CALL TO ORDER Council President Van Dusen called the Tukwila City Council Committee
of the Whole Meeting to order at 7:04 p.m.

DISCUSSION
Workshop session, Mayor Bauch said this subject would be withdrawn from the agenda at this
Green River Basin time. He said the material would be distributed to Council Members
Program. the next day.
Communications Mayor Bauch said there is need of a voting receiver for Valley Comm.
information update He said they put a receiver in a high location in an area where there
on Valley Comm. is a shadow as far as reception is concerned. He said it picks up calls
for Valley Comm. He said Renton is putting one in on Talbot Hill.
It will pick up signals on the north where there is a problem in picking
up the signals. The receiver itself costs about 3 ,non and the
installation is more. It will be $60 monthly for the telephone line.
This is not included in the 1969 budget, but Mayor Bauch recommended
the City not wait until 1969 but take immediate action. He said we
do not know where we would install right now. It depends on where
Renton installs their receiver. They are trying to find the best
possible location. They are all on the same frequency. They should know
within two or three weeks where they are going to put it. Councilman
"Harris: corrected B4hrer asked if we have a problem with the walkie- talkie in the
per minutes of industrial area? Mayor Bauch said they have to come out and get on the
Nov. 27, 1978 mobile units in the cars. Councilman Hill asked if there are "dead
spots" that cannot even be picked up by the mobile units. Mayor Bauch
said that is right, they are picked up by other units and relayed
to Valley Comm. Mayor Bauch said a good location for the one in
Tukwila might be the fire tower at Fire Station No. 2; another good
location would be on top of Southcenter Mall.

UP FOR THE VOTING RECEIVER AND IT BE ON THE AGENDA OF THE NOVEMBER 20,
1978 REGULAR COUNCIL MEETING. CARRIED.
Budget Review MOVED BY TRAYNOR, SECONDED BY SAUL, TO MOVE THIS ITEM OF THE AGENDA
TO THE END OF THE MEETING. CARRIED.
Standing Committee Councilman Bohrer, Chairman of the Public Safety and Health Committee,
Reports stated the Committee would meet with the Police Chief and Lieutenant
on the proposed ordinance on burglary. He said the committee would not
meet on November 22, 1978 at the regularly scheduled time due to
Thanksgiving holiday.
Councilman Johanson, Chairman of the Public Works Committee, said the
change to be made in the entrance type pipe will require a change in
the code. He said this matter will be discussed at one of the
Committee of the Whole Meetings.

Tax Mayor Bauch said these are taxes that should have been paid to cities
but were withheld. He said the court had ruled they would have to
pay the cities. It would amount t^ $13,397.29 for the City of Tukwila.
He said it could be left the way it is and the lid will go on next
year. If we want to collect the $13,000 this year we will have to
rewrite the tax resolution. He said he would recommend the City
leave it the way it is. He said we have until November 29 to make
the decision, and any change would have to be handled at the next
regular meeting of the Council on November 20. He said any relief that
can be given to the property tax payers should be given.

Councilman Hill said that 95% of any tax cut goes to the people in the
business district.

AWC Survey Mayor Bauch stated he had received a letter from AWC requesting in-
maternity bene- formation on a survey they were conducting regarding employee maternity
fits for employees benefits and whether or not they should be raised. He said under the
medical plan a flat $400 in benefits for a normal delivery and if there
is anything extra a new schedule comes in. He said they wanted to put
in a special maternity deduction that would pay 80% of the cost. This
would mean an increase of 65 cents per employee and $1.75 for employee's
spouse. AWC is making the survey and based on it they will either
add it or leave it as it is. The answer to the survey should be made
by November 15, 1978. Everyone has to go with the majority. We need to
express whether or not we want the increased benefits. Councilman
Traynor said it seems that every time we sit at the negotiations table
the employees do not realize the increased benefits are actually pay
raises. Councilman Saul said he agreed with Councilman Traynor. He
said most cities are trying to put a lid on the insurance package, it
is costing so much money. He said he thought this should be left to
bargaining instead of letting AWC do it for us. Councilman Harris said
she felt like Councilman Traynor. She said most employees would like
to have 100% insurance coverage. Council President Van Dusen said the
consensus was to not change the maternity benefit coverage.
Mayor Bauch stated the budget hearing would start on page 1 of the
Preliminary Budget, Detail of Revenue Estimates.
Ron Swanson, Finance Director, reviewed and answered questions on the
proposed`revenue in the 1979 budget. The total amount of estimated
revenue is $2,908,923 in Current Fund. The total amount of estimated
revenue in all funds is $7,444,924.

The Tukwila City Council Committee of the Whole Meeting was called
back to order with Council Members present as previously noted.
Ron Swanson, Finance Director, reviewed the budget requests. Mr. Swanson
explained in order to accomplish the 1979 work plan of the Department, the
followng changes to the current staff are needed: (1) Establishment
of the current part time position to a full time Accounting Clerk I. This
position is needed to handle the centralized cashier functions and also
to relieve the more experienced staff from clerical tasks in order to
take on added responsibility. (2) The upgrading of the current
Accounting Clerk position to an Accounting Clerk II level commensurate
with added responsibilities in the Finance Department. (3) Addition of
an entry level accountant position to monitor more closely the Golf
Course financial activity, development of a city -wide cost allocation
plan for cost recovery in grants, LID's, utilities, etc., and to pro-
vide more time for administrative duties such as supervision, monitoring
financial activity to assure deadlines are met and the quality of
accounting work is proper. He said with respect to new euqipment,
he was requesting the purchase of a check protector which would cost
$1,400 and one calculator which would cost $300. Councilman Harris
noted that with the move into the new City Hall the Finance Department
is collecting zone money, etc., and taking on a greater burden. Docu-
mentation takes a lot of time. Councilman Traynor said the City of
Issaquah is running their City on a lot less personnel. Mayor Bauch
stated that city does not have the tax money that Tukwila has, nor the
amount of work. Councilman Traynor said he thought the decision on
the hiring of a full time employee for the Finance Department should
be delayed until all of the Departments have presented their budgets.
Council President V!an Dusen said they would consider the employee request
later in the budget hearings.
