Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Project Welcome Home B-52 Painting Celebration: On September 27 Mayor Ekberg attended the Project Welcome Home B-52 Painting Celebration held by the Museum of Flight at Paine Field in Everett. The B52 plane will become the centerpiece of the future Vietnam Veterans Air War Commemorative Park at the Museum of Flight in 2018. Vietnam veterans of the Project Welcome Home Committee, one of whom flew this B - 52G in Operation Linebacker II and contributed to the release of 591 U.S. POWs spoke at the event. • Presentation to Duwamish Rotary: On September 28 Mayor Ekberg gave a presentation at the Duwamish Rotary meeting about his recent trip to Southeast Asia as a member of the YSEALI Professionals Fellow Program sponsored by the US State Department. • Potential Shoreline Restoration Partnership: Community Development staff attended a meeting to discuss a possible partnership between the Desimone Trust and WRIA 9 on shoreline restoration. Participants included staff from King County WRIA 9, King County Mitigation Banking, several of the Trustees, a representative of Trammel -Crow, which has been negotiating with the Trust for a long-term lease to develop the site and the Trust's real estate agent. • King County City Managers/City Administrators Meeting: City Administrator David Cline and Communications and Government Relations Manager Rachel Bianchi attended the King County City Managers/City Administrators monthly meeting on October 4. The King County Department of Natural Resources and Parks provided a Land Conservation Workplan Update, Association of Washington Cities presented about their 2018 Legislative Priorities, City of Kent presented about Homelessness Legal Issues and King County spoke about the Puget Sound Climate Preparedness Collaborative. • King County Regional Affordable Housing Task Force: Community Development Director Jack Pace hosted a meeting of the 2017 King County Regional Affordable Housing Task Force Staff Working Group on October 6. Community Events • Senior Health and Information Fair at Community Center: On October 3 a Senior Health and Information Fair was held at the Tukwila Community Center. The event included 22 vendors: Sea Mar, Clear Captions, Meals on Wheels, Miles Mitchell (Chiropractor), Orca to go, Tukwila Crime Prevention, Priority Foot Wear, Pacific Medical Centers, Alzheimer's Association, Tukwila Human Service, Providence Elder Care, Health Point, Hope Link, Volunteer Transportation, Hyde Shuttle, SHAG, Merrill Gardens, United Health Care, Silver Sneakers, Silver & Fit, Project Enhance, Kaiser Foundation Health Plan of Washington, Highline Physical Therapy, and Outpatient Physical Therapy. Approximately 200 seniors attended the event. • BECU Health and Wellness Fair: Marius Francis, Fitness and Athletic Coordinator will be attending the Boeing Employees Credit Union (BECU) Health and Wellness Fair on October 10 to provide information about the wellness programs offered through the Parks and Recreation Department. • Green Tukwila Day: Tukwila's first Green Tukwila Day, hosted by the Green Tukwila Partnership, will be October 14 and will celebrate the Green Tukwila initiative by having a work party at Tukwila Park to remove invasive English Ivy. III. Staff Updates Public Safety • Tukwila Masonic Lodge Honor Officer Matt Valdez: On September 30 Officer Matt Valdez received the Outstanding Police Officer of the Year Award for 2017 from the Tukwila Masonic Lodge. Each year, the Masonic Lodge recognizes a Tukwila Police Officer for their contributions to the department and the City of Tukwila. Officer Valdez received the award for his work doing community outreach, as well as work with Tukwila's immigrant population and the Tukwila schools. • CERT Classes: CERT Classes started on September 30. Class Graduation is scheduled for October 14 at 4:30 PM at Fire Station 51. • Officers Receive Life Saving Award: On October 2 Sergeant Zack Anderson, Officer Mike Richardson and Officer James Thompson received Life Saving Award for saving the life of an unconscious and unresponsive citizen in September 2016. • Retirees Breakfast: On October 7 ten past employees (representing a total of 295 years of service to Tukwila) came to Station 51 to enjoy breakfast and re -connect with the crews. • Community Police Team meets with Tukwila Teens: Sergeant Kraig Boyd, Officer Adam Balcom and Detective Randy Rusness attended the October 14 Tukwila Teens meeting where they took part in a round table discussion with the teens centered around current events. Project Updates • Southcenter Pedestrian/Bicycle Bridge: Contractor continues to paint the main steel bridge structure the installation of the electrical facilities are ongoing. Concrete pour took place at Spans 3 & 4 (on east side of Green River). The 6 walls on the east side are also being completed. The estimated completion date for this project is December 2017. • S 144th St Phase II: Contractor continues to construct and pour concrete for the sidewalk on north side of the road. Irrigation system, traffic signal, and illumination facilities continue to be installed. Planting and asphalt paving are scheduled to begin October 9. Work should be complete by November 2017. • Duwamish Gardens: The City and the contractor walked through the site on September 19 to identify plants that will be replaced under the one-year plant warranty. • Major Maintenance on 3 Bridges: Work on all three project sites began on July 24 and all work is expected to be complete by March 2018. Beacon Ave Bridge: Currently closed to traffic with completion expected in October. The bridge deck has been removed and the contractor is prepping the inside structure for painting. Frank Zepp Bridge (S 180th): The bridge reopened On October 1. The new deck overlay has been installed. Next steps include painting of the structure and completing the seismic upgrades. Grady Way Bridge: No major impacts to Grady Way with only temporary lane closures on Longacres Drive. • 42nd Ave Phase Ill: Work is proceeding on the culvert replacement and installation of the underground power utility infrastructure. This project is scheduled to be complete in August 2018, barring any setbacks. • Cascade View SRTS Phase II: Construction continues with the installation of the mini roundabout. All work should be completed by the end of October. • Baker Blvd Non -Motorized: Water line, street lighting conduits, and storm drainage modifications are wrapping up on Christensen Rd. Light pole bases have been poured and curbing grades are set. Curb pouring on Christensen Road and the Baker/Andover Park East intersection ramp removal and pedestrian signal upgrades are scheduled to begin October 9. All work should be complete by December 2017. • S 119th St Pedestrian Bridge: Work for this structure has been completed for this year. The King County maintenance crews were able to finish the girder top repairs and place a non-skid deck section on the bridge. • 2017 Overlay & Repair: Final paving of the Fort Dent parking lot took place the week of October 2. • 2017 Annual Small Drainage Program: Work has been completed on 58th Ave South. Drainage work is complete and the concrete sidewalk has been replaced along Strander Blvd near the Target store. Site restoration work still remains to be completed. At the 48th Ave S site crews have completed the majority of the drainage work but are awaiting delivery of a 'Modular Wetland' stormwater treatment device that is not scheduled to be in until the end of October. All work is scheduled to be completed by November. • Strander Boulevard/SW 27th St: The project design kickoff meeting was held on October 5. Staff is on rights of entry for all the affected parcels that the designer needs to obtain survey data from. Phone: 206-433-1800 • Email: Mayor@TukwilaWA.gov • Website: TukwilaWA.gov 161 City Administrator's Report October 11, 2017 Page 4 • De -Escalation Training: Court Administrator Trish Kinlow provided Front Counter De - Escalation training to the Community Development and Public Works staff on October 4. • Telephonic Interpretation Services: Community Development and Public Works have contracted with Language Line for telephonic interpretation services. A dual -handset phone will be installed in the Permit Center to facilitate in-person interpretation needs and staff may use their phones to make three-way calls. • Grant Award from the Office of Public Defense: The Office of Public Defense has awarded the City of Tukwila a $74,000 grant for 2018-2019 for public defense program enhancements. In the past four years the City has received one-year grants ranging from $22,000 - $25,600. This is the first time that the Office of Public Defense is awarding biennial grants.
