HomeMy WebLinkAbout2017-09-25 Community Development and Neighborhoods MinutesCity of Tukwila City Council Community Development & Neighborhoods Committee COMMUNITY DEVELOPMENT & NEIGHBORHOODS COMMITTEE Meeting Minutes September 25, 2017 - 5:30 p.m. - Hazelnut Conference Room, City Hall Councilmembers: Kathy Hougardy, Chair, Verna Seal, Kate Kruller Staff: Nora Gierloff, Carol Lumb, Brandon Miles, Stacy Hansen, Rachel Bianchi, Derek Speck, Laurel Humphrey CALL TO ORDER: Chair Hougardy called the meeting to order at 5:30 p.m. I. BUSINESS AGENDA A. Visitor Marking Brand Mark Staff is seeking Council approval of a brand mark to be used in daytime tourism promotional efforts, primarily funded by the City's lodging tax. Potential uses include print and digital ads, wayfinding sings, gateway signs into the Southcenter district, social media, and clothing. Three options were presented to the Committee on August 28, and one has been further refined to include a dot over the "I" in Tukwila, now called concept 1A. The Committee agreed with the staff recommendation to adopt concept 1A. UNANIMOUS APPROVAL. FORWARD TO OCTOBER 2, 2017 REGULAR MEETING. B. Grant Application: 2017-2018 Port of Seattle Economic Development Partnership Staff is seeking Committee approval of an application to the Port of Seattle's Economic Development Grant Program for up to $19,540 for economic development activities. Funds received from this program in its first cycle were used for business recruitment collateral. If awarded again, staff proposes to expand outreach to developers, businesses and investors, including promotional material for the International Boulevard neighborhood and additional marketing for the Southcenter area. The grant requires a 50% match including cash and staff time, so the City would need to contribute $4,885 if the grant is awarded. UNANIMOUS APPROVAL. C. Potential Long -Term Lease with the Way Back Inn Staff is seeking Committee direction regarding developing a long-term lease with the Way Back Inn for the Gregor House property located at 14239 42' Avenue South, across from Foster high School. Way Back Inn manages short term housing for homeless families with children, including three properties owned by the City of Tukwila. Sale of the Gregor House was included in the 2017/2017 biennial budget because the Tukwila School District had indicated an interest in purchasing it. The District has since decided it is no longer interested, which gives the City an opportunity to enter into a new agreement with Way Back Inn for continued use as temporary housing. The City would need to do a budget amendment of $250,000 pending Council direction. Community Development & Neighborhoods Minutes September25, 2017 Staff recommends that the City enter into a five-year lease with the Way Back Inn for continued use of the property for homelessness prevention/intervention. Committee members expressed support for continued operation of the Gregor House as temporary housing, and directed staff to approach the Way Back Back Inn to begin work on an agreement. Councilmember Kruller asked for information on who is the insurer in the event of a natural disaster such as earthquake. UNANIMOUSAPPROVALTO DEVELOP AGREEMENT. D. Tree Regulations Update Staff updated the Committee on the status of the project to revise tree regulations to implement new urban forestry goals and policies of the Comprehensive Plan. The Tree and Environment Advisory Committee has been reconvened to assist with draft amendments to TMC 18.54 and to definitions in the Zoning Code. Staff expects to present the recommended amendments to the Planning Commission in November and December, with City Council review expected in February and March of 2018. Chair Hougardy stressed the importance of broad public outreach on proposed changes. Councilmember Kruller asked if the proposed amendments were based upon a certain other city, and staff replied that many city codes were researched, including Lake Forest Park, Portland, and Redmond. DISCUSSION ONLY. II. MISCELLANEOUS Councilmember Kruller referenced public comment that was given at the September 18, 2017 Regular Meeting concerning re -parking recreational vehicles on City streets.
