Attorney Hard explained that the proposed budget for the Attorney has been increased by less than 6% which is substantially less than the Consumer Price Index for the Seattle area which, last year, was 11.2 The biggest expense in their costs is in secretarial personnel. At the present time the average starting salary for a legal secretary is $1,000. This is up $150 per month over last year. This alone is a 17% increase. The starting salary for lawyers has increased from $16,500 to $18,000 over the past year. And, office supplies have increased by about 22 The 1979 request is reasonable. This has been a busy year but may start to level off. Council further discussed the proposed budget. Councilman Van Dusen asked why the same names keep popping up on the bills. Attorney Hard explained that a lawsuit filed in King County probably won't get to court for 18 months. They take time to organize and there is a lot of paperwork. Councilman Saul asked what the wages per hour are, and Attorney Hard said around $55 for regular work. Council accepted page 36, as submitted, in the amount of $72,000. Council discussed the proposed budget requested by the City Clerk and discussed the Mayor's allocation. MOVED BY BOHRER, SECONDED BY SAUL, THAT COUNCIL ACCEPT PAGES 26, 27 AND 28 AS RECOMMENDED BY THE MAYOR. MOTION CARRIED. Council discussed the capital equipment request. The type- writer (9 -2) will be purchased for the Council Secretary. Council concurred with the purchase of the calculator (9 -3). It was explained that the vault shelving (9 -4) will be purchased from the 1978 Budget. There was no further discussion on the proposed budget. 8:40 P.M.
