The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Chairperson Carol Zuvela, and Vice Chairperson Dennis Sivak. Others in
attendance were Police Chief David Haynes, Fire Chief Nick Olivas, Human Resources Director
Stephanie Brown and Human Resources Analyst Kim Gilman.
CALL TO ORDER
5:01pm Chairperson Zuvela called the April meeting of the Tukwila Civil
Service Commission to order.
GENERAL BUSINESS
Staffing Update The Human Resources Director notified the Commission that Bev
Willison (Civil Service Examiner), is currently out on medical
leave, and that a definitive timeframe for her return is not yet
known. She notes that cards are welcomed, but that the Willison
family has requested no visitors at this time. During the
Examiner's absence, Human Resources Departmental staff will be
triaging civil service duties.
Commission Application The Human Resources Director shared a copy of an application
from Ronald Johnston that was submitted to fill the Civil Service
Commission vacancy. The Human Resources Director indicated
that Mr. Johnston was previously a Police Officer in Tukwila, but
has since retired. Copies of the application were reviewed by the
Commissioners. Commissioner Sivak inquired whether there was
a conflict of interest since Mr. Johnston had once been employed
by the City. The Human Resources Director replied that no
conflict existed, since the employment relationship was no longer
active.

FIRE DEPARTMENT BUSINESS
Staffing Update Chief Olivas stated that there are two firefighters out on disability
leave currently. One firefighter is expected to be out 6 months,
and the other is expected to be out 2 -3 months. He noted that there
are some position vacancies due to a recent reorganization of the
Department due to the addition of Emergency Management
responsibilities. Chief Olivas reported that there were Captain
interviews conducted earlier that day.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Haynes announced his upcoming retirement. He has served
the City of Tukwila for over 26 years. Commissioners were
invited to his retirement celebration which is scheduled for April
29, 2011. Chief Haynes informed the Commission that Assistant
Chief Mike Villa will serve as Interim Chief effective May 1,
2011.
Chief Haynes noted that there are 3 candidates currently in the
background check process, and that two temporary sergeants will
be assigned May 1, 2011. Their assignment in the role of sergeant
is not to exceed 6 months. He noted that one staff member
continues on long -term military leave, and that the Department
should know by May 1, 2011 whether those military orders will be
extended. There is also one staff member on FMLA, and another
on Administrative Leave. Chief Haynes reported that the Police
Department continues to struggle with finding good applicants.
OTHER
The Commissioners discussed the May meeting date. Due to pre arranged travel plans, the
Commissioners agreed to delay the monthly meeting by 1 week, choosing to meet on Monday,
May 9, 2011.
