Placing a sign at this location contradicts item nine of Section 19.28.010 of Tukwila's sign code: " There shall be no signs or sign supports which shall obscure vision between the height of 3 feet and 10 feet of the street or driveway grade allowed within 40 feet of the intersections of streets and/or driveways." The project proponent proposes to place a business sign 11 feet behind the right-of-way line for Olympic Avenue. The proposed location is within the 40 -foot setback distance from the intersection of the driveway and Olympic Avenue. Chris Beale, a planner with the City of Tukwila has requested that we provide a sight distance layout based on A.A.S.H.T.O. criteria to demonstrate that the proposed sign will not interfere with the line of sight of traffic entering or exiting the premises. • Section 2 — Existing Conditions The site is zoned as C — Commercial property and presently hosts Commercial Engine Center. The posted speed limit on Olympic Avenue is 25 mph. Frontage improvements border the property that include street trees, sidewalk, curb, and gutter and provide clear definition of the edge of traveled way. The topography is extremely flat — no slopes in excess of three percent are encountered in the line of sight / stopping distance analysis area. Two signs are presently shown on the topographic survey included in Appendix III. These signs do not appear in the photographs shown in Appendix II and are not considered when making the analysis for the clear sight triangle. • Section 3 — Proposed Development. Sign Solutions is proposing to place a business sign at the location shown on the drawing in Appendix IV. The location is 11 feet behind the right-of-way line for Olympic Avenue. • Section 4 — Existing Sight Distance. The existing and proposed sight distances should be computed by A.A.S.H.T.O. guidelines, which would place the driver's eye from the driveway a minimum of 15 feet away from the edge of the traveled way on Olympic Avenue South. The guidelines specify that the height of eye be taken as 42 inches above the ground level at the minor road (driveway) and that the height of object be 42 inches above ground at the major road (Olympic Avenue South). The existing ground level will be nearly the same at all points on this analysis. The topography is extremely flat and the low design speed provides a reduced boundary for evaluating line of sight. Other than street trees, no major obstacles occupy the location where a car would sit waiting to exit the site to Olympic Avenue and a car traveling from the north or the south on Olympic. The drawing in Appendix IV MC Squared, Inc. 3 August 27, 2008 CASCADE ENGINE CENTER SIGHT DISTANCE REPORT shows a clear sight triangle for a car parked per A.A.S.H.T.O. analysis guidelines and a car traveling north at a distance of 115 feet (the required stopping distance of a vehicle traveling 30 mph). No objects lie within the sight distance triangle. The proposed sign is well removed from the clear sight triangle and will not affect the vision of either driver. For this reason, no clear sight triangle is shown for vehicles approaching from the north. The sign would lie beyond the limits of the triangle. Please see the photographs displayed in Appendix II and the Sight Distance drawing in Appendix. The diagram depicts the ideal clear sight triangle from the driver's eye to vehicles approaching from the right. • Section 5 — Stopping Distance A.A.S.H.T.O. computes the stopping distance as the sum of the distance traveled by a vehicle from the time a driver identifies an object in the roadway requiring the vehicle to . be stopped to the time the brakes are applied plus subsequent braking distance until the vehicle comes to rest. The following equation are used to define the stopping distance: Height of Driver's eye = 3.5 feet Height of Object = 2.0 feet V = design speed, mph t = brake reaction time, 2.5 sec. a = deceleration rate, 11.2 ft/s2 G = percent of grade divided by 100 The Posted Speed for this portion of Olympic Avenue is 25 miles per hour. For this analysis, we will compute the stopping distance based on a Design Speed of 30 miles per hour. Neglecting grade for the roadway (« than 3% grade), the stopping sight distance for a car traveling 30 miles per hour is 115 feet. Please see the supporting calculation in Appendix I. This distance is shown on the line of sight depicted on the drawing "Clear Sight Triangle" in Appendix IV. The proposed sign and the proposed location will have no impact on the triangle. • Section 6 — Request for Variance Sign Solutions is requesting a variance from the ordinance because the location of the sign will have no affect on the clear sight triangle generated by A.A.S.H.T.O. guidelines. The proposed sign placement location is well removed from the clear sight triangle shown in Appendix IV. The placement of the sign at the proposed location would not impact public safety. MC Squared, Inc. 4 August 27, 2008 CASCADE ENGINE CENTER SIGHT DISTANCE REPORT • Section 7 — Recommendations We recommend that the well-established frontage improvements in place at the present time be periodically maintained to accommodate the clear sight triangle. This maintenance action includes periodic trimming of lower branches of the street trees adjacent to the property. Section 8 — Conclusions We request that the City of Tukwila approve the placement of the sign in the location shown. Although placement of this sign will deviate from the City of Tukwila Sign Ordinance, the calculations and drawings provided in this document demonstrate that the proposed sign location will have no effect on the clear sight triangle and will have no impact on public safety. As recommended in the previous section, the frontage of the property should be kept free from obstructions and the on-site speeds be kept to a safe level.
