Comments: After a long protracted conversation with Seattle Karaoke they
finally took down a neon sign that was hanging in the front window. It was
a non -conforming sign that advertised the business. This is what the front
facade looks like as of 9/27/01.

At your request, Kleinfelder has completed our review of information you provided relative to
the excavation and replacement of backfill material around a large stormwater retention vault
that is located on the east side of the Foster Heights project. Kleinfelder has been providing
general construction monitoring of earthwork related portions of the site development since May
15, 2000.
BACKGROUND
As part of our earthwork monitoring, Kleinfelder observed and evaluated only the foundation
excavations for the vault. Kleinfelder did not observe or evaluate the backfill placed around the
vault at your request. We understand that the backfill material was evaluated by another
geotechnical consulting firm prior to actual backfilling activities. Kleinfelder has not reviewed
this information.
We understand that the backfill placed around all sides of the vault consisted of imported pit run
sand and gravel fill. You indicated that the imported fill contained from 5 to 10 percent fines
(soil material smaller than the U.S. Standard No. 200 sieve based on that portion passing the 3/4 -
inch sieve). According to our conversations with you, the City of Tukwila requested that the
backfill placed around the stormwater vault be removed as the pit run sand and gravel backfill
may hamper infiltration of surface and subsurface water into the wall footing drain system for
the vault.

To Whom It May Concern,
On 4/601, Sign Tech Electric applied for two sign permits on behalf of Seattle Karaoke
Enterprises Inc. The signage for which the applications were submitted were a 2'x10'
internally illuminated wall sign and the re -facing of an existing 33.75"x100" pole sign.
The application made no mention or depiction of a neon sign hanging in the storefront
advertising "Seattle Karaoke Enterprises."
The two permit applications can not be closed until all Seattle Karaoke signage conforms
to Tukwila Municipal Code (TMC). TMC 19.32.140 regarding signs in commercial zones
facing other commercial zones states, "...Each business shall be permitted one exposed
building face -mounted sign. One additional exposed building face mounted sign can be
permitted for each business that is not identified on any freestanding sign..." The neon
sign on the store front of Seattle Karaoke Enterprises Inc. brings the business' total
number of signs to three, one more than is allowed.
If the non -conforming neon sign is not removed in two weeks time this matter will be
transferred to code enforcement. Penalties issued by code enforcement can be both
monetary and civil in nature. If you have any questions regarding this matter please
