Council President Robertson called the meeting to order and welcomed attendees, and described the
purpose of the work session, which is to review the process and schedule for implementation of the
Public Safety Plan.
City staff and representatives from the Project Management team at Shielz Obletz Johnsen provided
an overview of the Public Safety Plan, including project organization, schedule, site selection process,
design, construction, budget, risks, Council decision points, and next steps.
Councilmember questions and responses were tracked on the 2017 Public Safety Plan Council
Questions/Comments table, attached.

How was the site for the new Station 51 selected and is it still the best
location?
The final location for Station 51 was chosen based on feedback received from an outside
consultant hired to review the City's fire facility needs, as well as input from the Fire
Department, and negotiations with Segale Properties, which dedicated the land pursuant
to the Tukwila South Development Agreement. That location was chosen because it
allows for easy access north and south onto Southcenter Parkway, so that both the
Tukwila South and northern commercial areas can be served with adequate response
times. This location has always taken Tukwila's long-term growth into account as once
Tukwila Valley South is built out, it will serve the additional 10 million square feet of
expected buildings in this area. The land is subject to a deed restriction that only allows
the property to be used as a fire station, and the property is the subject of additional
agreements with both Segale properties and with Puget Sound Energy

Will all the new fire stations look the same? The station design will depend upon the programming. It is likely that there will be
some tailoring to each neighborhood.

Why isn't City Hall/6300 being discussed? Those buildings are not part of the Public Safety Plan and Council has not yet made any
decisions about either.

and alternatives will be compared? Will the public be informed about the

Flyering and door to door visits have proven to be very effective in this
community.

How will the City effectively reach minorities?
Does the GC/CM model sidestep the ability to select a contractor based on
price?
The City will strive to reach all community members and will factor in appropriate
partners and neighborhood leaders in this effort.
The selection process for a contractor is based upon their bid for their fee in addition to
their qualifications. The entire project is competitively bid through the sub -contractor
process and the initial GC/CM effort.

What if the Guaranteed Maximum Price (GMP) comes in too high?
An advantage of bringing the General Contractor/Construction Manager in early is that
they understand the project more in a transparent process. Subcontractors are subject
to the low bid selection process.

What if the General Contractor/Construction Manager finds they do not
have capacity for the project after all? Are there offramps if something goes
awry?
They will be under contract to deliver the project. Penalties can be scheduled in the
contract. A proven good track record factors into the selection. The performance bond
is also a safety net for the City.

How do you estimate liquidated damages for PD and FD?
If the City does not choose the contractor how can we ensure that
opportunities are being provided to minorities? How can we ensure
opportunities are being provided to residents?
The contract can be negotiated to include a set number per day.
Under GC/CM the City does choose the contractor. The City can choose to insert
diversity requirements and/or opportunity workforce agreements in place. The City
could encourage minority outreach when soliciting the GC/CM, and/or put more
emphasis on certain criteria. Staff will provide council with options going forward in the
first quarter of 2017 via the Public Safety Committee.

Under the GC/CM model will there be one for all projects?
SOJ and staff are proposing one for the three fire stations and one for justice center.
There is no recommendation for the delivery method for the public works facility at this
time.

What incentives are there to complete the projects under budget?
Will be provided
The project could significantly change if the budget were lowered. A recession could
result in lower construction costs.
