Wig Properties has submitted an application to install a "shared directional sign" along Minkler Ave. The sign will list the various businesses located within Southcenter Square This decision is based on the Findings and Conclusions listed below. Miles The proposed sign will be located along Minkler Ave and will face toward the street. The sign will have one face and will have a sign area of 49 square feet. The sign will be 88 inches tall and will have a width of 12 inches and a length of 98 inches. The sign will be setback eight feet from the right of way along Minkler Ave. The sign will list the various tenants located on the two properties that comprise the Southcenter Square development. Decisional Criteria TMC 19.32.020 allows shared directional signage "in commercial and industrial areas where a demonstrated need for directional signing exists". Southcenter Square is a large commercial development occupying approximately 18.68 acres. The site is extremely deep with a depth from Southcenter Pkwy of about 1270 linear feet. The site is also under multiple ownerships, Kohls owns the parcel that they occupy, while Wig Properties owns the remaining area. Access to the site is via three public streets: 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206-431-3670 • Fax: 206-431-3665 Southcenter Pkwy Southcenter Pkwy is one of the City's major north/south arterials. The Pkwy provides access from Interstate Five to the City's Urban Center. The site has limited direct access to Southcenter Pkwy. The site is limited to right in/right out. Due to safety and traffic flow concerns, left turns from Southcenter Pkwy are restricted. Southcenter Pkwy does provide left turns at signaled intersections to Wig Blvd and Minkler Blvd. Wig Blvd Wig Blvd provides access to the site. However, Wig Blvd is a limited street and currently only provides access to the applicant's property and thus the site does not currently benefit from pass by traffic. Minkler Ave Minkler Ave is a major east/west connector in the City's Urban Center. It provides full access to the applicant's property. There are also maintenance access points located along MinIder Ave South. The City's sign code allows the applicant to install a total of two freestanding signs on the property. The applicant installed the two freestanding signs along Southcenter Pkwy. In order to access the site many motorists use Minkler Ave after taking a left from Southcenter Pkwy. However, there is no sign along Minkler Ave which indicates where to turn to access the site. The sign is specifically being installed to help people who are accessing the site who are coming in from Southcenter Pkwy via Minkler Ave. This is the main reason why the sign will be single faced and will face west. CONCLUSIONS 1. The proposed sign complies with the City's development standards found in TMC 19.32, including sign area, setback, and height. 2. The property is zoned TUC and thus meets the "commercial" requirement found under TMC 19.32.020. 3. As required by TMC 19.32.020 the sign will be placed on one of the property's listed on the sign. 4. The sign will list "geographically" associated businesses as required by TMC 19.32.020. As also required, the sign shall contain no promotional copy. 5. The sign will assist motorists who are coming from Southcenter Pkwy navigate the site and understand where the main entrance off of Minkler Ave is located. CONDITIONS 1. Prior to footing inspection the applicant shall submit a letter from a licensed engineered affirming that the sign will not impact site distance along Minkler Ave S. 2. In order for the sign to qualify as a "shared directional" sign Kohls must be listed on sign. APPEAL PROCESS This decision may be appealed to the Planning Commission within 14 days from the issuance of this Notice of Decision. All appeal material must be submitted to the Department of Community Development.
