Council President Robertson called the meeting to order and announced the purpose of the meeting,
which was to gain common understanding of housing policy in the City of Tukwila and for the City
Council to prioritize housing related actions for the 2017-2018 timeframe.
Housing Background Overview
Staff provided an overview of housing in the city, including housing stock and condition, tenure and
vacancy, affordability, and existing actions.
Housing Actions Briefing
Staff provided a summary of 13 potential housing actions in the categories of housing preservation,
housing creation, and homelessness prevention. The overview described each item including
restrictions, costs, and timing.
Prioritization of Potential Actions
Considering factors such as budget, staff time, and actions in process, Cuncilmembers conducted a
prioritization exercise which resulted in the following ranking for the potential actions:
1. Public Private Partnerships and Tenant Rights Education should be ongoing
2. Tukwila International Boulevard code amendments
3. Multifamily Tax Exemption (MFTE) - Tukwila International Boulevard
4. Reducing Low Density Residential (LDR) lot size where appropriate
5. Allow Duplex/Townhomes in LDR by neighborhood
6. Housing Options Ordinance/Cottage housing
7. ADU amnesty/standards
8. Habitat for Humanity neighborhood revitalization
9. Mobile home Park change of use regulations
10. MFTE rehab trust fund
11. MFTE for rehabilitation
