The "Acme" on the freestanding sign is a third, impermissible sign for Acme Bowling. I was very clear about this limitation during the design review discussions with the Acme owners and architects. See attached Department policy. 2. We calculate sign area by drawing a single box around all elements of the sign. By this method the sign area is 54.8 square feet per side. This is not a problem as the parcel has over 400 linear feet of street frontage and therefore qualifies for 100 sf of sign area per side, for a total of 200 sf of sign area. 3. The Acme site is comprised of two parcels. It is not clear what the setback will be from the internal property line, see attached site plan. These displays must be entirely on private property and signs cannot be located on rooftops. Special permits are to be issued only for "grand openings". Temporary signs may remain in place for a period not exceeding 30 days. Temporary signs shall be not issued more frequently than one per calendar quarter per business. A separate temporary sign permit application is required for any new temporary signs. Shopping Center Signage There is no provision in the sign code for signage containing the name of a shopping center as a whole, except for those developments meeting the definition of a Mall. Southcenter Mall is the only development that can have the extra signage allowed under TMC 19.32.150. In practice smaller developments such as Parkway Plaza have been allowed to include their names on freestanding signs as part of their by right sign area. This should not be interpreted to allow a third sign for a business, for example "Toys R Us Center" if Toys R Us already has two signs. The distinction is that there is no business named "Parkway Plaza" that would be gaining extra signage by listing its name on the freestanding sign. Animated Signs: City's sign code (TMC 19.28.010) prohibits animated signs unless specifically approved as Type 2 decision and the content of an animated sign is limited to date, time, temperature or business hours. Per TMC 19.08.030, an animated sign is defined as "any sign or portion which physically moves, including rotation or on which lettering or figures appear to move due to flashing lights. However changes in background or border lighting which occur at a rate of no more than ten times per minute and which utilize lamps of no more than 15 watts are classified as non - animated portions of a sign". An electronic message center/LEDNideo display screen are allowed unless they are operated such that they meet the definition of an animated sign. The definition of an animated sign draws a distinction between a change of a sign display and a border lighting/background change. A border lighting/background change is allowed as long as it meets the rate of change and illumination requirements listed above. However if the sign image appears to move, it is considered animation and such changes are prohibited. Non -conforming Signs: Many businesses in the City, especially along Pacific Highway, have signs that are non- conforming in number, size or placement. If a non -conforming sign is structurally changed in any way either because a new business takes over the site or an existing business wants to update its signs it must meet the current code. If you have any questions about whether a sign application meets the code call the applicant and ask for more information or make a site visit. Many people are not familiar with the sign code and so may apply for new signs when they already have too many. It is important not to let new non -conforming signs be installed or add to a site's non -conformity. .
