Project Description
PSE is proposing to construct a new transmission line in order to eliminate the risk of overloading the
existing transmission system, and to bring the system into conformance with PSE and National Energy
Reliability Corporation (NERC) transmission planning guidelines while at the same time providing for the
growth proposed by the Boeing Company and new development in the Tukwila South area. The entire
span of the new transmission line will connect the existing Boeing Substation in Kent to the existing PSE
transmission lines located on parcel number 0322049106 in Tukwila. The transmission line segment
located within the City of Tukwila will start at the mid -point of the Green River to parcel number
0222049011, where the line will continue west along parcel number 0222049057 until reaching parcel
number 0322049106 where it will connect to the existing Asbury -O'Brien 115kV transmission line. Work

within the 200 -foot shoreline zone includes construction of one steel utility pole with associated casing
and foundation approximately 130 feet from the ordinary high water mark of the Green River. The
remaining poles for the transmission line will be located outside of the shoreline zone. PSE has applied to
the city of Tukwila for a Special Permission application related this project for work proposed within a
wetland buffer.
The applicant has applied to the City of Kent for the corresponding Shoreline Permit required for
construction of the new transmission line on the east side of the river. The new 115kV overhead
transmission line was included in the scope of the Tukwila South EIS. There were no impacts associated
with the new transmission line that were to be mitigated as part of the Tukwila South EIS. Additionally,
the City of Kent conducted a SEPA review of the new transmission line and issued a Determination of
Non -Significance on August 13, 2010.
Policies of the Shoreline Management Act/Shoreline Master Program
The project site is located within Tukwila Valley South, an area annexed to the City of Tukwila in 2009.
The City of Tukwila is required to administer annexed areas based on the Shoreline Management Plan in
place at the time of annexation, until such time that a new Master Plan is adopted and approved by the
Washington State Department of Ecology. Projects located within the Shoreline zone in which the project
site is located are subject to King County's Shoreline Master Program, under which the shoreline
environment designation is "Rural".
Existing Development
The project site is located to the north of S 200th Street, at the southwest comer of Frager Road and the
cross -valley levee. The project location falls within an existing utility corridor along the levee. There is
currently no other development within the immediate vicinity of the project site.
Shoreline Regulations
King County Shoreline Management Program
The Shoreline Environment Designation of the project site within the King County Shoreline
Master Program is "Rural." Applicable regulations of the King County Shoreline Master Program
are contained in Chapter 25.20 Rural Environment. Chapter 25.20 Rural Environment, section
25.20.110 Utilities, states "Utility facilities may be permitted in the rural environment subject to
the utilities requirements (Section 25.16.160) of the urban environment and the general
requirements (Section 25.20.030) of this chapter." A discussion of the proposal's consistency with
the utilities requirements of the Urban Environment and the general requirements of the Rural
Environment Chapter are included below.
25.16.160 Utilities, Urban Environment
A. Utility and transmission facilities shall:
1. Avoid disturbance of unique and fragile areas;
Work within the shoreline zone of the Green River includes installation of a utility pole and
associated foundation approximately 130 feet from the ordinary high water mark of the Green
River, as well as installation of the utility lines which will be located on the pole and will cross the

Green River. The area where ground disturbance will occur for construction of the utility pole has
been previously disturbed; there will be no disturbance of unique or fragile areas with this project.
2. Avoid disturbance of wildlife spawning, nesting and rearing areas;
The distance of the project site from the Green River and the absence of vegetation in the
immediate vicinity of the project site will prevent disturbance of wildlife spawning, nesting, and
rearing areas.
3. Overhead utility facilities shall not be permitted in public parks, monuments, scenic recreation
or historic areas.
Though there is a public trail planned along the west side of the Green River, the new transmission
line will not be located within any designated parks, monuments, or scenic recreation or historic
areas.
B. Utility distribution and transmission facilities shall be designed so as to:
1. Minimize visual impact;
The new transmission corridor is being located parallel to an existing transmission line of similar
design to minimize visual impacts by consolidating the location of overhead utility crossings of
the Green River.
2. Harmonize with or enhance the surroundings;
The new transmission line will be located along an existing overhead utility corridor. The area is
currently vacant and planned for future commercial development.
3. Not create a need for shoreline protection;
The impacts from this project are expected to be minimal and to not create a need for shoreline
protection. This project involves ground disturbance of less than 100 square feet, at a project site
located approximately 130 feet from the ordinary high water mark of the Green River. The new
utility pole will be located away from the riverbank in an area that is relatively flat and where
there is no existing vegetation. Additionally, the existing access road will be used to access the
project site during construction.
4. Utilize to the greatest extent possible natural screening.
The new pole and power lines will be neutral in color. There is no additional screening proposed
with this project.
C. The construction and maintenance of utility facilities shall be done in such a way so as to:
1. Maximize the preservation of natural beauty and the conservation of resources;
The location of the new transmission line parallel to an existing overhead utility corridor helps
minimize the visual impacts the new utility poles and transmission line will have in the area.
2. Minimize scarring of the landscape;
The amount of ground disturbance estimated with this project is minimal at approximately 100
square feet.
3. Minimize siltation and erosion;
Land disturbance within the shoreline zone will be limited to the immediate vicinity of the new
utility pole, for installation of the pole and the pole foundation. The applicant is required to obtain
the necessary permits from the City's Public Works Department prior to construction. These

permits will require the submittal of a temporary erosion control plan for construction activities.
The plan must be approved prior to construction activities.
4. Protect trees, shrubs, grasses, natural features and topsoil from drainage;
There are no existing trees, shrubs, or grasses within the project vicinity. Erosion control measures
and storm drainage shall be reviewed as part of the Public Works construction permit.
5. Avoid disruption of critical aquatic and wildlife stages.
There is no work proposed waterward of the ordinary high water mark and there is no vegetation
providing wildlife habitat. Therefore, there is no anticipated disruption of critical aquatic and
wildlife stages within the shoreline zone as part of this project.
D. Rehabilitation of areas disturbed by the construction and/or maintenance of utility facilities shall:
1. Be accomplished as rapidly as possible to minimize soil erosion and to maintain plant and
wildlife habitats;
PSE estimates that the work will take less than two weeks. There are no existing plant or wildlife
habitats within the immediate vicinity of the project site.
2. Utilize plantings compatible with the native vegetation.
There are no plantings proposed as part of this project.
E. Solid waste transfer stations shall not be permitted within the shorelines of the state. (Ord. 3688 §
411, 1978).
Not applicable — this project does not involve a solid waste transfer station.
25.20.030 General requirements, Rural Environment
A. Nonwater related and residential development shall not be permitted waterward of the ordinary
high water mark
No work is proposed waterward of the ordinary high water mark.
.8. Except in those cases when the height requirements of the underlying zone are more restrictive, no
structure shall exceed a height of thirty-five feet above average grade level. This requirement may
be modified if the view of a substantial number of residences will not be obstructed, if permitted by
the applicable provisions of the underlying zoning, and if the proposed development is
agricultural or water dependent.
The height of the proposed utility pole and associated power lines is 75 feet, and therefore exceeds
the 35 -foot height limit. However, the project meets the criteria listed above for modification to
the 35 -foot height limit:
The nearest residences to this project site are located approximately 2000 feet away from the
project site, to the west along Orillia Road and on the west side of Interstate 5. Residences in these
areas are located either on the side of the hill or at the top of the hill adjacent to I-5, so views of
the shoreline from these properties will not be obstructed by the new utility pole and associated
transmission lines. The project site is located within an area zoned Tukwila Valley South (TVS).
The proposed 75 -foot utility pole and power lines fall within the height limit of 115 feet in the
TVS zoning district. The new transmission line has the potential to serve a variety of different land
uses that could be developed in the area. Permitted uses within the TVS zoning district include

farming and farm -related activities and a variety of commercial and industrial uses that could
include water -dependent development.
C. All development shall be required to comply with K C.C. chapter 9.04 to control runoff and to
provide adequate surface water and erosion and sediment control during the construction period.
The applicant is required to obtain the necessary permits from the City's Public Works
Department prior to construction. These permits will require the submittal of a temporary erosion
control plan for construction activities. The plan must be approved prior to construction activities.
D. Development shall maintain the first fifty feet of property abutting a natural environment as
required open space.
This project does not include any development on land within the first fifty feet of the ordinary
high water mark.
E Parking facilities except parking facilities associated with detached single-family and agricultural
development shall retain existing vegetation or be planted in conformance with the landscape
standards enumerated in the general requirements (K.C.C.25.16.030) of the urban environment.
There are no parking facilities proposed for this project.
F. Water quality treatment in compliance with K C.C. chapter 9.04 shall be required where
stormwater runoff would materially degrade or add to the pollution of recipient waters or
adjacent properties.
Any water discharged into the Green River shall meet all local, State and Federal water quality
standards.
G. The regulations of this chapter have been categorized in a number of sections; regardless of the
categorization of the various regulations, all developments must comply with all applicable
regulations.
The proposed project will comply with all applicable Shoreline regulations.
IL Development proposed on shorelines of the State shall maintain setbacks, provide easements or
otherwise develop the site to permit a trail to be constructed or public access to continue where:
1) There is a proposed trail in the King County Trail system; or
2) Part of the site is presently being used and has historically been used for public access.
The project will not interfere with the proposed development of a trail along the west side of the
Green River. Installation of the utility pole may limit access to the shoreline for a limited time
during construction, which is expected to last up to two weeks.
L Along shorelines of the state on Lake Sammamish, no building shall be placed on lands below
thirty-two and one-half feet mean sea level.
Not applicable.
J. The regulations of this chapter are in addition to other adopted ordinances and rules. Where
conflicts, exist, that which provides more protection to the sensitive area shall apply; except that
water dependent uses shall adhere to the applicable regulations and policies of the King County

Shoreline Master Program (Ord. 13190 § 26, 1998: Ord. 9614 § 112, 1990: Ord. 3688 § 503,
1978).
This project shall follow all local, state, and federal requirements.
Public Comments
A Notice of Application for this project was mailed on November 4, 2010 to property owners and tenants
within 500 feet of the project site, as well as to agencies with jurisdiction or agencies with an interest in
the project. No comments were received.
SEPA and other City approvals
The new 115kV overhead transmission line was included in the scope of the Tukwila South EIS. There
were no impacts associated with the new transmission line that were to be mitigated as part of the Tukwila
South EIS. Additionally, the City of Kent has conducted SEPA review of this project and issued a
Determination of Non -Significance on August 13, 2010. The applicant has applied to the City of Tukwila
for a Public Works permit and a Special Permission Decision from the Community Development Director
for work within a wetland buffer.
Recommendation
Approve the shoreline substantial development permit.

Dear Mr. Strauch:
This letter is in response to your request, dated February 5, 2013 to receive a one year extension on
Shoreline Substantial Development Permit L10-067, approved effective February 22, 2011.
The State Shoreline Management Act requires development authorized under a shoreline substantial
development permit to commence within two years of the effective date of the permit. However, RCW
90.58.143 (2) authorizes local government to grant one extension for not more than one year on a
shoreline substantial development permit if that request for extension is received prior to the expiration
date of the permit.
RCW 90.58.143 (2) also requires that notice of the proposed extension be given to parties of record for
the original shoreline permit and the Department of Ecology. This notice is provided by copy of this
letter.
Your request for a one year extension is approved. Construction activities shall be commenced prior to
February 22, 2014 or the permit will expire.
Please note, per RCW 90.58.143 (3), authorization to conduct construction activities shall terminate five
years after the effective date of a substantial development permit; that is, February 22, 2016. If you have

Dear Ms. Reavis:
We have once again looked at the proposed work associated with the undergrounding of
electrical distribution circuit that will serve the developments along the new Southcenter
Parkway alignment, specifically near the future Briscoe Park Substation site. As a result, no
additional vegetation will need to be altered to support the distribution work. The primary
change is the elimination of the new distribution pole that was going to be required as part of the
original design and that would have been placed within the wetland buffer. The new design will
have the distribution circuit terminate and then underground at a new transmission pole that is
being installed as part of the new 115kV line that is originating at the nearby Boeing facility. The
new transmission/distribution pole will be located outside of any wetlands or their associated
buffers. In addition, no vegetation removal will be required by this approach. Therefore, PSE
would like to withdrawal our application for Special Permission from the Director for the
proposed wetland buffer impacts associated with the electrical distribution project as such
impacts, as they will not -occur as a result of the distribution circuit undergrounding.

On February 14, 2011 the Department of Ecology received notice that the City of Tukwila
approved your application for an SDP. Your permit is for the construction of a new 115 kV
transmission line connecting the existing Boeing substation in Kent to the existing Asbury -
O'Brien line within shoreline jurisdiction of Green River.
By law, local governments must review all SDPs for compliance with:
• The Shoreline Management Act (Chapter 90.58 RCW)
• Ecology's Substantial Development Permit approval criteria (Chapter 173-27-150 WAC)
• The Tukwila Local. Shoreline Master Program
Local governments, after reviewing SDPs for compliance, are required to submit them to
Ecology. Your approved SDP has been received by Ecology.
What Happens Next?
Before you begin activities authorized by this permit, the law requires you wait at least 21 days
from the "date of receipt" — the date you receive this letter. Date of receipt is defined in RCW
43.21B.001 as:
(1) "Business days" means Monday through Friday exclusive of any state or federal holiday.
(2) "Date of receipt" means:
(a) Five business days after the date of mailing; or
(b) The date of actual receipt, when the actual receipt date can be proven by a
preponderance of the evidence. The recipient's sworn affidavit or declaration
indicating the date of receipt, which is unchallenged by the agency, shall
constitute sufficient evidence of actual receipt. The date of actual receipt,
however, may not exceed forty-five days from the date of mailing.

permit approval.

Project Description: Shoreline Substantial Development Permit to construct a new 115kV transmission line,
connecting the existing Boeing Substation in Kent to the existing PSE transmission lines located on parcel
number 0322049106 in Tukwila.
Location: The transmission line segment located within the City of Tukwila will start at the mid -point of
the Green River to parcel number 0222049011, where the line will continue west along parcel number
0222049057 until reaching parcel number 0322049106 where it will connect to the existing Asbury -O'Brien
115kV transmission line. Work within the 200 -foot shoreline zone includes construction of one steel utility pole
with associated casing and foundation approximately 130 feet from the ordinary high water mark of the Green
River. The remaining poles for the transmission line will be located outside of the shoreline zone.

II. DECISION
SEPA Determination: The new 115kV overhead transmission line was included in the scope of the Tukwila
South EIS. There were no impacts associated with the new transmission line that were to be mitigated as part of
the Tukwila South EIS. Additionally, the City of Kent has conducted SEPA review of this project and issued a
Determination of Non -Significance on August 13, 2010. The applicant has applied to the City of Tukwila for a
Public Works permit and a Special Permission Decision from the Community Development Director for work
within a wetland buffer.
Decision on Substantive Permit: The City of Tukwila Community Development Director has determined that the
application for a Shoreline Substantial Development Permit does comply with applicable City and state code
requirements and has approved that application based on the findings and conclusions contained in the staff report.
The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code § 18.104.010.
Other land use applications related to this project may still be pending. Please note that the City is in the process
of updating its Shoreline Master Program (SMP). The decision on this Shoreline Substantial Development
Permit does not vest the project to the existing SMP unless a complete construction permit is deemed complete
by the City prior to the Department of Ecology's approval of the new SMP.
III. YOUR APPEAL RIGHTS
One administrative appeal to the Shorelines Hearings Board of the Decision is permitted. Any person appealing to
the Shorelines Hearings Board may raise certain SEPA issues as part of the appeal to the Shorelines Hearings
Board. Appellants should consult the rules and procedures of the Shorelines Hearings Board for details.
IV. PROCEDURES AND TIME FOR APPEALING
The requirements and procedures for appeals to the Shorelines Hearings Board are set forth in RCW 90.58 and
WAC 461.08.
V. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the Shoreline Substantial
Development Permit are available for inspection at the Tukwila Department of Community Development, 6300
Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and
5:00 p.m. The project planner is Jaimie Reavis, who may be contacted at 206-431-3659 for further information.
Property owners affected by this decision may request a change in valuation for their property tax purposes.
Contact the King County Assessor's Office for further information regarding property tax valuation changes. The
notice board must be removed at the expiration of the appeal period unless an appeal is filed.

mandated time requirements. This determination of complete application does not preclude the ability of the
City to require that you submit additional plans or information, if in our estimation such information is
necessary to ensure the project meets the substantive requirements of the City or to complete the review
process.
This notice of complete application applies only to the permits identified above. It is your responsibility to
apply for and obtain all necessary permits issued by other agencies.
A public notice board will need to be installed and posted with project information within 14 days; that is, by
November 4, 2010. We can provide you with specifications for the design of the sign, unless you decide to
pay Fast Signs to manufacture and install the notice board sign. If you decide to have Fast Signs manufacture
and install the notice board sign, I will coordinate with Fast Signs to convey the project information that will
need to be included on the sign and will coordinate posting the notice board sign with the notice of

Description: Puget Sound Energy (PSE) proposes to make electrical system
improvements to the existing Boeing Substation in the vicinity of the Boeing Aerospace
Complex.. Improvements include adding an electrical distribution bay and expanding the
yard ten (_10) feet east to accommodate a new transformer and associated electrical
equipment.. PSE also plans to install new transmission lines harwill connect the -Boeing
Substation to an existing PSE transmission facility located across the Green River in the
City of Tukwila. The project involves thirteen (13) laminate and twelve (12) steel
transmission line poles..
The proposed transmission line routing and substation connectivity is contemplated in
the Tukwila South Draft EIS, as well as the SEPA Checklist and Biological Evaluation
submitted by PSE to the City of Kent. The cities of Kent and Tukwila have reviewed
available project information and shared their concerns. The jurisdictions have decided
that the City of Kent will publish a SEPA determination which contemplates the
abovementioned scope of work and reports the evaluation of both jurisdictions.
Location: The Boeing Substation site is situated within the M1 (Industrial Park)
zoning district, and is located at 20403 68th Avenue South. The substation

City of Tukwila Shoreline Criteria Evaluation Per King County Shoreline Regulations
CRITERIA FOR PROJECTS SUBJECT TO KING COUNTY SHORELINE REGULATIONS
The City of Tukwila is required to administer annexed areas based on the Shoreline
Management Plan which was in place at the time of annexation, until a new Plan is adopted and
approved by the State Department of Ecology. There are some areas in Tukwila that are still
subject to the King County Shoreline Master Plan. Shoreline substantial development permits
subject to King County's Shoreline Master Plan will be reviewed against the shoreline
regulations found in K.C.C. §25.16, particularly K.C.C. §25.16.030 below.
K.C.C. §25.16.030 General requirements:
A. Nonwater related development and residential development shall not be permitted
waterward of the ordinary high water mark.
Response: No in -water work or work that is waterward of the ordinary high water mark is
being proposed as part of this project.
B. Except in those cases when the height requirements of the underlying zones are
more restrictive, no structure shall exceed a height of thirty-five feet above average
grade level. This requirement may be modified if the view of a substantial number of
residences will not be obstructed, if permitted by the applicable provisions of the
underlying zoning, and if the proposed development is agricultural, water related or
water dependent.
Response: Per King County Code §21A.12.180 - Height - Exceptions to limits, utility line
towers and poles, and similar structures may be erected above the height limits of K. C.C.
§21A.12.030-.050.
C. All development shall be required to provide adequate surface water retention and
sedimentation facilities during the construction period.
Response: No new impervious surface will be constructed as part of the project; therefore,
surface water retention is not warranted. Appropriate construction best management
practices will be used to help ensure sediment laden discharges to the Green River do not
occur.
D. Development shall maintain the first fifty feet of property abutting a natural
environment as required open space.
Response: The Shoreline Environment in the vicinity of the project has been designated as
Rural. Only one pole is being proposed within the shoreline environment and it will be
located outside of the first 50 feet adjacent to the Green River.
E. Parking facilities except parking facilities associated with detached single-family and
agricultural development shall conform to the following minimum conditions:
1. Parking areas serving a water related or a nonwater related use must be located
beneath or upland of the development which the parking area serves.
2. Any outdoor parking area perimeter, excluding entrances and exits, must be
maintained as a planting area with a minimum width of five feet.

3. One live tree with a minimum height of four feet shall be required for each thirty
linear feet of planting area.
4. One live shrub of one -gallon container size or larger shall be required for each
sixty linear inches of planting area.
5. Additional perimeter and interior landscaping of parking areas may be required,
at the discretion of the Director, when it is necessary to screen parking areas or
when Targe parking areas are proposed.
Response: No parking areas are proposed or required for this proposal; therefore, none of
the above conditions are applicable.
F. Collection facilities to control and separate contaminants shall be required where
stormwater runoff from impervious surfaces would degrade or add to the pollution of
recipient waters or adjacent properties.
Response: No new impervious surface, except that of the actual pole, is proposed as part
of this project; therefore, collection and flow control facilities are not warranted.
G. The regulations of this chapter have been categorized in a number of sections;
regardless of the categorization of the various regulations, all development must
comply with all applicable regulations.
Response: Per King County Code §25.20.110, utility facilities may be permitted in the rural
environment subject to the utilities requirements (§25.16.160) of the urban environment and
the general requirements (§25.20.030) of this chapter. The requirements of §25.16.160 are
discussed below as they related to the proposed project.
§25.16.160 Utilities. Utility facilities may be permitted in the urban environment
subject to the general requirements section (§25.16.030) of this chapter, provided:
A. Utility and transmission facilities shall:
1. Avoid disturbance of unique and fragile areas;
Response: The project area is not considered unique or fragile. Much of the area
has been previously disturbed. The proposed project will not further impact the
area.
2. Avoid disturbance of wildlife spawning, nesting and rearing areas;
Response: Wildlife spawning, nest, and rearing areas will not be disturbed during
construction or operation of the new transmission line, as those areas are not
situated in the immediate vicinity of the project.
3. Overhead utility facilities shall not be permitted in public parks, monuments,
scenic recreation or historic areas.
Response: No designated public parks, monuments, scenic recreation or, historic
areas are located in the immediate project vicinity.
B. Utility distribution and transmission facilities shall be designed so as to:
1. Minimize visual impact;
Response: The new transmission line corridor was selected as it parallels an
existing transmission line of similar design. Consolidation will help minimize visual
impacts in the area.

2. Harmonize with or enhance the surroundings;
Response: The area south of the new transmission line is going to be developed
with commercial developments. An existing transmission line will be paralleled.
3. Not create a need for shoreline protection;
Response: The new transmission line will not required shoreline protection.
4. Utilize to the greatest extent possible natural screening.
Response: Vegetation screening is minimally available in the project area.
Additionally, the area south of the new line will be developed with commercial
buildings.
C. The construction and maintenance of utility facilities shall be done in such a way
so as to:
1. Maximize the preservation of natural beauty and the conservation of
resources;
Response: The proposed transmission line will be constructed adjacent to an
existing transmission line and future commercial development. Few if any
changes to area aesthetics are expected as a result of the proposed project.
2. Minimize scarring of the landscape;
Response: Approximately 100 square feet of land disturbance will occur as a
result of the proposed project; therefore, the potential for land scarification is very
minimal. The area in which the transmission line will be constructed has already
been disturbed.
3. Minimize siltation and erosion;
Response: Land disturbance will be limited to the immediate vicinity of each pole
location. The potential for siltation and erosion resulting from this project is
minimal. Appropriate BMPs will be used to further reduce the potential for siltation
and erosion.
4. Protect trees, shrubs, grasses, natural features and topsoil from drainage;
Response: Construction impacts will be minimal, as the setting of poles does not
require much ground disturbance; therefore, the surrounding area will be
minimally disturbed as part of this project. Only the pole and its foundation would
be considered impervious, so an increase in runoff is not likely. The project area
will be modified in the near future with the development of the commercial
buildings and associated appurtenances.
5. Avoid disruption of critical aquatic and wildlife stages.
Response: No disruption of critical aquatic or wildlife stages will result from the
construction or operation of the proposed project. No in -water work is necessary
and no critical habitat will be disturbed.
D. Rehabilitation of areas disturbed by the construction and/or maintenance of
utility facilities shall:
1. Be accomplished as rapidly as possible to minimize soil erosion and to
maintain plant and wildlife habitats;

2. Utilize plantings compatible with the native vegetation.
Response: The proposed project will use the existing access road for construction and
will likely take less than two weeks to install the pole. The total area that is expected
to be disturbed during installation of the pole is around 100 square feet. Minimal
vegetation, primarily limited to herbatious species, will be removed within the City as
part of this proposal; therefore, no additional plantings are being proposed.
E. Solid waste transfer stations shall not be permitted within the shorelines of the
state.
Response: Not applicable to this proposal.
H. Development proposed on shorelines of the State shall maintain setbacks, provide
easements or otherwise develop the site to permit a trail to be constructed or public
access to continue where:
1. There is a proposed trail in the King County Trail System; or
2. Part of the site is presently being used and has historically been used for public
access.
Response: The proposed project will not affect access to the shoreline environment.
Installation of the pole may limit access during construction, but that time period would be
likely less than a couple of weeks.
I. Along shorelines of the State on Lake Sammamish, no building shall be placed on
lands below thirty-two and one-half feet mean sea level.
Response: The proposed project is not adjacent to Lake Sammamish; therefore, this
section does not apply.

Project Summary
Puget Sound Energy is proposing to make electrical system improvements in the Tukwila and Kent
area near the Southcenter South Development. Improvements will include the construction of a new
115 kV transmission line that will connect the existing Boeing Substation to the existing PSE
transmission lines located on parcel number 0322049106. The project is intended to add electrical
distribution capacity and reliability to the existing Asbury — O'Brien 115 kV transmission line, as well
as accommodate existing and planned growth in the region. The addition of the 115 kV transmission
line would eliminate the overloading of the existing transmission system under certain load scenarios
and would bring the system into conformance with PSE and National Energy Reliability Corporation
(NERC) transmission planning guidelines, while providing for the growth proposed by the Boeing
Company and the Tukwila South development.
The transmission line segment located within the City of Tukwila, will start at the mid -point of the
Green River to parcel number 0222049011, where the line will continue west until reaching parcel
number 0322049106 where it will connect to the existing Asbury — O'Brien 115 kV transmission line
(see permit application drawings). One steel monopole will be constructed within the shoreline of
the Green River in Tukwila. A casing and foundation will likely be used to support the pole.
The project area was previously assessed under the Wetland Assessment (Raedeke Associates,
2005) that was prepared to support to the Draft EIS for the Tukwila South Development Project. The
Wetland Assessment indicates the presence of two wetlands in the general vicinity of the proposed
transmission line alignment. One is situated at the terminus of the proposed project (Wetland 1) and
the other is situated along the corridor in the agricultural field (Wetland 2) that is located south of the
existing transmissions line (Asbury — O'Brien 115 kV) that runs east to west from the Green River to
the future location of the PSE Briscoe Park Substation.
Wetlands
Wetland 1 is located near the western terminus of the proposed 115 kV line. At the time when
Wetland 1 was delineated, vegetation was primarily composed of black cottonwood, red alder, red
oiser dogwood, Indian plum, currant, skunk cabbage, and ladyfern. According to Table 5 of the
Raedeke Wetland Assessment, Wetland 1 is 2.11 acres in size. It has a Cowardin Classification of
PF01 and is rated as a Type 2 wetland using the City's classification method. The Wetland
Assessment also gave this wetland a Washington Department of Ecology Category Rating of IV,
which appears to be in error as it is likely a Category III. As part of the Tukwila South Development,
Wetland 1 will have about 0.26 acre of impact. The proposed transmission line will not impact P4=141�
Wetland 1 as the construction activities will occur within areas of existing disturbance. a�f7

Wetland 2 is located south of the existing farm road in which the proposed transmission line will wei(cvk41 (o, w
parallel. During the field delineation, Wetland 2 had been plowed, so no vegetation was document.
Corn was historically grown in the field. Wetland 2, as described, is hydraulically isolated and
according to Table 5 of the Wetland Assessment, Wetland 2 is 0.09 acre in size. It has a Cowardin
Classification of PEM2(f) and is rated as a Type 3 wetland using the City's classification method.
The Wetland Assessment gave Wetland 2 a Washington Department of Ecology Category Rating of
III, which appears to be in error as it is likely a Category IV. As part of the Tukwila South
Development, Wetland 2 will likely be entirely filled. PSE's proposed project will span over Wetland
2, but will not directly impact the wetland.

Thank you for sending the application materials for the project. I have reviewed them and have a question.
According to King County's IMAP program and Tukwila's Sensitive Areas in the Shoreline figure, it
appears that there is a stream on or near the property in question (Parcel # 0322049106). Tukwila's
figure shows this stream to be a Type 2 water with a 100 foot buffer. If this is the case, why doesn't the
project show the stream and its buffer and potential impacts to this buffer?
We look forward to the City's response this question and may have comments subsequently.

As discussed during our meeting on April 28, 2010, in preparation for the Southcenter Parkway
Extension Project construction, which is to begin this summer (2010), PSE needs to install a
new electrical distribution line pole and a short segment of underground distribution lines.
Specifically, the proposed PSE pole work will be located in the northeast corner of parcel
0322049106, with the underground distribution being constructed on adjacent parcels to the
east to where Southcenter Parkway will be constructed. The following site improvements are
proposed to support the Parkway project (See Figure 1 for additional detail):
• Task A - Install distribution pole and associated underground conduit;
• Task C - Perform minor contour grading (and associated grubbing) to establish grades
for baseline drainage and access driveway into substation; and
• Task B - Install construction egress within future substation driveway footprint, providing
access to the property via the new curb cut.
It is noted, that a Type 2 wetland (per TMC) has been identified on parcel 0222049057, which is
located immediately north of PSE's project area. PSE's project, as described above, will be
located in an area that could be classified as wetland buffer if not for the developed nature of
the area (gravel road). PSE's long-term plans include the development of a new substation
(Briscoe Park) on parcel 0322049106. As part of the Southcenter Parkway development, the
future substation parcel will be used as a fill source and then graded to the appropriate elevation
necessary to support the future substation.
As discussed during the April 28th meeting, the City of Tukwila agrees to allow the above site
improvements to occur on the Briscoe Park Substation property within the classified buffer
based on three main considerations.

• The buffer area that will be impacted by the proposed improvements associated with the
Southcenter Parkway construction are predominantly within previously disturbed and
non-functioning wetland buffer.
• The property is scheduled for complete permitted development (new substation), likely
within 5 years, assuming the estimate growth continues.
• The City and PSE agree to a future permit contingency via this letter documenting the
requirement to appropriately mitigate for wetland buffer impacts when the substation
project is designed, permitted, and built.
PSE will work with the City to assess the applicable buffer reduction and future mitigation at a
time in the future when development of the Briscoe Park Substation is initiated. This
commitment to evaluate wetland and associated buffer impacts will be tied to the future Briscoe
Park substation parcel.
