Box 1062 Kent, WA 98035 VIA FAX 206-242-4271 Agent: Tor -Jan Ronhovde The Ronhovde Architects Inc. 6625 S. 190th St. #B-105 Kent, WA 98032 VIA FAX 425-656-0501 Re: Southcenter Plaza 14900 Interurban Avenue South Gentlemen: Steve Lancaster, Director On April 11, 2001 (under Building Permit D01-109), the Department of Community Development approved the removal of brick and glass and related building repairs in connection with the February 28th earthquake. Prior to our approval of that building permit, Ronhovde Architects confirmed that no changes or alterations would be made to the landscaping. As we advised at that time, the original building and surrounding landscaping were approved by the Board of Architectural Review in 1979. Any changes require prior approval under TMC 18.60.030(D). It has been brought to my attention that you have completely removed the landscaping located along the building perimeter, have dug trenches on the riverward side of the building and have removed three street trees. I verified this in the field today. This work requires prior approval by the Departments of Community Development and Public Works. You are to immediately establish temporary erosion control measures to prevent sedimentation off-site, into the Green River and into existing storm drainage facilities. These measures are to be in accordance with the 1998 King County Surface Water Design Manual. Implementation of these measures are subject to review and approval by the Public Works Department and the Fish Biologist. The Public Works has the following additional comments: From May 1st through September 30th, -inspect and maintain temporary erosion prevention and sediment at least monthly. From October 1st through April 30th, you must cover any slopes or stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas if they will be unworked more than 2 days. 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206-431-3670 • Fax: 206-431-3665 • Wayne Fortenberry Tor -Jan Ronhovde September 25, 2001 Page 2 Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and immediately following storms. • All disturbed areas of the site shall be permanently stabilized prior to final construction approval. Please contact Joanna Spencer, Associate Engineer at 206-433-0179 immediately regarding your compliance with these requirements. The following will be required on or before October 9, 2001. If this information is not provided by that date, this matter will be turned over to Code Enforcement and the Department of Ecology. 1. Application for a Shoreline Substantial Development Permit. Copies of this application packet can be obtained through our website: www.ci.tukwila.wa.us. Please contact me as soon as possible to discuss the requirements of this permit. 2. Request for administrative approval of proposed changes to the existing landscaping, parking, lighting and screening of service areas under TMC 18.60.030(D). Your proposal for street tree replacement and other improvements in the right-of-way must also be approved by the Public Works Department. No further landscaping or associated work within the Shoreline Zone is to occur until the necessary permits and approvals have been obtained. Your application for a sign permit has been_put on_hold until such time as„y.our proposal for site work has been approved. If you should have any questions, please contact me at 206-431-3663.
