SUBJECT: Tukwila Police Officers Guild Collective Bargaining Agreement (CBA)
2017-2018
BACKGROUND
City staff, our Labor Relations Consultant, and the Executive Board of the Tukwila Police
Officers Guild, opened labor negotiations on July 26, 2016, in an effort to reach an agreement
on a successor labor contract. A tentative agreement, negotiated in good faith between the
parties was reached during mediation on August 1, 2017, which resulted in a two-year
agreement (2017-2018).
DISCUSSION
The collective bargaining agreement (CBA) provides for a wage increase of 2.50% in 2017, and
2.75 % in 2018 for the Tukwila Police Officers, and a wage increase of 3.0% in 2017, and 3.25%
in 2018 for the Tukwila Police Sergeants. In addition, the Tukwila Police Officers Guild have
agreed to accept the City's Self -Insured Medical Benefit Plan Design changes which will result
in savings to our healthcare plan.
The agreement provides for a new service incentive pay to recognize Police Officers after 20
years of service whereas in previous agreements recognition was for Police Officers who
reached 6, 9 and 12 years of service. The Police Department has also created a Recruiting
Officer position which has proven to be very valuable in our ability to attract Lateral Police
Officer candidates from around the Country. This position has been successful using social
media in their recruitment efforts.
RECOMMENDATION
The City Council is being asked to forward the 2017-2018 Collective Bargaining Agreement for
the Tukwila Police Officers Guild to the Regular meeting on October 16, for approval and
authorize the Mayor to sign the agreement.
