Tukwila is designated nominal lead agency and has a Lead Agency Agreement with the City of Seattle. A Shoreline Substantial Development Permit from Tukwila is required for the 1.3 acres of the site within the Urban Conservancy Shoreline Overlay; development proposed for this area includes surface parking and landscaping.
