listed on the City's website. The Handbook has 3 links to required trainings for the Open Public Meetings Act(OPMA), Public Records Act(PRA), and Ethics training. Every member of an advisory body must complete these trainings within 90 days of appointment, again within 90 days at re -appointment or every four years, whichever comes first per RCW 42.30.205. Signed Disclosure Forms and Certification of Trainings were submitted by the 2 Commissioners who watched the videos sent to them by the Civil Service Examiner prior to this meeting. Also, provided to the Commissioners via email by the Civil Service Examiner was a link to information from MRSC about the use of electronic devices during public meetings so the Commission is aware of the risks involved.
