The application was deemed complete for the necessary information to begin review of the application on March 31, 2004. A review of the application shows that the proposed sign area will not meet the applicable size provisions for walls signs laid out in the Tukwila Municipal Code (TMC). The exposed building face (EBF) where the sign will be located is 742.5 square feet. This EBF area would be permitted to have a wall sign no greater than 34.7 square feet, thus the proposed sign of 51.93 square feet is too large. TMC 19.32.140 does allow the maximum wall sign size to be increased 50 percent for each doubling of the required front setback, but the size of the sign may not be greater than six percent of the exposed building face, which would allow a maximum size wall sign of 44.55 square feet. The property is currently zoned Tukwila Urban Center (TUC), which as a front setback requirement of 15 feet. Thus, in order to qualify for the increase the building must be setback.a minimum of 30 feet. There are two options available, 1) submit for a wall sign no greater than 34.7 square feet, or 2) if the building is setback at least 30 feet from Andover Park East submit a Type II application to have the wall area increased to the maximum permitted size of 44.55 square feet. The wall area where the sign will be placed is 742.5 square feet. The allowable sign area for a wall of this size is 34.7 square feet. Wells Fargo is proposing a wall sign of 51.93 square feet, which is much larger than the permitted size. TMC 19.32.140 does allow for wall signs to be increased 50 percent for each doubling of the required setback. But the sign can not be greater than six percent of the wall area (TMC 19.32.150) The buildings location has a required front setback of 15 feet. Thus, in order to qualify for an increase the wall where the sign will be placed must be setback at least 30 feet. Wells Fargo may qualify for an increase if the building has sufficent setback. The largest sign area that they would be permitted is 44.55 square feet. If they do not meet the setback provision the cannot be greater than 34.7 square feet.
