The purpose of environmental review is to identify a proposal's significant adverse impacts, measures to minimize or avoid such impacts, and allow wide public review for a wide range of projects. REQUIREMENTS: SEPA review is required for any action associated with the following types of decisions: 1. Developing 10 or more dwelling units. 2. Developing agricultural structures over 10,000 s.f. 3. Developing office, school, commercial, recreational, service or storage buildings over 12,000 s.f. and 40 parking spaces (certain utility lines, personal wireless communication facilities, and normal maintenance/replacement activities are fully exempt). 4. Developing parking lots with over 40 spaces. 5. Landfills and excavations over 500 cubic yards. 6. Installation of impervious underground tanks with a capacity over 10,000 gallons. The accompanying application must be completed for any new SEPA application or request to issue an addendum to any previous SEPA determination. The main portion of the slide is 10 to 20 feet east of the southern portion of the complex's northernmost building (Building 14891). We understand that the slide happened during a recent period of heavy rainfall. We also understand from our discussions with you that some fill was placed east of this building when the apartments were originally constructed approximately 25 years ago. This filling was conducted under an agreement with the owner of the neighboring property. Some creep has occurred on the eastern fill slopes, but no large-scale slope movement had occurred until the recent landslide. It appears that some creep is presently continuing to occur just north of the recent slide. The general location of the site is illustrated on the Vicinity Map, Plate 1. The approximate configuration of the slide scarp is indicated on the Site Exploration Sketch, Plate 2. SITE CONDITIONS Subsurface Conditions The subsurface conditions were explored by drilling two test borings at the approximate locations shown on Plate 2. The field exploration program was based upon the site conditions and access limitations, the scope of work outlined in our proposal, and the time and budget constraints. Venture Development July 12, 1996 CONCLUSIONS AND RECOMMENDATIONS JN 95216 Page 3 We understand that your property does not extend to the toe of the slope and that permission cannot be obtained to work on the adjacent property. It is thus our opinion that the most appropriate remedial measure to stabilize the eastern side of Building 14891 would involve the installation of a soldier pile wall near the top of the scarp. It is recommended that the soldier pile wall consist of drilled, concrete -filled, reinforced piers. The piers should have a minimum diameter of 24 inches and be spaced a maximum of 3 feet apart, edge -to -edge. No lagging is required between the piers, except where it is necessary to backfill between the piers or to retain the soil between the piers if continued sloughing occurs. The soldier pile wall will not stabilize the soil in front, or downslope, of the piers, and it can be expected that some continued soil movement may occur on the adjacent eastern property. The wall should extend north from the slide to the northern edge of Building 14891, as slope movement has been observed in this area also. We recommend designing the piers to resist an active earth pressure equal to that pressure exerted by fluid with an equivalent density of 50 pounds per cubic foot (pcf) to a depth of 15 feet below the existing ground surface. The active earth pressure can be resisted by a passive earth pressure equal to 250 pcf starting at a depth of 15 feet below the ground surface. This passive resistance acts' on twice the pier diameter. The piers may be considered to be fixed at a depth of 25 feet below the ground surface, but we recommend setting the minimum pier length at 30 feet. We also recommend extending the piers a minimum of 5 feet into the hard clay or bedrock. We anticipate that the holes can be drilled with conventional auger drills, although some areas may require the coring of the hard clays or bedrock. We anticipate that the holes can be drilled with open hole equipment. However, the contractor should be prepared to case the holes if groundwater or caving is encountered. It is recommended that you obtain a topographic survey of the site to aid in the preparation of the plans for the retaining structure. A structural engineer will need to design the soldier pile wall. We recommend placing the wall at a minimum distance of 10 feet from the existing building. If the wall is placed closer than 10 feet, a surcharge will need to be added to the wall to account for the foundation loads on the wall. The amount of surcharge will depend on the wall geometry and the building foundation loads. Any backfill placed behind the wall should consist of crushed angular rock. The lagging, where required, can consist of treated wood or concrete. We recommend placing the lagging in front of the wall rather than behind it. This could be accomplished by bolting metal angles to the face of the piers to hold the lagging. GEOTh CI CONSULTANTS, INC. WHEREAS, as a condition of the issuance of subdivision plat approval, land use permits, and/or construction permits for the Property, the Grantee required the Grantor to execute and record this "Sensitive Area Covenant and Hold Harmless Agreement" to hold the City of Tukwila harmless from all loss incurred as a result of any landslide or seismic activity, or soil disturbance.
