Dear Property Owner:
On August 25, 2005 the City of Tukwila issued sign permit number SO4-058. The permit was for the
construction of a freestanding sign at 7200 South 180th Street, Tukwila, Washington. The design of
the freestanding sign included an electronic display.
The electronic sign was permitted, provided the message on the sign did not change more frequently
than once every 24 hours (See Attached Plans).
Tukwila Municipal Code 19.28 strictly prohibits the use of animated or electronic signs that change
more frequently than once every 24 hours. This code provision was in effect when the sign permit
for the electronic sign was pulled.
On Friday, May 6, 2005 and on Saturday, May 7, 2005, Planning Staff clearly observed that the
electronic sign was changing message on a continuous basis.
Please be aware that the sign is in violation of City Code and the sign must stop changing message
more frequently than once every 24 hours. Failure to comply with City Code and the Sign permit
that was issued for the sign will result in Code Enforcement Action being taken against the business
and the property owner.

Dear Mr. Bowen:
The Department of Community Development received your sign permit application to
install a freestanding sign at 7200 S. 180th Street. Based upon a review of the material that
is required to review the application, your application was deemed complete as of August 2,
2004.
Staff has begun code related review of the application and the following items need to be
addressed:
1. A note needs to be provided on the plans indicated that the changing message center
will not change more.frequently that once every 24 hours.
2. City code requires that all signs have installed ambient light monitors. The ambient
light monitor shall be allowed to adjust the maximum brightness between dusk and
dawn. Please provide the appropriate details on the plans for the ambient light
monitor.
3. Please provide information on the brightness level of the electronic portion of the
sign.
4. Finally, the wattage for the incandescent lamps needs to be provided.
Please provide this information to the Department of Community Development as soon as

WASHINGTON, AMENDING ORDWANCF NOS. 1274, 1892, 1913 AND 20134;
AND VARIOUS CHAPTERS OF THE TUKWILA MUNICIPAL CODE, TITLE 19,
"SIGN COin, RELATING TO ANIMATED OR ELECTRONIC SIGNS;
PROVIDING FOR $ EVEBABII.ITY; AND ESTABLISHING AN EFFECI'1VE DATE

WHEREAS, the City Council of the City of Tukwila established a ex -month moratorium on
electronic signs on March 17, 2003, to consider policy issues related to regulation aE electronic
signs; and
WHEREAS, the City of Tukwila desires to update the sign code language to reflect current
technology, while retaining existing restrictions and the ban on move:nent and flashing; and
WBERFAS, the City of Tukwila desires to increae safety and minims driver distractions;

WI EREAS, the city of Tukwila wishes to regulate the electronic signs in order to enhance
the visual environment of the city; and
WIiEREAS, an April 24, 2003 the Tukwila Planning Corunissiorb, following adequate
public notice, held a public hearing to receive testimony concerning amending the sign code
regarding animated signs, and on May 22, 2003 adopted a motion recommending the proposed
changes; and
WHEREAS, 4n June 23, 2003, the Tukwila City Council, following adequate public notice,
held a public hearing to receive a testimony concerting the recommendations of the Planning
Commission;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TU1CWILA,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Ordinance 1274 §1 (part), as codified at TMC 19.08.030, Is hereby amended to
read as follows:
19.08.030 Aniatated Sign. '
Animated sign:' means any sign or portion of which physically moves, appears to flash,
undulate, pulse or portray explosions, fireworks, flashes of light, or blinking or chasing lights,
or which appear to move toward or away fom'the viewer, to expand or contract, bounce, rotate,
spin, twist, scroll, travel or otherwise portrays movement or animation at a frequency more
rapid than once every 24 hours. Signs or portions of . signs displaying a changing message
content that is stdetly linnited to time, date or temperature shall not be construed to be animated.

inspections. Footing Inspections must take place before concrete Is poured. Bracket inspections must take place before sign is
installed.
A structural inspection is required for all signs when installation is complete. The applicant or installer is required to call the Planning
Division at 431-3670 for a final inspection.
It is the responsibility of the installer to obtain the electrical permit and inspections from the Washington State Department of Labor
and Industries at (206) 248-6630.
