Last saved 04/13/10 • • FINAL STAFF EVALUATION FOR Klickitat/Southcenter Parkway Improvement Project File No: E10-007 SUMMARY OF PROPOSED ACTION This project will widen Southcenter Parkway and reconfigure turning lanes. Two southbound lanes will be depressed between the northern WSDOT ramp and Strander Boulevard, and a bridge will allow Klickitat Drive traffic to cross over the depressed lanes. II. GENERAL INFORMATION Project Name: Klickitat Drive/Southcenter Parkway Improvement Project Applicant: Location: City of Tukwila Public Works Department, Cyndy Knighton 6300 Southcenter Boulevard, Tukwila, WA 98188. Phone: (206) 431-2450. Project is located along Southcenter Parkway, from approximately the Southcenter Mall access road ("the Nordstrom entrance") to 600 feet south of Strander Boulevard (near the Outback Restaurant). See attached map. Zoning/Comp Plan The current zoning and Comprehensive Plan designation for the adjacent properties in the vicinity of the project is Tukwila Urban Center (TUC). Notice: Notice of Application was mailed on March 15, 2010. III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review. The State Environmental Policy Act (SEPA), Chapter 43.21 RCW, requires governmental agencies to consider the environmental impacts of a proposal before making decisions. The proposed project does not meet the SEPA exemptions listed under WAC 197-11-800. This project was evaluated and classified as Class II— Categorically Excluded (CE) under the National Environmental Policy Act (NEPA) in 2007. 13 individual reports were produced: Traffic Analysis; Air Quality; Environmental Justice; Acquisitions and Relocations; Aesthetics and Visual Impacts; Stormwater; Fish and Aquatic Resources; Biological Assessment; Water Quality; Section 106 - Identification of Areas of Potential Effects; Geology, Soils, Groundwater and Geologically Sensitive Areas; Hazardous Materials — Phase I; and Noise. IV. BACKGROUND/PROPOSAL The proposal consists of transportation improvements along Southcenter Parkway in the vicinity of Klickitat Drive, I-5 ramps, and Strander Boulevard, and is designed to relieve severe traffic congestion, minimize conflicting movements, meet the City's goals for operational level of service through the year 2030, improve pedestrian access, and be consistent with the City's future land use plans. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. A taper lane is added from Klickitat to Nordstrom on Southcenter Parkway that ends with a right turn "lane" at the Nordstrom driveway. 10' pedestrian facilities are being installed on Southcenter Parkway north of Strander; 7' south (east side), matching sidewalk width on Strander. Removing sidewalk on west side of Southcenter Parkway between Nordstrom & Strander. 11-12- Concur with checklist. B. ENVIRONMENTAL ELEMENTS: 1. Earth: a - Concur with checklist. b - The east and west sides of the slopes of the embankment on either side of Southcenter Parkway at the intersection with Klickitat Drive is inclined at 50%, and can be considered a Class 3 geologically sensitive area because it exceeds the 40 % 2 • • inclination criteria (TMC 18.45.120). c - Fill over glacially consolidated sand and silt. d - Concur with checklist. e - As much fill as possible will be taken from the on-site cut areas. f - The project could have a temporary effect on the geologic and groundwater environments because of ground disturbance from grading and construction. This work could cause erosion and possible downslope sedimentation. The erosion effect will be mitigated using standard best management practices to contain and control stormwater runoff, and a Temporary Erosion and Sediment Control (TESC) Plan. Also, an inadequate factor of safety could occur from excavating a trench within about 20 feet of the toe of the proposed MSE retaining structure. g - Sewer should be placed at least 25 feet away from the toe of the MSE retaining structure if the sewer is relocated. 2. Air: a - Level of service (LOS) will be maintained or improved because of the project, even with anticipated increases in traffic volumes in the future. Thus the air quality will be better than it will be if the project is not built. b — Concur with the checklist. c - Concur with the checklist. 3. Water: a (1) — Gilliam Creek is listed as a Type 2 Stream by the City of Tukwila, and Dept of Ecology has given it a water quality designation of a Class A watercourse. a (2) — Work may be done within the Type 2 watercourse buffer of Gilliam Creek. However, within this buffer, no work will be done outside of the existing paved area along Southcenter Parkway. a (3)-a (6) --Concur with checklist. b (1) — Groundwater infiltration will be reduced by the project's additional impervious surfaces. However, with such a small amount of additional impervious surface, it is doubtful that the loss of infiltration will have a substantial effect on groundwater flow or recharge to the streams in the area. b (2) - Concur with checklist. c (1) — Currently, all stormwater within the project limits is conveyed by curb and gutter to an enclosed system. The highest point of the project site is located at the intersection of Klickitat Drive and Southcenter Parkway. All stormwater to the north 3 • • eventually discharges to Gilliam Creek either directly through various culverts collecting flow from the curb and gutter within Southcenter Parkway, or by first being directed through the WSDOT detention ponds and the tributary to Gilliam Creek which flows from the ponds. Gilliam Creek then drains into the Green River through a flapgate. Most of the stormwater to the south of the high point normally discharges to the P17 ditch, which is then pumped to the Green River. During overflow conditions, this stormwater is conveyed to the north to Gilliam Creek. All stormwater along Strander Boulevard is conveyed to the north and to Gilliam Creek. Outside, but located adjacent to the project site is an existing combined wet/detention pond (WSDOT pond) followed by a water quality bioswale located within the WSDOT right-of-way, north of Klickitat Drive and west of Southcenter Parkway. The combined wet/detention pond and bioswale receive stormwater runoff from areas within the I-5 corridor and from parts of Southcenter Parkway. Impervious surfaces from the project will increase by approximately 1.36 acres. The project will include stormwater detention vaults in three locations. Stormwater runoff from the new depressed southbound lanes will be discharged into the existing WSDOT ponds. To mitigate adding stormwater runoff to the ponds, an equivalent area currently discharging to the ponds will be re-routed through new facilities. Therefore, there will be no net increase in stormwater flow entering the WSDOT ponds. Gilliam Creek and the P-17 ditch will not experience a net increase in flow rates because detention will be provided for conditions up to the 50 -year design storm. c (2) — The project could result in an increase in phosphorus loading from eroding soils that have been hydroseeded, an increased risk of spills of chemicals associated with construction activities, and the potential for sediment deposition within the stream and river beds. Implementing the Stormwater Pollution Prevention Plan, following permit guidelines, and applying best management practices will minimize and avoid effects on water quality during construction. The project will result in a slight increase in annual pollutant loading due to the added impervious surface. This increase is considered insignificant. The relative contribution of pollutant runoff from the project is small when compared with the total pollutant loading to the lower Green River and Gilliam Creek. These increases represent about 0.0001 % and 0.0002% of the existing total suspended solids (TSS) and total phosphorus (TP) loading, respectively, to the lower Green River. Similarly, the project will result in an increase of 260 pounds of suspended solids per year to Gilliam Creek, representing about 0.5 % of the total TSS loading. Water quality 4 • • treatment facilities for all new impervious surfaces will reduce the amount of pollutants entering Gilliam Creek and the lower Green River. d — The project will be designed and constructed in compliance with WSDOT technical guidance and federal, state and local regulations and permits to manage stormwater and protect water quality and quantity. The project will include stormwater detention vaults in three locations, and will provide basic and enhanced treatment for runoff from new impervious surfaces. In addition, the project will include a Permanent Stormwater Quality Control Plan. The project will meet all erosion and sedimentation control requirements of King County Surface Water Design Manual. Hazardous Materials Control Systems and Best Management Practices will prevent oil spills from entering the surface or ground water. 4. Plants: a- Scotch broom, reed canary grass, cattails, willow shrubs, Himalayan blackberry, black cottonwoods, western red cedar, fir, columnar maples, and pin oaks. b- Removal of vegetation will occur along the steep east slope adjacent to Southcenter Mall and Southcenter Parkway. c- No fish use in the P17 ditch. Bull Trout/Dolly Varden use is limited within Gilliam Creek area — spawning habitat for Bull Trout is not present. Chinook salmon habitat extends to I-5 in Gilliam Creek, but use appears to be limited. No nesting territories or foraging areas for eagles documented within action area. d- Street trees and native and ornamental landscape plantings will be added. A mix of evergreen and deciduous plantings will replace scotch broom and grasses on the east slope adjacent to Southcenter Mall and Southcenter Parkway. 5. Animals: a- Concur with checklist. b- Chinook salmon, Bull trout/Dolly Varden. Three bald eagle nests are known to be located in the project vicinity, but none of these are located within the 1 -mile action area. c- Concur with checklist. d- Conservation measures and BMPs will be applied to construction activities to control sediments in stormwater runoff to Gilliam Creek and the Green River. The project will include a Stormwater Pollution Prevention Plan. Project biologists believe that the project will not result in the destruction or adverse modification of Chinook salmon and bull trout critical habitat, and that the project will have no effect on bald eagles. 6. To support these uses, the project will improve the north -south pedestrian corridor along Southcenter Parkway, and provide a pedestrian crosswalk on Southcenter Parkway to Klickitat Drive. 9. Housing: a -c - Concur with checklist. 10. Aesthetics: a -b - Concur with checklist. c- The project will provide landmarks and an increased awareness of orientation in both location and direction. Street trees and native and ornamental landscape plantings will add a sense of order and buffering to Southcenter Parkway. Interesting wall treatments, such as enhanced textures, colors and finishes, will be added to retaining walls, where appropriate. 11. Light and Glare: a -d - Concur with checklist. 12. BACKGROUND The planned street improvement project known as the Tukwila Urban Access Improvement Project, or the Klickitat Project, is nearly fully designed. Public Works anticipates being able to start construction on this project some time in 2010. Because the project has received several federal grant funds, the design was required to meet federal NEPA standards. An Environmental Classification Summary (ECS) was prepared and approved by WSDOT and FHWA in May 2007. Background reports were required and were submitted along with the ECS. ANALYSIS Although the NEPA approval for this project has already been given, a SEPA determination is still necessary. Under NEPA standards, this project is a Class II Categorically Excluded project requiring documentation — a DCE. For past projects, DCD has been able to review the NEPA documentation and, with concurrence of the NEPA findings, issue a SEPA determination. RECOMMENDATION Review the attached NEPA Background Reports and the Environmental Classification Summary and issue a SEPA Determination of Non -Significance.
