The additional information needed is a scaled, stand-alone drawing of the Walgreen's lettering wall sign to verify dimensions. On the third page of the plans set you give scaled dimensions of the "PHOTO" and "PHARMACY" lettering signs and I need a drawing similar to that for the "Walgreens" lettering. I have the length as 26' 8 1/2" as well as the height of the lower and upper case lettering but in order for me to provide measurements around the lettering to subtract from the total sign area I need that scaled drawing. As for the other proposed signage on the application there are a few issues. First we want to make sure that the copy face of the freestanding sign as indicated on the application will not change. Our code does not allow for animated signs and we currently have a moratorium on signs that change copy more than once a day. Now no where in the application does it indicate that this sign will be animated or digital with changing copy but we need explicit verification that this is the case on this sign. Other than that the freestanding sign seems to meet our code's requirements for setback distances and allowable square footage per face for the total linear street frontage. The other issue with this application is the third sign in the application packet. Our code only allows for a total of 2 signs for this type of use, a requirement that is filed by the freestanding monument and the "Walgreens -PHOTO PHARMACY" sign. While the sign is not attached to the outer exposed building face TMC 19.12.050 [14.] states, "Signs on or in the window which occupy more than 25% of the window surface are permanent and will be considered part of the overall signing permitted for the business. Such permanent window signs shall require permits." Walgreens can choose which 2 signs that they wish to install on this site but a third sign is not allowed by our code and cannot be permitted. One last issue is the "Drive-Thru Pharmacy" sign. This will be considered an internal informational sign which will not need a permit but to verify that the sign does not exceed the allowable square footage for an internal informational sign I need a scaled drawing indicating its height and width. The sign cannot exceed 6 sq ft. If it is illuminated it will need to be permitted for electrical which you can do here at the counter. Here is what I have determined: 1.) As I stated before, the freestanding sign meets code's requirements for setback distances and allowable square footage per face for the total linear street frontage. Including the specific reference to the sign's non -copy changing nature has helped me to determine its total compliance with our municipal sign code. 2.) The scaled and measured dimensions of the "Walgreens" wall sign has allowed me to measure and determine that it is also compliant with our code's specifications. This is under the assumption that the PHOTO [9 sq ft] and PHARMACY [15 sq ft] portion of the sign will not change size from the first version of this package that you submitted to me. 3.) The "Drive-Thru Pharmacy" and "Exit Only" signs are approved as internal information signs based on their non - advertising content and size requirements. These signs, therefore, will not be required to be part of this permit package, but they will need an electrical permit which you can obtain from our department. 4.) Despite the ratio of the third sign being less than 25% of the window area we cannot - as stated in my last correspondence with you on April 21 - permit a third sign on this site. I quoted a portion of TMC 19.12.050 [14.] in an effort to stress that we cannot allow the third sign. Resizing the sign to be less that the 25% does not mean that you can circumvent our municipal code requirements for total sign quantity on one site. If you look at the rest of TMC 19.12.050 [14.] it also states: "Window signs which are of a temporary nature for commercial businesses and which occupy less than 25% of the window surface [do not need permits]." I apologize for any confusion created on my behalf for not quoting the entirety of the code, but again, I did state that "Wakgreens can choose which 2 signs that they wish to install on this site but a third sign is not allowed by our code and cannot be permitted." I have revised your application packet to reflect these changes. Just let me know what Walgreens wants to do. There is a variance process that you can go through but I strongly suggest that you review TMC 19.12.060 - Criteria for Granting Variances to determine if this process would be applicable to this specific contextual circumstance due to the code's stringent requirements for granting variances.
