NOTICE OF DECISION
This letter serves as a Notice of Decision and is issued pursuant to Tukwila Municipal Code (TMC)
18.401.170.
The request for an increase, from 94.4 sq. ft. to 141 -sq. ft. for NC Machinery, Power Systems at
17900 West Valley Hwy.
This decision is based oh the Findings and Conclusions listed below.
BACKGROUND

Applicant: Stephen Bell
Request: Approval for a Special Permission Sign, increasing the allowed
sign area. The maximum allowed sign is proposed to be
increased from 94.4 to 141- sq. ft.
Location: 17900 West Valley Hwy
Comprehensive Plan Designation: Commercial/Light Industrial

FINDINGS
Vicinity/Site Information
The sign being proposed will be located on the south wall of 17900 West Valley Hwy and will face
toward West Valley Hwy. The zoning on the property is C/LI and surrounding land uses are commercial.
The exposed building face (EBF) is 2480 square feet. With the approval of the Special Permission
Application, the wall sign would be 141 square feet (5.6%of EBF) versus the normal maximum of 94.4
square feet (3.8% of EBF).

Decisional Criteria
TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the required
minimum setback...but in no case shall the sign area exceed that permitted in TMC 19.32.150. Pursuant
to TMC 19.32.150, the maximum allowed sign area could be 6% of the exposed building face (EBF) up
to maximum of 500 sq. ft.
The required front setback in the C/LI is 25 feet. The building has a setback of about 123 feet, five times
the required distance.
Per Table 1 of TMC 19.32.140, the standard allowed sign area would normally be 94.4- sq. ft. for an EBF
of 2,480 square feet. Since the building is setback five times the minimum setback required for the
underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of the required
minimum setback up to 6% of EBF or 150 sq. ft., whichever is less. Six percent of EBF (2,480 -sq. ft.) is
148.8 -sq. ft; thus the maximum allowed sign area on facade is 148.8 -sq. ft. The applicant is requesting a
sign size that is smaller than the six percent allowed for the wall.
CONCLUSIONS
1. The building is setback a sufficient distance to allow an increase in the wall sign area.
2 The proposed sign area is 141 -sq. ft., which less than maximum permitted for that facade
(6% of EBF -148.8 sq. ft.).
APPEAL PROCESS
This decision may be appealed to the Planning Commission within 14 days from the issuance of this
Notice of Decision. All appeal material must be submitted to the Department of Community
Development. If you wish to appeal this decision, please call the Department of Community Development
at 206-431-3670 to obtain a copy of appeal procedures.

The City of Tukwila has completed reviewing the above permit application. The application is for the
installation of a wall sign and a freestanding sign, neither application can be issued.
First, on October 6, 2008 the City of Tukwila adopted an emergency moratorium on the installation of
certain signs within the City. One type of sign covered under the moratorium was the installation of any
freestanding sign taller than six feet in height. A copy of the ordinance is attached with this letter.
During the summer, the City convened a Sign Code Advisory Committee to discuss the various issues
associated with signage within the City. One main issue was the future of pole signs. The Committee is
recommending that pole signs and large freestanding signs be prohibited within the City. The purpose of
the moratorium is to allow the City time to complete updating its sign code.
The proposed wall sign is too large. According to the information provided to the City, the wall where
the sign will be placed as a wall area of 2,480 square feet. Under Tukwila Municipal Code (TMC)
19.32.140 the maximum permitted size for a sign on that wall is 94.4 square feet. It maybe possible to
increase the size of the wall sign, if Special Permission with the Director is obtained. The allowable sign
size can be increased 50 percent for each doubling of the required setback. However, the sign cannot
have an area greater than 150 square feet or six percent of the wall area. The required setback for the
Commercial/Light Industrial zone is 25 feet. The information you have provided indicates that the wall is
approximately 123 feet from West Valley Highway, thus you will most likely qualify for the increase.
Prior to any further review occurring on the wall sign application you must also pay the application fee of
