The sign will be double -sided and oriented east -west. The west side of the sign face is facing away from residential uses and will contain one static LED readerboard that will occupy the bottom third of that sign face. No readerboard will be placed on the east side of the sign. The readerboard will use amber text and a black background. The message content on the readerboard will consist of the hours of operation (24 hours) and the hourly parking rate at the facility. The static LED readerboard message will not change more frequently than every 24 hours. 2. The top two-thirds of the west side of the sign and the entire face of the east side of the sign will be plastic. These plastic faces will use a blue background matching the color of the trim on the facility buildings. The facility name and associated logo appearing on the plastic sign faces will read "ShuttlePark2" and "SP2" respectively. The facility name "ShuttlePark2" will be yellow. Other text will be white. Based on your October 10th submittal, you have not changed the sign's location, height nor the size of the sign faces (as previously approved by the BAR). Approvals Based on your October 10th proposal described above and per the conditions of TMC 19.32.120, we do not believe that the monument sign design will "contribute to a cluttered or confusing condition nor would generally degrade the physical appearance or character of the street or neighborhood." Additionally, per TMC 18.60.030(D), the above -referenced design changes are approved as minor, insignificant modifications which will have no impact on the project design. Accordingly, review and consideration by the BAR is not required under L99-0010. The proposed design modification will require the bottom third of the original design to be replaced with a static (will not change) LED reader board. Said reader board will be located on the west panel of the sign, and away from residential uses. The color of the text will be amber and the background black. The message content will consist of the parking rate and hours of operation. The power consumption of the text message will be approximately 25watts. The sign in question will not move, rotate nor flash, however, will display a static message for 24 hours. The dimensions of said sign are less than 60 square feet per face and less than 16' 0" to grade, with a set back greater than 8' 0". In reviewing the City of Tukwila sign code, section 19.08.030, Animated Sign, the sign as proposed, is defined in the above stated code as a Non -Animated sign. Therefore, the sign as proposed, is not consistent with the definition of an Animated sign; due to the fact that the sign in question is not animated, said sign is not subject to section 19.28.010, item 3, Animated Signs, of the City of Tukwila's sign code. However, the sign in question is allowed under section 19.32.120, item C of the same code. We feel our proposal is consistent with the City of Tukwila sign code, therefore, Tube Art Displays, Inc. is requesting administrative approval of the altered design from the Director of Community Development. As we discussed during our phone conversations on September 18th, your current proposal is different from the design that was approved by the Planning Commission on February 22, 2001. These differences include some changes in sign face color and, more importantly, the addition of a message center on the west side of the proposed sign. We have carefully reviewed your application packet and have the following comments. 1. Message Center The proposed message center must comply with TMC 19.08.030 regarding animated signage. TMC 19.08.030 defines an animated sign as "any sign or portion which physically moves, including rotation or on which lettering or figures appear to move due to flashing lights. However changes in background or border lighting which occur at a rate of no more than ten times per minute and which utilize lamps of no more than 15 watts are classified as non -animated portions of a sign". PLEASE NOTE: the definition of animated signs draws a distinction between a change of a sign display and a border lighting and/or background change. A border lighting and/or background change is allowed as long as it meets the requirements for rateof change and illumination listed above. Changes of the sign display are considered animation and such changes are prohibited per TMC 19.28.010(3), unless approved under a Type 2 Special Permission - Sign permit application. The Special Permission application must adequately demonstrate that the proposed signage will meet the criteria provided in TMC 19.28.010(3), limiting sign display changes to time, date, temperature and business hours. 2. Special Permission - Sign The previous monument sign design was subject to the criteria provided in TMC 19.32.120, due to its proximity to a low-density residential zone ("LDR"). However, if the Director of Community Development determines that the changes are minor and insignificant modifications, the changes may be approved administratively. Therefor, if you wish to forego a second review by the BAR under your existing Special Permission approval, you must now provide additional information. This information must be reviewed and approved administratively prior to the issuance of any sign permit for the proposed monument sign. Please provide the following: a. A letter containing the following: 1) a description of the proposed design changes and how they will differ from the previously approved design; 2) a narrative demonstrating that the proposed changes are minor and insignificant and how they satisfy the requirements of TMC 19.08.030, 19.28.010 and 19.32.120; and 3) a request for administrative approval of the new design by the Director of Community Development. Your description should contain specifics about the message center such as chosen colors for text and background, brightness and illumination levels and the actual text that will be displayed (i.e., time, date, temperature and/or business hours). Please also specify that the message center will be placed on the west side of the sign, away from residential uses. b. Four color copies (dimensioned and scaled) that accurately illustrate the design and colors of the monument sign as it is now being proposed. Separate elevations for the west and east faces of the sign must be provided and clearly labeled. 3. Sian Permit — Monument Sign Your application for a freestanding (monument) sign permit is incomplete. Once you have obtained administrative approval as described in Item 2 above, you may submit your application for a sign permit. This application must contain all of the following information: a. Permanent Sign Application. The application you submitted is outdated and no longer used by the City of Tukwila. We have supplied a copy of the current application for your convenience. b. Three sets of plans, dimensioned and scaled, showing property lines, streets, buildings and the location of all proposed signs and setbacks to property lines. c. Sign elevations for both sides of the proposed sign, labeled "east" and "west'. The elevations shall include area calculations and dimensions. The sign elevations shall match those administratively approved under Item 2 above. d. Supporting structure and method of illumination. The information regarding illumination shall match that administratively approved under Item 2 above. e. Application Fee. The application fee is $100.
