Discussion was held on the request for a part -time clerk /typist.
The person would assist the new Assistant Fire Chief by typing the
lesson plans for the training program. Councilman Harris asked if
there isn't someone else who can do the typing. Chief Crawley explai-
ned that the person will probably be eliminated when the computer is
in full operation as the computer can be programmed for lesson plans.
Councilman Traynor said he would rather see the computer operating
instead of spending the money on part -time help. Chief Crawley explai-
ned they have a representative of the company working on the machine.
Chief Crawley explained that the proposed 1979 budget does not reflect
any new projects.
Councilman Hill said he believes there are three services the City
owes the citizens: (1) Fire. (2) Police. (3) Health Services
(Public Works). He asked if this position is necessary for the safety
of the citizens.
Chief Crawley gave an interesting slide presentation on the functions
and duties of the Fire Department. He presented statistics on the
aid calls, fire calls, and other types of incidents.

It was noted that the request for a new typewriter was not recommended.
Chief Crawley said they need the typewriter even if they don't get
the part -time secretary. Council agreed to discuss this again at a
later date.
It was noted that the request for three additional fire fighters had
not been approved by the Mayor. The additional expense would be
approximately $55,000 including their benefits. After Council
discussion, the Council concurred with the Mayor's recommendation to
delete the additional personnel from the 1979 budget request.
Councilman Bohrer asked about 22.01 (Automotive), 23.01 (Fire Automo-
tive) and 38.01 (Fire Automotive). Chief Crawley explained that
these items were covered under Non Departmental /Mechanical in the
1978 budget, they are being moved to the Fire Department Budgets for
1979. Chief Crawley explained that this is to keep the rolling stock
in repair.
Council discussed the Capital Equipment requests and approved the
following:
(9 -2) Portable Radio (2) $2,000
(9 -3) Air Pak (6) $5,139
(9 -4) Hose $5,580
Mayor Bauch said that the hose would not be purchased until the City
is sure of receiving the tax revenue estimated.
(9 -5) Chlorine Kit 600
(9 -6) Hard Suction Hose 270
(9 -7) Air Tester 580
Council concurred with the recommendation of Mayor Bauch to not purchase
the (9 -8) Mini- Pumper for $13,448 this time. Chief Crawley agreed
that the one owned by the City would last at least one more year.

Approved as allocated by the Mayor.
Council discussed the purchase of an E.C.G. portable monitor which
would allow the aid car personnel to perform faster and with a
higher level of service to persons suffering from heart problems.
Council all agreed that if the money were available this would be a
good purchase. They agreed with the Mayor that this is a function of
Medic I and therefore did not approve the purchase of (9 -9) E.C.G.
Monitor in the amount of $3,221.
Approved as requested.
There being no further discussion the Budget Review Meeting adjourned.
It was noted that review of the Police Department Budget is cancelled
for Friday night and will be rescheduled.
