Council President Van Dusen noted that OCD had requested a part time
clerk to be shared with Public Works Department. In the Mayor's
comments he did not recommend the part -time clerk. Kjell Stoknes,
OCD Director, r'stated he would be able to get a senior from Foster
High School to work from 3:30 to 5 p.m. to be paid from federal money,
at no expense to the City. He said he was also looking into a
program that would make a senior citizen eligible to work from
10 a.m. to 2:30 p.m. at no expense to the City.
It was noted the Mayor recommended the purchase of a typewriter;
did not recommend the replacement of the calculator and recommended
that employees be taught to drive the Pinto Station Wagon and it not
be replaced.
Mr. Stoknes stated the Planning Intern working on a part time
basis is a student or recent graduate, working on an hourly basis.

intern.
Mr. Stoknes suggested $500 be taken from overtime, leaving overtime
$1500 and extra labor would then be $9,798; professional services
would have $2,000 deducted, leaving that line item at $9,000; trans
protation would be increased to $500; and miscellaneious would be
reduced by $500. This would change Page 41 so the part time planning
intern (graphics) would be as is, $5,720; and the planning intern
(current) would be $4,078, making a total of $9,798. This change in
figures was agreeable to the Council Members.
Don Williams, Recreation Supervisor, said there is a request to have
his title changed to Parks and Recreation Superintendent. He said
due to the expansion of the recreation program he was requesting
that three full time persons be added. The teen specialist would
organize and conduct teen programs and special event activities for
Tukwila youth. The employee would work afternoon and evening hours
acting as the monitor of the new center. The senior coordinator would
plan and organize senior programs including social and educational
activities. The person will advise the Tukwila Hiker's group and
handle special programs such as the Meals on Wheels. The athletic
specialist will organize and supervise the various leagues and
special athletic events. League fees could help offset staff costs
to a degree. He said he would also need part time help to carry out
the recreation and parks programs. The Mayor advised the Council that
it costs about $65 a year for insurance and about $780 medical per
person for a full time employee. Councilman Bohrer said the teen
program and recreation programs were listed as part of the Council's
goals for 1979. Page 48 was accepted as submitted.
These line items were under land acquisition, building development.
The Council accepted the Mayor's recommendation that the Council
approve each project prior to the time the project is to begin.
Al Pieper, Building Official, recommended the $12,000 in Extra Labor
be used to add a full time employee. He felt a full time employee
would be more useful to him, could be trained by him, and would stay
with the City longer if he were full time. The Council suggested he
contract more work out. Mr. Stoknes said they were suggesting an
employee be hired full time at grade 9 or 10. The Council determined

not to hire the full time employee, but stated they might reconsider
this request later during the budget hearings. Page 58 accepted as

Judge Payne, City Clerk Maxine Anderson, and Court Administrator
Kathy Johnston arrived at the meeting at 10:15 P.M.
Kathy Johnston, Court Administrator, said it had been recommended
that the rate of pay for the part time Judge be increased from $40
per hour to $50 per hour for an increase to 450 hours. Councilman
Bohrer said when the City Attorney is paid more than the judge it is
because we are paying for his office space and clerical help which
is not so in the case of the judge. Judge Payne said his usual rate
of pay is $70 an hour. Councilman Hill suggested the rate of pay be
increased to $45 per hour. The Council agreed to this increase.
It was noted that the Mayor had not recommended an increase in the
judge's salary and he felt the projected court time was too high.
The court had also requested the purchase of a typewriter. The Mayor
did not recommend an additional typewriter for the court office.
One the line item of Capital Outlay it was requested that the
judge's robe be replaced. The Council agreed to the amount of $150
for the judge's robe.
