(AMEC) is pleased to submit this report describing the results of our geotechnical analysis for the above -referenced project. The purpose of our analysis was to derive conclusions and recommendations concerning foundation design and construction at the site. As outlined in our proposal memorandum, dated March 4, 2002, our scope of work was limited to a visit to the site, a.review of the structural calculations, limited geotechnical research and engineering analyses, and preparation of this letter; no subsurface explorations or laboratory tests were included. We received your written authorization for our services in the form of P.O. # P18453 on March 5, 2002. This report has been prepared for the exclusive use of Tube Art Displays, Inc. and their consultants, for specific application to this project, in accordance with generally accepted geotechnical engineering practice. PROJECT DESCRIPTION The project involves construction of a new sign for the Harley Davidson Store located at 13001 48th Avenue South in Tukwila, Washington. The sign has been designed as 125 foot high mono -pole supported by a pier foundation 18 feet deep and 5 feet in diameter. The pier had been designed using standard UBC soil parameters because a site specific geotechnical report had not been done. March 11, 2002 •amec� 2-91 M-14356-0 Page 2 design and construction methods. At this stage Tube Art requested AMEC to provide geotechnical engineering services. The conclusions and recommendations contained in this report are based on our understanding of the project, as derived from written information, and verbal information supplied to us. Consequently, if any changes are made in the currently proposed project, we may need to modify our conclusions and recommendations contained herein to reflect those changes. SITE CONDITIONS The site is located in the Duwamish Valley, very close to the Duwamish River. Typical subsurface conditions for this area are loose sands and a shallow groundwater table. These characteristics were confirmed during our site visit. An AMEC engineering geologist visited the site on March 4, 2002 after construction activities had stopped. The attached Daily Field Report describes site conditions observed. CONCLUSIONS AND RECOMMENDATIONS Following our visit to the site, we recommended that the existing partially excavated shaft be backfilled with controlled density fill (CDF) and this has been done. Backfilling served several purposes; it safely secures the hole from anyone falling in, it prevents additional caving of the sidewalls, it provides a stable subgrade for construction equipment to re -drill the shaft, and the CDF will provide greater lateral resistance for the pier design than the native soils. In our opinion, the column of CDF and intact native soil at the base of the pier will over -compensate for any loose sloughed soil that may remain after re -drilling the pier. We recommend the structural engineer for the project review this letter and, if necessary, modify the pier design accordingly to account for the following recommended geotechnical engineering parameters. Tip Depths: We recommend the pier extend at least 2 feet beyond the previous excavation depth, in order to develop adequate compressive and lateral resistance. Therefore, the minimum tip depth will likely range from about 18 to 20 feet below final site grades. Drilling Conditions: Caving should be expected since it was observed during the initial construction. The contractor should plan to install a temporary or permanent casing to maintain adequately inclined excavation slopes. Groundwater Conditions: Based on our observations, we estimate that groundwater seepage will occur below a depth of 8 to 10 feet. An external or internal dewatering system may be needed. The pier contractor should be responsible for dewatering the holes and for placing concrete in a manner appropriate to the conditions. March 11, 2002 • ame0 2-91 M-14356-0 Page 3 Pier Verification: We recommend that AMEC be retained to monitor the installation of the drilled pier. In this way, we can verify that adequate embedment depths have been achieved and that subsurface conditions are appropriate for the design loads. Compressive Capacities: Compressive loads on piers are resisted primarily by end bearing and secondarily by skin friction. Assuming the pier extend at least 18 below ground, we recommend using a maximum allowable end -bearing of 2,000 psf. This incorporates a safety factor of at least 2.5. Lateral Capacities: Lateral loads are resisted by passive earth pressure acting against the pier shafts. Due to soil arching effects, this pressure is typically assumed to act over two pier diameters. We recommend using an allowable passive pressure (expressed as an equivalent fluid density) of 200 pcf to resist lateral loads. This value incorporates a safety factor of at least 1.5 in order to prevent excessive movement.
