Request for an increase, from 125.6 sq. ft. to 150.1 ft. for K AND G located at 17500 Southcenter Pkwy. This decision is based on the Findings and Conclusions listed below. BACKGROUND File Number: L05-004, S05-003 Applicant: Ron Arnett Request: Approval for a Special Permission Sign, increasing the allowable sign area. The maximum allowed sign is proposed to be increased from 125.6 to 150.1- sq. ft. Location: 17500 Southcenter Pkwy Comprehensive Plan Designation: TUC Zoning District: TUC SEPA: No determination required Staff: Brandon J. Miles FINDINGS Vicinity/Site Information The sign being proposed will be located on the west wall of 17500 Southcenter Pkwy will face directly towards Southcenter Pkwy, the zoning on the property is TUC and surrounding land uses are commercial. The exposed building face (EBF) is 3780 square feet. With the approval of the Special Permission Application, the wall sign would be 150.1 square feet (3.97% of EBF) versus the normal maximum of 125.6 square feet (3.32% of EBF). 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206-431-3670 • Fax: 206-431-3665 Decisional Criteria TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the required minimum setback...but in no case shall the sign area exceed that permitted in TMC 19.32.150. Pursuant to TMC 19.32.150, the maximum allowed sign area could be 6% of the exposed building face (EBF) up to maximum of 500 sq. ft. The required front setback in the TUC is 15 feet. The building has a setback of 40 feet, 2.66 times the required distance. Per Table 1 of TMC 19.32.140, the standard allowed sign area would normally be 125.6- sq. ft. for an EBF of 3780 square feet. Since the building is setback 2.66 times the minimum setback required for the underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Six percent of EBF (3780 -sq. ft.) is 226.8 -sq. ft; thus the maximum allowed sign area on facade is 226.8 -sq. ft. CONCLUSIONS 1. The building is setback a sufficient distance to allow an increase in the wall sign area. 2. The proposed sign area is 150.1 sq ft which is 3.97 percent of the exposed wall area. APPEAL PROCESS This decision may be appealed to the Planning Commission within 14 days from the issuance of this Notice of Decision. All appeal material must be submitted to the Department of Community Development. This is the information that was given to the City: 1) The entire front of the building where the sign will be located is 1056 square feet. Your contractor actually provided an area of 440 square feet. I got the 1056 by looking at the plans that were submitted. 2) The wall sign will be 150.1 square feet. TMC Title 19.32.130 notes the allowable wall sign area for signs in the City. For a wall area of 1056 square feet the allowable the wall sign can be 47.24 square feet. The wall sign can increase 50 percent for each doubling of the required setback. However, the wall sign cannot be greater than six percent of the wall area. Six percent of 1056 is 63.36 square feet. Thus, the maximum size for a wall sign on a wall area of 1056 is 63.36 square feet. These calculations are based on the information that was submitted to the City. If they are wrong then revised plans need to be submitted showing the correct wall area, etc. The City has no administrative variance procedure to allow for a wall sign that is greater than six percent of the wall area. The only variance procedure available goes before the Hearing Examiner at a pubic hearing. There are specific criteria that must be demonstrated in order for the variance to be approved. Staff would argue against the variance being granted. As I noted on the phone, I am waiting to receive the sign permit file for the old Office Depot that was located in the same building where K and G will be located. The City strives to review permits as quickly was possible. The City has not been holding up this permit. This permit was only submitted to the City on January 18, 2005. K and G has been working on converting the building for a few month and they should have submitted for the sign permits earlier if they wanted the signs installed by next week. The sign as submitted does not meet Code. I would suggest that you double check what was submitted to the City to insure that it is correct and if so then the sign will have to be redesigned. After install, the City saw that this looked ridiculously small and is now granting us the variance (basically we're just paying an additional $300.00 fee) in order to put up the larger sign we should've done in the first place. I really hope that we can get some special consideration from you and/or the City of Tukwila to go with the sign we have already proposed. It is in line with the other tenants signage at this location (i.e. Border's, JoAnn's etc.) and really does look proportional to the fascia it will be installed on. Please as you know we are supposed to be starting install this Monday in order to meet their Wednesday opening. As you can imagine, this is not a one day job.
