Mrs. Rudolf Regel, Tukwila citizen, expressed concern over an
article in the Renton paper about the Gypsy Moth and how they
are multiplying. An environmental group is fighting the idea

was read for the record. The position became vacant due to the
resignation of Mr. Lew Trudeau.

Mayor Bauch introduced Mr. Brunk. Councilman Bohrer asked Mr.
Brunk how long he has lived in the City and was told since July.
Mayor Bauch opened the Public Hearing that was continued from
the regular meeting of December 18, 1978.
Mr. Terence Monaghan, Public Works Director, reported that
they have met with the property owners. The results of the
additional engineering has reduced the estimate by about 23
This is due to the fact that the rock that was included in the
original estimate did not show in the soils tests. The property
owners all indicate the zone and termini method of assessment
is acceptable. They are anxious to get the project underway.
Mayor Bauch called for comments from the audience. There being
no comments, the Public Hearing was closed.

Council Motion No. 79 -01 was read by the City Clerk for approval.
A motion of the Tukwila City Council receiving Mr. Kiyofumi
Nakataki as an official messenger of Mayor Akira Sogabe of
Ikawa -Cho, Japan; and recognizing him as a distinguished
guest of the City of Tukwila.

Mayor Bauch presented Mr. Nakataki of Ikawo -Cho, Japan, a
framed copy of the motion signed by the Mayor and Council members.
A letter written by Akira Sogabe, Mayor of Ikawa -Cho, was read.
He writes in part: "It's our great joy that the friendship
is budding between the two cities which are separated about
5000 kilometers by the Pacific Ocean. We'll never spare any
effort to cultivate the firm bond of friendship between the
two cities."
Council Motion No. 79 -02 was read by the City Clerk for approval.
A motion of the City Council of the City of Tukwila declaring
support for the Municipal Research Council and recommending
deletion of those provisions of HB 112 which would act to
terminate the Municipal Research Council.

The best bid for the purchase of a cash register came in at
$5,270. This exceeds the budgeted amount by $1,270. This
motion appropriates funds in Federal Revenue Sharing to cover
this balance.

City Attorney Hard read an ordinance approving and confirming the
assessments and assessment roll of Local Improvement District
No. 25 which has been created and established for the purpose
of construction and installation of access street, sanitary
sewer trunks, force mains and lift stations and water mains,
all in accordance with city standards within an area lying
east of Interurban Avenue and north of State Highway No. 405,
all within the City of Tukwila, as provided by Ordinance No.
837, and levying and assessing the amount thereof against the
several lots, tracts, parcels of land and other property shown
on the roll.

Attorney Hard: An ordinance approving and confirming the assessments and assessment
roll of Local Improvement District No. 25 which has been created and established

Council President Bohrer: Mr. Mayor, I'd like to move the ordinance be approved

Councilman Saul: Second it.
Mayor Bauch: Moved and seconded to approve the ordinance as read. Is there
any discussion? I would like to point out that on the second page
the pertinent figure is $502,440, total roll. Mr. Traynor.
Councilman Traynor: It doesn't specifically have to do with the L.I.D., yet it
does. I know that Mr. Johanson showed concern for that street improvement-
what is that 53rd -no, 153rd.
Councilman Hill: This is L.I.D. 25.
Councilman Traynor: Hah?
Councilman Hill: This is L.I.D. 25.
Mayor Bauch: This is L.I.D. 25, Fort Dent Park.
Councilman Traynor: I guess I'm on 29; I'm ahead of you.
Mayor Bauch: Mr. Van Dusen.
Councilman Van Dusen: I guess this is just a technical question, but on the third
"whereas" we've written in here, "the City Council overruled all written
protests received and denied all requests for changes of assessments on
said assessment roll." Does that take place through this ordinance?
When we pass this ordinance, that's what we're saying
Mayor Bauch: That's right.
Councilman Van Dusen: -that we overruled all written protests.
Mayor Bauch: We attempted to do some negotiations. We authorized the City Attorney
to do them, and those negotiations were not successful.
Councilman Van Dusen: But we give the official sanction.
Mayor Bauch: All right. Any other questions. All those in favor of adopting the

City Attorney Hard read an ordinance ordering the improvement
of property within the City of Tukwila, Washington, along
portions of 62nd Avenue South and South 153rd Street by
acquisition of additional public right -of -way, grading,
widening and paving the street surface, installing sidewalks,
curbs and gutters, installing storm drainage, storm sewers and
sanitary sewers, water facilities, underground utilities and
street illumination, all in accordance with resolution No. 660
of the City of Tukwila, Washington; establishing Local Improvement
District No. 29; providing that payment for said improvements be
made by special assessments upon property in said district
payable by the mode of "payment by bond and providing for
the issuance and sale of local improvement district warrants
redeemable in cash and local improvement district bonds.
Councilman Traynor expressed concern that the street improvement
will increase the speed and the traffic through the residential
section on South 153rd Street. Terry Monaghan explained that
the street will be no wider than the rest of the streets in
the residential areas of the City.
Councilman Johanson asked about the steep hill at the intersection
of 62nd Avenue South and South 153rd and was told it would be
cut 12 feet. Councilman Traynor asked how this cut would
affect the entrance to Park Place proposal. Mr. Monaghan said
Park Place will have to do an extensive amount of work to meet
this grade.
Mr. Don Dalley, Pacific Townhouse Builders, representing Park
Place, expressed concern over a 12 foot cut. This amount of
cut will change their driveway slope from an 8% to a 14% to
16% slope. This then, changes the requirements of the rezone.
He asked for something from the City stating that the City will
allow them to construct this great of a slope. It would be
quite disastrous if the Fire Department came along now and
said they cannot approve a 15% slope when their original
calculation at the time of the rezone was 8 The second
concern they have is that with a 12 foot cut the approach
to Park Place would be basically a canyon. There will be
a 30 foot dirt wall on the northwest corner and a 20 foot wall
on the south side. These are the two major items they want
to look into further. It will also probably mean that buildings
3, 4, and 5 will have to be moved toward the north. If these
buildings are moved the rec. center will have to be moved and
the buildings fronting the open -space will have to be moved
into it. It could mean a complete change in the site plan,
just because of the 12 foot cut.
Councilman Traynor asked about the 15% slope. Mr. Monaghan said
the Fire Department has one vehicle that will bottom -out changing
from a flat plane to a 15% grade but there is no problem with
the trucks climbing a 15% slope. An acceptable standard for
hilly terrain is 15

Councilman Hill said he felt Mr. Dalley was concerned because
he got the rezone and now, if they have to change the site
plan, they can't live up to the rezone. What happens if
they move buildings to make the site usable? Councilman
Hill wondered if an 8 foot cut would be enough. Maybe
the City is creating a problem. Mr. Monaghan explained
that the design engineers are recommending the 12 feet.
It is expensive but the concern is site distance and safety
during inclement weather. If 12 feet is not needed it will
be changed. The City will work closely with the developers
and try to resolve their dilemma.
Councilman Hill asked if the Park Place proposal will need
to come back to the Council for reconsideration of the
rezone or the site plan. Mr. Stoknes said it would be
brought back for reaffirmation of the site plan.

City Attorney Hard read an ordinance of the City of Tukwila
reclassifying certain property from R -4 (low apartments) to
C -1 (retail) as contained in the planning division master
file No. 78 -39 -R, subject to certain conditions.

Councilman Traynor asked about the piece of property to the
west of the proposed rezone site and was told it is already
zoned C -1.
Councilman Van Dusen recalled that on a previous rezone,
Council included the statement that if the project is not
completed as presented within a reasonable time period the
rezone would revert back to the original zoning; and he
wondered if Council wanted this included in all rezones.
Councilman Traynor said on some rezones a site plan is submitted
and the developer is held to the site plan, but on this one
we are deviating from the site plan and are saying someone
else (Board of Architectural Review) will review it.
Mayor Bauch reminded Council that Section F requires that
Exhibits 3, 4, and 5 (Elevations, Site Plan and Architect's
Drawing) are made a part of the ordinance. This pretty well
limits them as to the type of building that will go in
there. The Architectural Review will determine the exact
location.
Councilman Van Dusen asked if this developer doesn't build,
is it possible for this ordinance to be overlooked sometime
in the future. Could something else be built on this site?

Mayor Bauch said that the OCD Department has requested
Council, by motion, approve any additional funds received

There are approximately $500.00 to be received.

EXECUTIVE SESSION:
ADJOURNMENT
Attorney Hard reported that, so far, in 1979 the City is
in good shape. In January the State Attorney General elected
not to pursue the case involving Tukwila and the Human
Rights Commission. He asked to have an Executive Session
called to discuss the Police Association Lawsuit.
Councilman Saul introduced Mr. and Mrs. Webb in the audience
who have been very instrumental in the City of Tukwila and
Ikawa -Cho becoming Sister Cities.
Councilman Bohrer read a letter written by Hubert Crawley,
Fire Chief, to Mr. Mario Segale. Chief Crawley is thanking
Mr. Segale for help in obtaining diesel fuel during the
recent holidays.
Councilman Hill inquired about the sale of miscellaneous
furniture being held at the Golf Course. He asked if this
is an approved use of City property. Mr. Stoknes will check
into this matter.
Holidays Mayor Bauch reminded Council that the next two weekly meetings
will be held on Tuesdays because the Mondays are holidays.
