CALL TO ORDER CITY COUNCIL MEMBERS CITY OFFICIALS IN ATTENDANCE DISCUSSION Proposed Zoning Ordinance. 18.24.130, Lines 24, 25, 30, page 050. Line 7 Line 8 Line 10 Line 15 Line 17 Lines 18 22 Line 23 Line 24 25 Line 26 27 Delete lines 25 through 27. TUKWILA CITY COUNCIL City Hall WORK MEETING Conference Room 3 M I N U T E S Council President Bohrer called the Tukwila City Council Work Meeting to order at 5:31 P.M. L. C. BOHRER, Council President; MABEL J. HARRIS, GEORGE D. HILL, DWAYNE TRAYNOR. Mayor Edgar D. Bauch, Kjell Stoknes, Director of Office of Community Development. Council President Bohrer announced the purpose of the Work Meeting, was to consider the proposed zoning ordinance as presented by the Planning Commission and Office of Community Development. The following changes to the proposed zoning ordinance were proposed: 18.24.130, Line 21, Kjell Stoknes, Director of Office of Community Development, said the page 050. Planning Commission has recommended the words "Final PUD Approval" be replaced by "Building Permit." He said this change would save two month's processing time. Kjell Stoknes said the Planning Commission has recommended deleting the words "for review and approval." 18.24.130, Line Mr. Stoknes said the Planning Commission has recommended deleting the 26, page 050. word "preliminary." 18.24.130, Line 5, Mr. Stoknes recommended deleting words "final PUD approval" and page 051. substituting words "building permit." Line 6 Mr. Stoknes recommended deleting word "Planning" and replacing it with "building." Mr. Stoknes recommended deleting word "Planning" and replacing it with word "building." Mr. Stoknes recommended this line should read: "and shall be accompan- ied by a filing fee as prescribed by current adopted building code." Mr. Stoknes recommended deletion of "preliminary development plan" and replace with "approved PUD plan." Mr. Stoknes recommended deletion of "Preliminary" and substitute words "PUD approval." Mr. Stoknes recommended this line read: "for final approval to the City Council." The City Council agreed to the above recommended changes. MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE WORD "STAGE" BE DELETED IN LINES 10 AND 15, PAGE 051. CARRIED. MOVED BY HARRIS, SECONDED BY TRAYNOR, THAT ITEM 4, PAGE 051, READ AS FOLLOWS: "STAGING REQUIREMENTS. IF THE PUD IS CONSTRUCTED IN STAGES, THE VARIOUS STAGES OR PARTS OF THE PUD SHALL PROVIDE THE SAME PROPORTION OF OPEN SPACE AND SAME OVERALL DWELLING UNIT DENSITY AS PROVIDED IN THE FINAL PLAN." ITEM 5 WOULD THEN READ "SURETIES REQUIRED. SURETIES SHALL BE REQUIRED FOR THE COMPLETION OF ANY PUBLIC IMPROVEMENTS." CARRIED. This would become Item (6) and it was recommended that "City Council" be changed to "Planning Division." Should read: "that the development plan submitted with the building permit is in compliance with and carries out the objectives of the approved PUD." Councilman Van Dusen arrived at the meeting at 6:04 P.M. 18.24.140, Line Line 6 should begin: "planned unit development, 6, page 052. Lines 16 17. 18.24.150 Chapter 18.26 18.26.010, page 053. 18.26.020, Lines 26 and 27. Lines 28 29. Lines 1 2, page 054 18.26.050 18.26.060 18.26.070, Line 1 2, page 55 ADJOURNMENT 8:15 P.M. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT LINE 16 READ "REVISED PLAN MUST BE SUBMITTED TO THE PLANNING DIVISION AND APPROVED BY THE CITY COUNCIL." CARRIED. No changes. No changes. Following words were removed: "financial offices, such as banks, savings and loan institutions." MOVED BY HARRIS, SECONDED BY TRAYNOR, THAT ITEM (3) OF 18.26.020 BE REMOVED AND INSERTED AS ITEM (3) IN CHAPTER 18.26.040. CARRIED. MOVED BY VAN DUSEN, SECONDED BY HARRIS, THAT THE WORDS "PROVIDED THE BUILDING AND PREMISES ARE NOT INTENDED FOR UNION VOTE MEETINGS" BE DELETED FROM LINES 1 AND 2, PAGE 054. CARRIED. Lines 3 4. MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE FOLLOWING WORDS BE DELETED: "BUT NOT INCLUDING POLICE AND FIRE STATIONS." CARRIED. Kjell Stoknes said the Planning Commission had suggested that Item (5) be Public Museums and Art Galleries and Item (6) be Public Libraries. 18.26.030, Line 9. MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT LINE 9 HAVE THE FOLLOWING WORDS ADDED AT THE END OF THE SENTENCE: "AND PROVIDED THE ACCESSORY USE DOES NOT EXCEED TEN PER CENT OF THE GROSS FLOOR AREA." CARRIED. 18.26.040, Lines MOVED BY HARRIS, SECONDED BY HILL, THAT ITEM (1) READ: FINANCIAL 13 16. OFFICES SUCH AS BANKS, SAVINGS AND LOAN INSTITUTIONS." ITEM (2) READ: "ANY RESIDENTIAL DEVELOPMENT OR ANY COMBINED DEVELOPMENT SO LONG AS THE MAXIMUM DENSITY DOES NOT EXCEED THE R -4 ZONE." CARRIED. Lines 17 21. MOVED BY TRAYNOR, SECONDED BY HILL, THAT LINES 17 THROUGH 21 BE DELETED. CARRIED. No changes. No changes. MOVED BY HARRIS, SECONDED BY TRAYNOR, THAT LINES 1 AND 2 READ AS FOLLOWS AFTER WORD "SHALL "IF LOCATED WITHIN 200 FEET OF A RESIDENTIAL ZONE BE REVIEWED BY THE BOARD OF ARCHITECTURAL REVIEW PRIOR TO ISSUANCE OF BUILDING PERMIT IN ACCORDANCE WITH." CARRIED. The zoning ordinance review ended with Section 18.26.070. The next review will be held on August 21, 1979 and will start with Chapter 18.28.
