Mayor Bauch, presiding, led the Pledge of Allegiance and called
the Regular Meeting of the Tukwila City Council to order.

Councilman Saul noted that various Departments are making
trips to the same stores on the same days and said he hopes that
someone will consolidate the buying for the City. He questioned
the purchase of a kiln for $857 and said he doesn't remember
approving the purchase. Councilman Johanson said he also
feels there could be an improvement made in the purchasing of
small items.
Mayor Bauch explained that after January 1 there will be
central purchasing of office supplies and a storage area set
up in the City Shop so that small parts can be stored.
Councilman Saul said that it appears that the higher paid
personnel is doing the running.
Councilman Bohrer noted that the City bought 50 lbs. of bird
seed and wondered why. Mayor Bauch said it is to plant for
a ground cover.

A gentleman representing the 406 Soccer Club presented a plaque
to the Tukwila Police Department for their work with the youth
soccer program. Officer Steve Robinson was on hand to receive
the award for Chief Sheets, Ms. Chris Toelkes, Officers Kilburg,
Gidlof and Robinson.
Letter from Affiliated American Corporation; Tukwila Investors,
and Pacific Townhouse Builders was read for the record. They are
proposing to have further engineering design and field work done
to determine the type of road improvements deemed necessary.

BE CONTINUED TO FEBRUARY 5, 1979, AND THAT COUNCIL ACCEPT THE
PROPOSAL SET FORTH IN THE LETTER. MOTION CARRIED.
Mayor Bauch explained that this is the second Public Hearing
on the unclassified designation for the proposed Riverton
Annexation as required by law. The first hearing was very
extensive. This hearing is for revised or new information and
for those that have not spoken before. With this, he
declared the Public Hearing open.
Mr. Ray Rosatto said he is one of the owners of the most
northerly piece of property included in the annexation. He
had stated before and wanted to restate that they do not
want to be annexed.
Mayor Bauch announced that the Boundary Review Board has taken
jurisdiction of this annexation and will hold a Public Hearing
at Southgate Community Center on February 15, 1979, at 7:30 P.M.
Mr. Henry Rostad, Realtor, said he is speaking for the Industrial
property, whether zoned or potentially zoned. They would
withdraw from the annexation to protect their property if
it is necessary. They now know what they have or what they can
obtain.
Mr. Steven Crary, representing Rainier National Bank, stated
the Bank's position remains the same. If the conditional
use classification, subject to single family restricitons, is
to go into effect upon annexation, it is their view that their
property should be exempted from the single family restriction
so there will not be an extended period when no further
development can take place.
Councilman Saul reminded the audience that this is only a
temporary measure. Mayor Bauch said it either comes in
unclassified or you classify it first -that is the two choices.
There being no further comments, the Public Hearing was closed.
Council President Van Dusen read a letter from Mr. Frank
Kittner, Seattle, commending the Tukwila Police Department
and specifically, Officer J. D. Shirey for the assistance
extended to he and his wife on November 20th.

Deputy City Attorney M. Colleen Weule read an Ordinance
amending the 1978 budget as adopted by Ordinance No. 1045
in order to appropriate unanticipated revenue into the
City Hall Construction Fund.

Councilman Bohrer referred to a comparative study done by
Councilman Traynor of the manning in our Sewer and Water
Departments as compared to other local Departments. The
concensus seemed to be that Tukwila is over manned by two
people. The question was also raised about the manning level
of the Park Maintenance Department which currently has four
people at a time of the year when there is little to be done.
MOVED BY BOHRER, SECONDED BY SAUL, THAT THE BUDGET LEVEL IN THE
SEWER DEPARTMENT BE DECREASED BY TWO POSITIONS FOR 1979.
Councilman Bohrer explained that this would result in no
net adjustment to the budget but would result in an increase
in the Sewer Fund ending cash reserve of $35,705.
Councilman Hill said that everyone seemed to agree that there
is a possibility we are over manned in a couple of Departments,
but as he remembered, Council had agreed to take care of this
through attrition. He said he prefers the attrition method.
Councilman Johanson said he supports Councilman Traynor's
report and also agrees this would be done through attrition.
Mayor Bauch said that the printed budget will contain the
proviso for attrition per the Committee of the Whole Meeting.
Councilman Harris asked if the two engineering positions are
filled can the Department do without two of the lesser positions?
Mr. Monaghan said that each position stands on its own.
Councilman Bohrer said we are manning to budget level -not
to the Department needs. The motion is directed at the
Sewer Department to avoid changing the ordinance but the
intent is to eliminate the two people within the three
Departments with the lowest seniority.
*MOTION FAILED WITH COUNCILMAN BOHRER VOTING YES.

of the City of Tukwila amending Ordinance Number 1035 and
1053 by extending the termination date.

of the City of Tukwila, Washington, authorizing the Mayor to
execute a Mutual Aid Agreement for Public Services with the
municipalities of Renton, Kent, Auburn, and the Port of Seattle.

Mayor Bauch said this Resolution has been to the Public
Safety Committee and they feel it is a desirable action for
the City to take.

Deputy City Attorney M. Colleen Weule read a Resolution of
the City of Tukwila, Washington, amending "Attachment B" of
Resolution No. 614 by increasing, by 7 all salary grades
and steps in the wage and salary plan.

Councilman Johanson expressed concern over the salary increases
and thought Council should investigate to see if there is a
more appropriate way to increase salaries. He suggested a
cost -of- living agreement negotiated as a separate item. Mayor
Bauch said, if it becomes necessary because of the economy,
these salaries can be reduced. It is the salaries under the
negotiated contracts that can't be changed. Councilman Saul
asked about fringe benefits and Mayor Bauch said you can't
eliminate them.

Mayor Bauch reported that Valley General Hospital has accepted
the offer to buy the surplussed Aid Car for $4,000. The
agreement should be executed about January 3rd.

He reported on a meeting he had with Metro Transit as to
their plans for the service in the Tukwila Business District.
After they heard all of the proposed development in the area
they agreed to have a planner come out and look at it before
it really gets out of hand. They also discussed Mini Park and
Ride Lots along Interurban.

THE WHOLE MEETING OF DECEMBER 26th, BE CANCELLED. MOTION CARRIED.
Councilman Harris read the Monthly Report of Investments submitted
by Ron Swanson, Finance Director. Interest income for November
amounted to $17,979.85. Investments Sold $2,290,000
Investments Purchased $2,265,000
Mayor and Council wished everyone a Merry Christmas.
