Special Meeting M I N U T E S Council President Bohrer, presiding, called the Special Meeting of the Tukwila City Council to order at 7:20 P.M. LIONEL C. BOHRER, Council President; MABEL J. HARRIS, GEORGE D. HILL, GARY L. VAN DUSEN. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT THE ABSENT COUNCIL MEMBERS BE EXCUSED. MOTION CARRIED. TERENCE MONAGHAN, Public Works Director; MAXINE ANDERSON, City Clerk. Council President Bohrer said the Special Meeting was called to consider the Bid Award for the 1979 Street Improvement Project on South 147th Street and 57th Avenue South. Terry Monaghan, Public Works Director, reported that two bids were received for the Street Improvement Project. Following are the results: Valley Cement Construction P.O. Box 838 Auburn, WA 98002 Doolittle Construction 1900 118th Avenue S.E. Bellevue, WA 98005 ENGINEER'S ESTIMATE Schedule A $252,485. Schedule B $253,195. Schedule A $261,920. Schedule B $263,660. Schedule A $211,200. Schedule B $211,200. asr, Councilman Van Dusen asked about postponing the project until early 1980. Mr. Monaghan explained that if it is postponed the scope of the project should be changed to provide for a full gravity storm sewer system instead of a pump station. The pump station was far more costly than anticipated. Councilman Harris questioned rebiding immediately as it will still be during the busy season and we may not receive any more bids the second time. Mr. Monaghan said that by mid August, they would expect the bid load to be down. Councilman Hill asked what the boundary of the project is and was told 57th Avenue South from South 144th to the south end (about South 150th) and South 147th from 57th to 58th. There is very little cut or fill on this project. It is basically replacing the pavement. It does not go up over the hill on the south end of 57th. Councilman Van Dusen asked, due to all the problems encountered during street projects, Council should consider whether or not to continue the street programs. Councilman Bohrer suggested, once the current street project is done, a survey of the people be taken and see what they think about it. Councilman Hill suggested that maybe Council should reject all bids and go back and talk to the people. Councilman Harris agreed that Council should reject all bids and take a good hard look at it. Mr. Monaghan said it is his recommendation to reject the bids since the lowest bid is 16% over the engineer's estimate. He further recommends that the scope be changed to provide for a full gravity stnrm sewer system, that the Mayor be authorized to obtain and execute the necessary easements, and he be authorized to rebid the projects as modified in January or February of 1980. Mr. Bob Johnson, audience, said he is building a new house on 57th. He has talked to neighbors and they will be disappointed if the street isn't completed. MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT COUNCIL CONCUR !.IITH THE RECOMMENDATIONS OF THE PUBLIC WORKS DIRECTOR AND SHALL INCLUDE AUTHORIZATION TO REBID THE PROJECT IN JANUARY OR FEBRUARY OF 1980. MOTION CARRIED. Councilman Bohrer suggested, if Council wanted to make a survey, that a direct mailing be used to contact all the people on the street projects. Councilman Bohrer expressed his appreciation to Mr. Monaghan for his well defined memorandum on the Street Improvement Project.
