of Allied Engineering Support Services, Inc. Due to the safety issues with the existing
sign structure, we are currently designing a new footing and pole to install the sign
cabinet on. After client and city approval, we will remove the existing structure, and at
the same time, install the new structure. This process should take approximately 8 weeks
to complete. Due to the urgency of this project, we will do our best to expedite it.

Dear applicant:
This is in reference to a sign permit for Red Lion issued on December 22, 2000. The
permit was issued based on a condition that applicant shall submit verification from a
certified engineer that the existing support structure is structurally sound.
The structural evaluation prepared by Robert C. Nebeker, P.E., was to the City's building
division today. The report states that the structure is gravely serious and corrective
actions or removal should be performed immediately. Based on review of the report by
the City's Building Division and pursuant to Tukwila Municipal Code (TMC) 19.12.130,
the sign permit is revoked as the sign fails to meet the minimum structural and safety
standards.
As stated in the report, corrective actions or removal of the sign must be performed
immediately. Also, attached to this letter is the memorandum from the City's Building
Division.

Today I received a site inspection report from Allied Engineering Support Services,
Inc. regarding the subject sign, copy attached. Based on my review of the report,
have concluded the Building Division cannot approve the subject sign permit as
proposed and request the existing sign permit be immediately revoked. Furthermore,
the property owner should be advised to address the recommendations noted within
the site inspection report as soon as possible.

Scope of work description: City of Tukwila Building Department is requiring site
inspection and verification of structural integrity of signage and support structure.
Inspection to be visual only, no structural calculations, no upgrade code
requirements. General structural condition expected to be sound. Letter attesting
to structural soundness is requested by municipality building department.
Assumptions: Original design considerations and construction methods employed are of
sufficient capacity and structural soundness to withstand typical conditions
experienced.
Findings: During inspection, a number of critical and non-critical deficiencies were
found, both on the existing structure and the modification areas. Our findings are
documented as follows on pages 2 through 6.
Recommendations: It is our sincere professional belief, based on our findings concerning
both the existing structure and that of the modification areas, that this structure is
unsound and unsafe. If further analysis is desired, then it may be possible to have
ND testing performed on the columns to verify the amount and condition of
remaining structural material. Based on the NDT findings, a structural analysis
might then be completed. The top flange connections also require reconstruction
or repair if the existing support structure is to be retained. The structure should
have public access restricted and exposed electrical wiring corrected.
In summary, this structure has sustained many high wind gusts and some
seismic activity, and will continue to experience such conditions. Given the
results of our inspection, the integrity of this structure is gravely serious and
corrective actions or removal should be performed immediately.

We did not test the electrical circuits,
however there are open circuits and
wiring accessible to the public. If the
circuits are "dead", it is recommended
that they be removed. If the circuits are
"live", they are a public hazard and
potential liability and need to be
brought into code compliance. It is
recommended that the property owner
be notified and public access restricted
in some manner.

3) Oxidation of Structural Support Columns
Excessive rust formations due to earth to metal contact for extended periods of time.
This is typical of both structural support members. Deep oxidation embrittles the steel
and increases stress through load path reduction and stress concentrations. This condition
compromises the structural integrity of the existing support structure. A more thorough
analysis might be accomplished by non-destructive testing. Based on fmdings of further
testing, repair of the affected areas might be possible. This is considered to be a critical
defect and potentially hazardous condition, which must be addressed and corrected
immediately. '

4) Flange Additions to Existing Structure - Workmanship
•
New flange plates were installed on existing wideflange columns. Evidently, the new
flanges were not mounted level. It is unclear if this is due to the columns being out of
plumb or if the tops of the columns were cut at an angle. The apparent field fix to correct
this was the insertion of flat washers so the sign would be plumb. This was done in four
locations and in each instance, the bolts do not pass through the washers. Over time, the
washers can eventually work loose and fallout, allowing the sign mount to loosen and the
fasteners to fatigue. Intuitively, this would appear to be a low stress point and possibly
acceptable to , use washers as shims, IF the bolts were to captivate the washers. Also
visible are deformations on the fastener threads, of what appear to be grip marks. Access
to the bolt heads is limited and it is probable that a pipewrench (or...?) was used on the
fastener threads while tightening. This method of restraint and subsequent marring of the
fastener is not in itself a deficiency, however it would be difficult to properly torque the
fasteners in this manner. In deference to deficiency #5, if these conditions are corrected,
it is recommended that new structural grade fasteners be used with attention paid to
proper torque and assembly methods.

5) Welding Workmanship
There are several critical deficiencies
evident in the following photographs
which are addressed as general
workmanship, not as specific AISC,
AWS D1.1 or other applicable codes.
First is that the weld areas were not
properly prepared by grinding off the
old paint and rust. These contaminate
the welds and create porosity. Second is
that the plate is not fully welded to the
column. It is general practice that this
would have a 3/16" fillet weld around the
whole joint area. Not shown is the lack
of weld along the flange of the column.
Third is of what weld is there, is very
poor. General shape is not a fillet but
more reminiscent of a string of blobs.
There are areas where the parent metal
is undercut, weakening the metal. Many
areas also lack penetration, which again'''',
do not transfer loads well. Also evident
are arc strikes, though these are not a
critical deficiency in this instance.
Reconstruction or repair is required.
