1. One January 15, 2004, Lumin-Art Signs submitted a sign permit application on behalf of
TUFF Shed, located at 17500 West Valley Highway, in Tukwila, Washington. The property
is zoned Commercial/Light Industrial (C/LI).
2. The sign permit application was for the installation of two wall signs. Sign one was 101.2
square feet in area and had the words "TUFF Shed" and contained the TUFF Shed logo. Sign
two was 146.85 square feet in area and listed the 800 number for the business.
3. The application proposed that both signs be located on the west elevation of the building.
The signs would have faced towards West Valley Highway.
4. Tukwila Municipal Code (TMC) 19.32.140 (A) notes that each business shall be permitted
one exposed building face -mounted sign, unless certain criteria is met allowing an additional
sign. Yet, TMC 19.32.140 (A) (2) only allows one sign per business on any exposed building
face.

5. The size of wall signs is governed in the TMC under 19.32.140 (A) Table 1. The wall where
the wall signs would be placed has a total area of 1,540 square feet. Using Table 1 of TMC
19.32.140 (A), the maximum permitted size of the sign could not be greater than 106.4 square
feet.
6. In a letter dated, January 21, 2004, the City noted that the proposed signs did not meet the
requirements laid out in title 19 of the TMC. Staff also noted that the maximum sign area
could be increased if Special Permission is granted by the Community Development Director.
The maximum wall sign size can be increased 50 percent for each doubling of the required
setback. The application for Special Permission was included in January 21, 2004 letter.
7. The applicants did not respond to the January 21, 2004 letter.
8. On April 21, 2004, staff sent another letter to the applicant inquiring about the pending
application. The letter gave the applicant until May 6, 2004, to revise the pending application
with a sign that meets City Code.
9. No additional information was submitted as of 5 PM on May 6, 2004.
CONCLULSION
The sign application that was submitted on January 15, 2004 does not meet the City's standards set
forth in Title 19 of the TMC for wall signs. Thus, the application is denied for the following reasons:
1. The proposed sign area is in excess of what is allowed in Title 19 of the TMC.
2. The applicant is proposing to install two wall signs on one exposed building face.
3. The applicant never responded to repeated requests from the City to amend the application.
APPEALS
This decision may be appealed to the Planning Commission within 14 -days from issuance of this
Notice of Decision (05/21/2004).
Appeal Materials shall include:
1. The name of the appealing party.
2. The address and phone number of the appealing party, and if the appealing party is a
corporation, association or other group, the address and phone number of a contact person
authorized to receive notices on the appealing party's behalf.
3. A statement identifying the decision being appealed and the alleged errors in the decision.
The Notice of Appeal shall state specific errors of fact or error in application of the law in the
decision being appealed; the harm suffered or anticipated by the appellant, and the relief
sought. The scope of an appeal shall be limited to matters or issues in the Notice of Appeal.

Dear Mr. and Ms. Braedt:
On January 15, 2004, the City of Tukwila's Department of Community Development
received a sign permit application for Tuff Shed located at 17500 West Valley Highway.
The application as submitted did not meet the City's sign code. This was noted in a letter
dated January 21, 2004. In that letter you were asked to resubmit an application with a
sign that meets City Code. As of today's date no new submittal has been made. .
This letter is to inform you that if you wish to proceed with the sign permit application
you have 14 -days from the date of this letter to submit a sign that meets City Code. A
copy of the January 21, 2004 letter is attached.
If additional information is not submitted the City will issue a Notice of Decision based
upon the documents submitted on January 15, 2004.

RE: TUFF SHED Sign Permit (SO4-004)
Dear Mr. and Ms. Braedt:
The City received you sign application for installation of new signage at 17500 West Valley
Highway. The application was deemed complete on January 21, 2004. Based upon a review
of the application, the application cannot be approved as submitted; the sign does not meet
code.
1) The proposal calls for two wall signs on one wall. Tukwila Municipal Code 19.32.14
only allows business to have one wall sign per exposed building face.
2) The only way the proposed signage could be allowed is by drawing one solid box
around the entire sign area, including the logo. Yet, the sign area for the signs would
be greater than what is allowed. The total sign area cannot exceed 106.4 square feet.
It is possible to increase the maximum sign area to 159.6 square feet. This is allowed for
each doubling of the required setback for the underlying zone. The front setback for this
zoning district is 15 feet. Thus, the building in question must be setback 30 feet to qualify for
the increase. This will require Special Permission from the Director of Community
Development. The application material is enclosed with this letter.

INSPECTIONS
If the sign needs structural review, the applicant or installer is required to call the Building Division at 431-3670 for footing or bracket
inspections. Footing Inspections must take place before concrete is poured. Bracket inspections must take place before sign is
installed.
A structural inspection is required for all signs when installation is complete. The applicant or installer is required to call the Planning
Division at 431-3670 for a final inspection.
It is the responsibility of the installer to obtain the electrical permit and inspections from the Washington State Department of Labor and
Industries at (206) 248-6630.
