BUDGET HEARING CALL TO ORDER M I N U T E S Council President Van Dusen called the Continued Budget Hearing to order. He excused Councilman Traynor due to shift work on his job. MEMBERS OTHERS POLICE DEPARTMENT Police /Patrol Page 76 Mayor Bauch, Police Chief John Sheets. gg City Hall Conference Room #3 Police Chief Sheets said their requested budget reflects two additional patrolmen. He said new buildings, both commercial and residential, which have been and are being built require additional manpower. Training mandated by the State takes three months for each new officer. It takes at least two addi- tional months for an officer to become familiar with Tukwila ordinances, policies, and procedures. In order to have a usable officer on the street by June, the Department must hire the first part of January. He said they need two officers immediately and construction currently planned or underway now may well in- crease the need for more officers in the near future. Even though the City boundaries have not changed substantially, the numbers of new buildings have continued to grow and each new building increases the load on the Police Department. He said they have experienced a substantial increase in injuries to officers in the past year. The current level of staffing has been too low to adequately meet the police needs of the City. We have been assigning detectives to patrol positions. Necessary investigations into such things as white collar crime, and gamb- ling have had to be postponed because of the lack of manpower. The work in the detection division has suffered from lack of man- power and overtime must be authorized for remaining detectives so they can complete investigations and file charges. He said they have been reduced to a total of only two officers on duty between midnight and six a.m. about one -third of the time for the past six months. Rearranging of posted work schedules has been required on an almost weekly basis. The nature of the job invites invites injury to officers and compensation must be made for that by having a sufficient work force to provide effective police services at all times. He said the juvenile program established one and one -half years ago has proved to be most effective and valuable in the community. The person transferred to that program was drawn from patrol. He said the patrol division must be strengthened to combat the current problems, especially burglary, which they are already experiencing because of the increase in commercial and residential buildings in the City. He said the additional patrolmen are badly needed. The last increase in manpower came in 1976. He said enforcement of the gambling laws is another major duty that has been delegated to the Police Department since 1976 without an increase in man- power. He said the patrol division is currently operating three men short of authorized strength since two men are on disability leave and one is at the basic academy. Chief Sheets reviewed the hours of the four shifts and how many officers worked each shift. He said the shifts were frequently upset due to illness and vacations. Council President Van Dusen asked if the Police Department was still doing house patrol? Chief Sheets said they have had to almost cut this out due to the other demands. Mayor Bauch said the patrol division does the gam- bling patrol. He said that the first he knows there is trouble with gambling he will be the first to ask to have it done away with in the City. Mayor Bauch said we have a man in the detective division chasing bad checks. He said he felt that is the respon- sibility of the business man. Chief Sheets said they have had many added duties and they have attempted to fill their responsi- bility. The Council vote on the request for two more patrolmen was not granted, with Council voting as follows: NO VOTES: Saul, Harris, Bohrer; YES VOTE: Hill. Page 77. -2 337 Mayor Bauch said he felt if extra men are put on it will just be easier for the other employees to call in sick or take their vacations whenever they want them. Chief Sheets explained the line item of Operating Supplies ($6,500) is for special equipment needed in the Police Department; Communication ($6,000) is for Valley -Comm; Rentals ($6,200) reflects the fact that King County is raising their rental rate. Capital Equipment Request P -9 -5 for 25 protective vests was approved by the Council. Mayor Bauch said Capital Equipment Request P -9 -6 for a Xerox Machine was not approved because it is in the operating budget. Pages 78, 79, 80 81 Pages noted. Councilman Bohrer said the Department Heads are being paid more per hour than the Mayor and he felt this was not equitable. He said tM,last time the Mayor had an increase was 1976. He said there was some talk that they would look at it prior to filing time. This was with respect to a full time mayor. Councilman Harris said she had talked with other cities regarding the salary of the mayor. She said they pay a filing fee on that amount and it stays that way. Councilman Saul said he would support an increase. The Council vote on the salary increase for the Mayor was as follows: NO VOTES: Hill, Harris, Van Dusen; YES VOTES: Bohrer, Saul. Mayor Bauch stated the salaries for employees not connected with bargain units have not been negotiated. Administrative Assistant John McFarland stated he had prepared an insurance staff report. Page 64 65, 66, 67 68. Councilman Bohrer said these employees maintain the City vehicles, street sweepers, fire trucks, etc. He said this seems like a lot of people to perform the work. Mayor Bauch said they are on the work order system. Capital Equipment Request N/D 9 -1 for an auto was not approved by Council. N/D 9 -2 for 1 -ton Truck was not approved by Council. N/D 9 -6 for 3/4 ton truck approved by Council. Council President Van Dusen stated the next budget hearing would be on December 9, 1978. Time would be announced later. The meeting would be held on a Saturday, so all Council Members could be in attendance. The items to be discussed at that time would be the Judge's salary, additional employees for Finance Department, OCD, Recreation, Fire Department, Police Department, and Water /Sewer.
