The City of Tukwila Sign Code states that a mall business can have no more than 4 signs discernable from the public right-of-way. Your Sears store #1139 at Westfield Southcenter in Tukwila already has 4 building signs that face North, East, South and West. We originally thought the mall expansion would block the view of the existing east Sears sign from the street, so we planned to install your new Sears east garage sign. However, the Planning Department now claims the existing Sears building sign is still "discernable" from the street. The City wants us to remove or make that sign not discernable before they will approve the sign permit for the new Sears east garage sign. The issue in your application is underlined. Sears currently has one sign on each face of their building; in order to approve any signs on the new parking garage for Sears, the existing wall sign on the same face as the new sign will need to be removed. Please let me know how you would like me to proceed with your application. IV - PLANNED SHOPPING CENTERS (MALL) 19.32.150 Building Identification Signs - Displays A. Individual businesses in a planned shopping center (mall) shall be limited to wall mounted signs. The total allowed signage for any building face shall be equal to 6% of the exposed building face area on which the signs are to be placed, up to a maximum of 500 square feet. Each business is permitted a maximum of four signs with not more than one sign for any particular business allowed on any one exposed building face. No one sign shall contain more than 50% of the allowable sign area, unless approved as a Type 2 decision. Applicants for sign permits will be required to document the area of the exposed building face on which the sign is to be placed, total allowed sign area for that face, area of any existing signs, and area of the proposed sign. The application is for two signs on the south and east faces of the Olympic Garage. Sears already has signs on their main building on those same (directional) facades. Tukwila Municipal Code only allows one sign per facade. The City has been waiting to determine if the pedestrian bridge under construction would block the view of the sign on the east facade. With the construction of the pedestrian bridge substantively complete, the east facing sign is still discernable. If the existing Sears sign on the east facade was lowered, it may no longer be discernible from the public right-of-way which would allow a sign on the east garage facade. If the existing Sears sign on the south facade was removed, the south facade of the garage would be allowed to be signed. Please let me know if you would like to make either of these changes or if you would like to withdraw your application. Tukwila Municipal Code (TMC 19.32.150) only allows one sign per building face. A land use decision was issue last year (permit number L07-007) that considers the west garage as part of the Sears building face. Only signs discernable from the public right of way require a permit. Currently, the existing Sears sign on the east face of the building is discernable from the public right of way. However, a pedestrian bridge is under construction that may block the existing "Sears" sign from the right of way. The City is waiting until the pedestrian bridge is fully constructed to determine if the sign will meet code. This application will expire if we do not receive the additional information within ninety days of the date of this letter unless an extension is granted pursuant to Section 18.104.070(E).
