Baxter & Carrie Holmes, Shiels Obletz Johnsen; Natalie Swaby, King5; Gary Gunther, resident CALL TO ORDER: Committee Chair McLeod called the meeting to order at 5:30 p.m. I. ANNOUNCEMENT II. BUSINESS AGENDA A. Interlocal Agreement Amendment: FEMA Urban Search and Rescue Response System Staff is seeking Council approval of an amendment to an interlocal agreement with Pierce County to memorialize procedure and methodology for deployment and reimbursement of in- state disaster and emergency mobilizations. Tukwila has participated in Washington Task Force 1 of FEMA Urban Search and Rescue since its inception in 1991 and personnel have been to several national disasters and emergencies. The 2014 experience in OSO revealed the reimbursement process to be cumbersome due to lack of a formalized agreement. Under this amendment all authorized mobilizations will be reimbursed. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 20, 2017 REGULAR CONSENT AGENDA. There was consensus to consider the legislative agenda as the next order of business. B. Resolution: 2017 Legislative Agenda Staff is seeking Council approval of a resolution that would adopt a legislative agenda for use during the 2018 Washington State Legislative Session. The agenda includes items in the categories of Transportation & Infrastructure, Housing & Human Services, Shared Revenue, Revenue Reform, Streamlined Sales Tax Mitigation, Education, and Law Enforcement. The City's state lobbyist, Jennifer Ziegler, will attend the November 20 Council meeting to present a legislative session preview. Staff also asked for Committee approval to add an item to preserve the flexibility in the definition of "tourist," as a bill was considered last session that would have changed "tourist" to be visitors from more than 50 miles away or from a different state or country. This would inhibit Tukwila's ability to attract day visitors with lodging tax fund. Councilmember Quinn asked that an item be added relating to monitoring the effect of the McCleary decision and changes to education funding to ensure that Tukwila students are benefiting. The Committee agreed with this addition. The draft legislative agenda will also be Public Safety Committee Minutes November 6, 2017 presented to the Community Development and Neighborhoods Committee, which may have additional changes before it goes to Committee of the Whole. UNANIMOUS APPROVAL AS AMENDED. FORWARD TO NOVEMBER 13, 2017 COMMITTEE OF THE WHOLE. C. 2017 3rd Quarter Police Department Report Chief Linton updated the Committee on items of interest in the 3rd quarter, including staffing, recognitions, community outreach, significant operations and events. Statistics indicate that crimes were at or below average. INFORMATION ONLY. D. Contract: General Contractor Construction Management for Public Safety Plan Staff is seeking Council approval of a contract with Lydig Construction in an amount not to exceed $372,000.00 for preconstruction services for the three fire station projects in the Public Safety Plan. Lydig was selected from four proposals and three interviews due to its strengths and qualifications. In addition, Lydig scored very highly with regard to its commitment to working with disadvantaged business enterprises, of which Council has asserted strong support. The Council's Program Management Quality Assurance (PMQA) consultant also reviewed and recommends approval of the contract. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 13, 2017 COMMITTEE OF THE WHOLE. E. Due Diligence Contracts for Public Safety Plan Staff is seeking Council approval of contracts relating to survey, geotechnical, and environmental analysis services for potential properties selected to implement the Public Safety Plan. The City proposes to contract with Sound Earth Strategies for environmental evaluation services in the amount of $111,937 and with Bush Roed & Hitchings, Inc. (BRH) for surveying services in the amount of $57,400. Because staff needs a little more time for one of the firms to respond to the request for geotechnical analysis, Staff asked for Committee permission to take that contract directly to the Committee of the Whole on November 13. After reassurance that the extra time would ensure an equitable process, the Committee agreed. Councilmember Quinn asked to ensure that the Council's Program Management Quality Assurance Provider would have the opportunity to weigh in on the contracts.
