Council President Van Dusen called the Tukwila City Council Committee
of the Whole Meeting to order at 9:12 P.M.

APPROVAL OF MINUTES MOVED BY SAUL, SECONDED BY HILL, THAT THE MINUTES OF THE OCTOBER 9,
1978 TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING BE APPROVED
AS PUBLISHED. CARRIED.
John McFarland, Administrative Assistant, said he had prepared some
information and compiled data on the positions of Office Engineer,
Engineering Technician I and Building Maintenance Mechanic as referred
to in the proposed resolution. With the overhead projector he presen-
ted the information that had been compiled. Terry Monaghan, Public
Works Director, said he had spoken to Mr. Emrich, architect for the
new City Hall, and he had outlined the duties and hours that would be
required of the building maintenance mechanic. He indicated how the
salary grade positions had been established with the overhead projector.
Councilman Bohrer asked if these were new positions. Mr. McFarland,
Administrative Assistant, said the position of engineering technician
had been in for two years but it was left out in the salary plan. Mr.
McFarland said with respect to the building maintenance mechanic, the
position would have to be filled with someone who could make decisions
with respect to electrical repairs, plumbing, carpentry, heating.
Councilman Bohrer said he thought we were establishing a position we
will not be able to fill. Councilman Saul said the Recreation Depart-
ment is where the most maintenance will occur, as that is an old
building and will require more repair work than the new City Hall. Mr.
Monaghan said they wanted to identify the position and try to get a
definition of the functions of the job. He said they did not know
the duties or time that would be required in the new building, but they
knew the Recreation Department located in the Southgate Elementary
School building would take more work to get it in good running order
and maintain it that way. He said they also wanted to identify the
salary. Council President' Van Dusen said the job would entail
everything from heat pump in the new City Hall to carpenter work,
replacing glass, making electrical repair, plumbing repairs, etc.
He said it was his opinion in order to get someone who could do all
of these things it would be necessary to pay more than grade 8. Mr.
Monaghan said the things that concerned him the most were repairs
to the furnace at Southgate and the heat pump at new City Hall.
Councilman Hill said he thought we would not be able to find anyone
who could do all of these jobs at grade 8 salary level.

THE PROVISIONS OF RESOLUTION NO. 614 AS THEY RELATE TO THE ADOPTED
JOB CLASSIFICATION SCHEDULE BE ON THE AGENDA OF THE NOVEMBER 6, 1978
REGULAR COUNCIL MEETING. CARRIED.
Terry Monaghan, Public Works Director, said the City of Renton had
informed him that the grant for the engineering for the proposed new
bridge at Grady Way has been approved. He said he and Renton had
agreed upon an interview and selection proceeding whereby two techni-
cal people and a third person appointed by the mayor would sit as a
committee. He said he would propose himself and Dick Williams as the
technical representatives from Tukwila, and a Council Member as the
third representative. He said it was likely six consultants would be
interviewed in early November.

WORKS COMMITTEE TO SELECT A REPRESENTATIVE. CARRIED.
Mayor Bauch said it was not mandatory to include handicapped facilities
or access to the golf course structure. He said in order to fulfill the
requirements for handicapped facilities substantial remodeling would
have to be done. He said it was important for the City to let the
golf course operator know the City's position regarding handicapped

facilities so they can develop their improvement plans appropriately,
either with or without provisions for them. Mayor Bauch said the
handicapped facilities would mainly mean we could accommodate handi-
capped persons for lunch. Council President Van Dusen said his
feelings were if we could do it, let's do it, and if it is way out of
line, let's not do it.
Councilman Hill said he thought our first responsibility was to put
the golf course in shape. He said the clubhouse is where the people
who are leasing the golf course make the most money, so naturally
they want the handicapped facilities added there to increase the cus-
tomers. He said the City should be most concerned with the golf
course and getting it in good shape. Councilman Bohrer asked if the
handicapped facilities would involve only a ramp and restroom facili-
ties. Mayor Bauch said he had not seen any plans for the second floor,
he did not know how far they would carry it out. Councilman Johanson
said the height of the building would make a ramp difficult. He said
he thought the first improvements should be in the rest rooms. Mayor
Bauch said the people leasing the golf course are working toward the
handicapped facilities right now and we should tell them what we want.
The contract says handicapped facilities are funded by the City.
Councilman Bohrer asked how much it would cost and Mayor Bauch said he
did not know. Councilman Bohrer said it would involve a ramp and a
couple of bathrooms. Mayor Bauch said it would also involve wide doors.

Mayor Bauch explained the purpose of the proposed ordinance was to set
policies of the City on street vacations and facilitate efficient
processing of applications.

Mayor Bauch stated it was his recommendation that the City surplus
both of the buildings and advertise them for bid. Councilman Johanson
said he could not see tearing down the police station. Mayor Bauch
said it would take considerable expense to put the building in order
so it would be usable. Council President Van Dusen said it might be
used as a maintenance building in the new park. Mayor Rauch said he
recommended the Council look at the building. If it is left there it
will start filling up with junk. There is a summer program at the
Tukwila Elementary school nearby so it would not be practical to use
it for crafts for children.

Mayor Bauch said he thought the City should not pay the bill to
Messenger Signs in the amount of $5,054 until the signs are installed.
Councilman Johanson said we will have to revise the code before the
signs can be installed.. Councilman Saul said he felt we were obligated
to pay this bill since we had ordered the signs. Mayor Bauch said
the signs cannot be installed until the pipes are in. He said he
would talk to the people and ask for a progress report, also ask them
to bill us for the signs alone and not for the installation.
Prop. Ord. repealing Mayor Bauch explained the need for this ordinance, stating the

Public Safety Chairman Bohrer said the Public Safety and Health Committee would

Budget Review Mayor Bauch said the budget review would start the second week in
November.
John McFarland, Administrative Assistant, said wage negotiations
with the Police Department would commence at 9 a.m. on Monday and
Tuesday of next week.
