Mullet, Mayor Steve Lancaster, Director March 18, 2003 Your application for the sign permit for the Arco Station at 15250 International Blvd remains to be incomplete. In order to be a complete application, the following information must be submitted: • A site plan that is dimensioned and scaled, showing the property lines. • The actual location of the proposed sign on the site plan with respect to the 40 - foot vision triangle. • A complete sign elevation with area calculations and the supporting structure. According to our files, the application for a freestanding sign was received on December 13, 2002. The application described a 27 -foot tall freestanding sign with the distance from the closest edge of the sign to property line at 13 feet. You were informed that Tukwila's sign code specifies any freestanding sign shall be set back from all property lines a distance at least equal to the overall heights of the sign. (TMC 19.32.070). In addition to the set back requirements, freestanding signs which obscure vision between the height of three feet and ten feet of the street or driveway grade shall be set back at least 40 feet from the intersections of streets and/or driveways (TMC 19.22.040). On January 8, 2003, in response to the city's request for a site plan, we received a plat map showing property lines for Short -plat No. L02-033; a residence at 15660 42nd Ave S. We also received the revised drawing of the 18'3" sign, which did not have all the required area calculations, and supporting structures. You were again requested to provide a correct site plan. The week of March 3, 2003, a site plan was delivered for an Arco station in Wood Village, Oregon. Needless to say, this was obviously an error. On March 13, 2003, a fax was received with the site andutilities plan for the subject site. The quality of the faxed copy was too poor to read. Following the faxed copy, on March 14, we received a reduced copy of the site plan that is no longer at the scale indicated: 1": 20'. Close analysis of the reduced site plan and assuming an approximate scale, the existing freestanding sign appears to be sitting on the property line. Your proposal to change the 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206-431-3670 • Fax: 206-431-3665 sign requires the new sign to meet all current sign code requirements, including setback regulations. We are unable to process your application due to the lack of information. If the information listed above is not received by April 7, 2003, this sign permit will be denied. As per our phone conversation, you requested a copy of Tukwila's variance procedures. Attached is the TMC 18.72 Variances section of the zoning code. The fee for a Type 3 Permit is $1,200.00. Please note that the proposal must meet all eight criteria to qualify for a variance. A notice of a Public Hearing is sent to the surrounding property owners, parties of record and interested agencies, for public comment. For a Type 3 Permit, Planning staff makes a recommendation to the Hearing Examiner. The Hearing Examiner makes the final decision. Your current proposal does not appear to meet all eight criteria and it is unlikely that the Planning staff will recommend approval to the Hearing Examiner.
