Minutes for 6/8/17 meeting approved as amended
Chief’s update
Body cameras have been to committee and a Council as a Whole meeting,

hopefully will be approved Monday, July 17.
This is the Axon System which includes in car cameras, body cameras
and Tasers
Video will be stored in the cloud rather than in on-site servers
Contract will be $100,000/year
Seizure funds will help defray initial equipment costs.
The unknown is how the body cameras will change the number of
public records requests.
There will also be software to assist with blurring out faces for
privacy, such as juveniles.
Also on Monday the Criminal Trespass for parks or other City property will go
before Council.
This will allow officers to trespass people from public property, where
they cannot do anything about it right now.
The intent is to use this to prevent criminal behavior on public
property.
Each park/City Property will be a separate trespass warning/order
DLR has been selected for the architect for the new facilities.
Next COPCAB meeting will be to attend the Public Safety Plan Open
House.

Next meeting the Chief will be attending, and competing in the World Police
Games in Los Angeles. Several Officers will attend and compete.

3.We have been looking for laterals, but it is hard to find the
highest quality lateral officers.
Question about what TPD is doing for de-escalation training.
Supervisors are attending training with SPD. The Chief went to a class out of
state.
We have an officer who is very well educated in de-escalation training and
dealing with persons in crisis.
TPD is putting on a force options training for all officers.
This training is heavily based on scenarios
There will be guidance/policies developed to assist officers in making those
decisions.

July 4 summary
Prior to the event there was education
Officer paired with fire fighter to go into areas with high numbers of
complaints.
This was the second year for this type of pro-active patrol
Boards and Commissions Handbook – Ethics training, as specified in the handbook at
Sept. meeting. Chris will check the date COPCAB did the Open Meetings and Public
Disclosure Training.
Good of the Order
Jan – Had a great visit with Sgt. Boyd and Officer Valdez about number of calls
at the Church. It was a good problem solving session and she appreciates how
they helped with ideas.
