The NEC further states that "suitability of equipment may be identified by a description marked on or provided with a product to identify the suitability of the product for a specific purpose, environment or application. Suitability of equipment may be evidenced by listing or labeling" 1.2 When electrical utilization equipment or machinery has not been listed or labeled by an independent third party listing or labeling agency, field evaluation of the equipment or machinery is required by the local electrical authority having jurisdiction to determine if the equipment complies with the applicable product standards and codes that are concerned with the safety of that equipment. The field evaluation is required to be performed by an independent testing laboratory or engineering firm accredited by the AHJ using the applicable national product standards that govern the design, construction, application and testing of the equipment. The field evaluation body shall provide a label on the equipment evaluated signifying that the equipment has satisfied the requirements of the applied standards. The field evaluation body shall forward a copy of the final report to the AHJ detailing the field evaluation procedures, findings, results and the criteria for submitting the product to the AHJ for final acceptance. 1.3 Product safety standards are created to address electrical shock and fire safety concerns in the areas encompassing device construction, overcurrent protection, temperature rise, grounding and bonding, guarding personnel from accidental contact with energized components, tamper proofing, operating environment, safety of personnel during unintended abnormal operations and product testing to verify suitability of use on the product in a defined operating environment. 2.0 FIELD EVALUATION SUMMARY Field evaluation of the equipment listed in section 3.0 was performed on February 13, 2014, per the requirements of WAC -296-46B (44) at Clearsign Combustion, in Tukwila, Washington. The equipment was inspected and tested to verify conformity with the requirements of the applicable electrical standards listed in section 4.0. The installation of the equipment was examined to ensure that it is per the requirements of the manufacturer's technical drawings and documentation. Any discrepancies identified by PSE and corrected by the client during the course of the evaluation are shown in section 5.0 along with the corrective actions taken. The equipment consisted of a burner assembly, blower unit listed for use with combustible gas, a listed blower control cabinet, auxiliary control cabinet for measuring gas flow rates, an electrically operated main gas flow shut off valve and emergency stops to shut the process and operation of the furnace in case of an emergency. Appendix A contains photographs of the equipment. 5.1.2 Drawings and Documentation A complete set of technical documentation that included the electrical drawings and list of parts was reviewed by PSE for proper overcurrent protection, grounding and wiring. 5.1.3 Equipment Inspection The equipment was inspected for conformity with the applicable electrical standards. The overcurrent protection devices were verified to be in accordance with the electrical standards and suitable for the application. The equipment was inspected to ensure that all wiring was properly routed and physically protected. All electrical cabinets were verified to have proper warning labels and signs. 5.1.4 Grounding Grounding system of the equipment was inspected to verify conformity with the electrical standards and suitable for the application. 5.1.5 List of Corrections 5.1.5.1 The combustion chamber is similar in operation but larger in the heat output to a chamber previously evaluated at the facility. This document was furnished by Clearsign combustion and included in appendix C. 6.0 ELECTRICAL TESTS PERFORMED 6.1 Ground System Verification Tests Tests were performed to verify that the frames of associated equipment such as motor frames, metal enclosures and raceways containing electrical equipment and wiring were satisfactorily bonded together and grounded. 6.2 System Safety Checks The performance of the safety system for the equipment was checked and verified. Checks included performance of the gas delivery system and operation of the flame detection unit. 6.3 Temperature Measurement test Temperatures of the external surfaces of the chamber was monitored and recorded. The test data indicated that the external surface temperatures were substantially below levels that could be considered potential heat and fire hazard. 7.0 RESULTS The equipment evaluated was found to comply with the requirements of the electrical standards listed in section 4.0. Sankaran CONTACT Mr. Joe Colannino/Mr. James Harmon PSE PROJECT # F110389 FIELD EVALUATION OF GAS BURN TEST CHAMBER PRELIMINARY REPORT An industrial test chamber used for testing the properties of flames was inspected on November 16, 2011, at the facilities of Clear Sign Combustion in Tukwila, Washington. The following issues require correction/action by the client to make the equipment comply with the requirements of the applicable product standards. 1. The equipment shall be provided with a gas pilot burner. The pilot may be automatically or manually lighted. The pilot burner shall be provided with a safety shutoff valve. This may be part of the main gas supply valve. Absence of pilot flame shall prevent the flow of main burner gas by automatic means by shutting off the main gas supply. 2. The main gas supply line shall be provided with a safety shut off valve that may be electrically or pressure actuated. 3. Manual shut off valves shall be provided in the main and the pilot gas lines. 4. Air inlet shall be of sufficient cross section to supply adequate air for complete combustion. Air shall be introduced in such as manner will ensure thorough mixing of fuel and air. 5. The outlet flue gas riser shall be positioned away from combustible material and electrical devices such as ceiling lights etc. The distance of separation would depend on the maximum exterior temperature of the riser. 6. The test chamber requires an equipment grounding conductor to prevent the accumulation of static charges on the body of the chamber. The grounding conductor should be connected to the system ground such as a ground bus, ground rod or building steel in the vicinity. 1 7. The test chamber requires a nameplate with the following information: • Manufacturer name • Model # • Serial # • Ratings such as BTU or kW 8. External temperature data will be recorded during actual operation of the chamber in its intended manner. Based on the data, additional caution markings or corrections may be required. After the issues have been satisfactorily corrected, PSE may be contacted for a final inspection. At the conclusion of the final inspections, PSE field evaluation labels will be affixed to the equipment. A final report will be prepared and forwarded to the Washington State Chief Electrical Inspector's office and to the local electrical authority having jurisdiction. C. Valve B is electrically energized via command from the control panel (comprising elements D, E, and F). 3. Once the command to Valve B is received, flow moves to Valve C — a metering valve, designed to regulate and limit flow to the demand set from the flow controller (F). Valve C is pneumatically controlled, requiring both power and compressed air (not pictured) to open. 4. Once these conditions are satisfied, the fuel flows to the fuel skid and burner (Figure 2). A double block valve with pressure permissive receives the flow (A, B). If the gas pressure is above the set point, the valves will not open. This restricts the burner to operate within is design rating. Refer to Figure 2. 5. If the gas pressure is below the shutoff limit, valves A and B open, admitting gas to a manual valve(C). 6. Using the demand controller (E) the operator initiates an automated sequence comprising an air purge sufficient to vent the furnace volume, followed by a command to open the pilot fuel valve and energize a pilot spark igniter. 7. After the pilot fuel valve is opened, a UV scanner is used to prove the pilot flame. A timer counts 10 seconds. If the pilot flame is not detected, the burner shuts down. 8. If the pilot flame is detected, a command is issued to open the main fuel valve, and a UV scanner proves the main flame. If the main flame is not detected, the system is shut down. 9. If the main flame is detected, the controller allows the burner to operate at the "low fire" condition. 10. Once the burner achieves low fire, an operator inputs a password at burner control panel (E) and is allowed to increase the firing rate. 11. Flame monitoring continues while the burner is operating and will shut down the burner if the flame is lost. Figure 2: Packaged Burner Components. The gas flow may be shutdown at any time in a number of ways. a. Gas flow shutoff button (E) removes power to the control panel and valves, thus stopping the flow of any fuels. b. Additionally, equipment operators wear portable devices that interrupt the main power off to the building and shut the burner down. c. Alternatively, various ESD buttons are located in several key areas inside and outside of the furnace area to immediately shutdown the furnace when pressed. The furnace shall be operated at slightly less than normal atmospheric pressure due to the natural draft of the furnace stack. The furnace functions as vessel from which to observe the combustion reaction, the focus of our research as we are a combustion laboratory. As such, the furnace shall always be operated for limited duration and under the supervision of an experienced combustion engineer with state of the art analytical combustion equipment continuously monitoring emissions and perlormance. Such operation exceeds SMC,11'C, or NFPA mechanical code. Notwithstanding and additionally, ClearSign C'omhustion Corporation shall site the furnace consistent with the following. • The furnace shall be operated at atmospheric pressure consistent with a designation of Furnace Class 13 in 1FC 2102.1. • The supply to the furnace shall be natural gas equipped with a manual shutoff consistent with IEC' 2104.2. • The furnace shall he name -plated according to IFC 2107.1. • Roll up door shall he open for all operating conditions to a minimum air opening corresponding to equivalent area given by SMC 703.2. The air opening shall he less than 15' from the air inlet to the research vessel. • Vent shall he 10' above the roof per NEPA 211 Table 5.2.2 VI. • A manual damper in the stack will be closed when the furnace is not in operation. In addition, a manual inlet register at the entrance to the furnace will also be closed to isolate the outside air from the room air when the furnace is not in use. • A manual shutoff for the main gas line will be located away from the furnace to provide a remote shut-off . The furnace shall he operated at slightly Tess than normal atmospheric pressure due to the natural draft of the furnace stack.
