Mayor Haggerton announced the purpose of the Executive Session is to discuss Pending Litigation Pursuant to RCW 42.30.110(1)(i). It will last no more than 60 minutes, and no decisions will be made during the Executive Session. End: 6:50 p.m. CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:06 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Dennis Robertson, Verna Seal, Kathy Hougardy and De'Sean Quinn. SPECIAL PRESENTATIONS a. Heart Health: Cherish Hart, American Heart Association Cherish Hart from the American Heart Association utilized a PowerPoint presentation to provide a summary of the outreach and partnerships the association uses to promote healthy living. The mission of the American Heart Association is to build healthier lives, free of cardiovascular diseases and stroke. By 2020, their top priority is to improve the cardiovascular health of all Americans by at least 20% while reducing deaths from cardiovascular disease and stroke by the same rate. Tukwila City Council Regular Meeting Minutes July 18, 2011 Page 2 of 8 Health factors for ideal cardiovascular and brain health involve the American Heart Association's "Life's Simple 7." 1. Get active 2. Control cholesterol 3. Eat better 4. Manage blood pressure 5. Lose weight 6. Reduce blood sugar 7. Stop smoking The City of Tukwila has been recognized in prior years for worksite wellness and for being a "Fit Friendly City." Ms. Hart gave special recognition to Dave Johnson and the employees from the Parks and Recreation Department. This year's award to Tukwila is dedicated in memory of former City employee, Bev W illison, who spearheaded the program for 9 years. Ms. Hart presented Mayor Haggerton with the 2011 Fit Friendly Gold Recognition Award Mayor Haggerton thanked Ms. Hart and the American Heart Association for presenting this award to the. City of Tukwila. b. Global to Local Project Update: Adam Taylor, Director for Global to Local Project, and Dan Dixon, Vice President of External Relations for Swedish Hospital Adam Taylor, Director for Global to Local, and Dan Dixon, Vice President of External Relations for Swedish Hospital, provided an update on the Global to Local (G2L) Project. G2L works with communities to address health disparities. It is a public private partnership between public health experts, private health care providers, and global health specialists. It was conceptualized in 2009 to improve the health of underserved populations in King County. The cities of Tukwila and SeaTac agreed to partner with G2L to kick off the initiative. In the last decade a number of immigrant communities have sprung up in both cities. These new residents joined an already diverse community with rich cultural heritages, and all share common challenges to include: poverty, lack of insurance and significant health concerns, asthma rates, tuberculosis and teen pregnancy rates that are among the highest in the county. G2L organizations come together to improve the health of these underserved populations to implement a multi -year commitment that will provide resources such as staffing and funding to develop local programs that will help improve the health in these communities. They also strive to involve local community leaders who speak the language of those in the most need to break down barriers and enhance understanding of the cultural norms. Some of the G2L partners include the Red Cross, AmeriCorps, JP Morgan Chase, General Electric, T- Mobile and the University of Washington. Additionally, the expertise of Evelyn Bokyan, Tukwila Human Services Manager, has been extremely beneficial in moving the program forward. The Councilmembers asked clarifying questions regarding the information presented and thanked Mr. Taylor and Mr. Dixon for the vital work they are doing in the Tukwila community. a. Equity and Diversity Commission: 1. Confirm the reappointment of Joan Hernandez to Position #3 on the Equity and Diversity Commission, with a term expiring 7/31/2013. Confirm the appointment of Patricia Timm to Position #4 on the Sister Cities Committee, with a term expiring 12/31/2014. CITIZEN COMMENTS Chuck Parrish, 4430 South 150 Street, presented a petition with 384 signatures asking the City Council to replace Ordinance #2323 with a new policy that would allow the existing commercial card rooms to remain in business, saving approximately 450 jobs and retaining $2.1 to $2.4 million in annual tax revenues to the City and maintaining the services associated with that revenue. He asked any citizens in the audience in support of the petition to stand. In his viewpoint, some of the employees here tonight would have to be laid off based on Ordinance #2323. Mr. Parrish expressed that he would like to see the petition given serious consideration and that this matter be handled by way of City legislation as opposed to an expensive ballot measure. He asked the Council to create a better ordinance. Councilmember Hougardy inquired which employees in the room would be laid off. Mr. Parrish responded that if approximately $2.1 million in revenue is lost, then inevitably layoffs would occur. CONSENT AGENDA a. Approval of Minutes: 7/5/11 (Regular Mtg.) b. Christy O'Flaherty, City Clerk, asked Councilmember Duffie if he listened to the audio recording from the July 11, 2011 Committee of the Whole meeting regarding the Comprehensive Plan Amendments. Councilmember Duffie answered in the affirmative. Do you have any interest in the subject property (10200 East Marginal Way South)? 2. Do you stand to gain or lose by your decision on this matter? 3. Have you had any ex -parte communications regarding this application? Councilmember Duffie answered "No" to all of the above questions. Jack Pace, Community Development Director, explained that an inconsistency in the address exists as it relates to the Duwamish Hill Preserve application. The 2 ordinances have been amended to change the address from 11215 East Marginal Way South to 3800 South 115 Street due to outdated information on the King County Assessor's website 1. An ordinance amending the Comprehensive Land Use Map for certain real property located in the vicinity of 3800 South 115 Street from Manufacturing Industrial Center /Light (MIC /L) to Low Density Residential (LDR). Mayor Mayor Haggerton reported that on July 14, 2011, there was a community meeting in Allentown regarding intrusion into that neighborhood due to growth from the Burlington Northern Santa Fe (BNSF) railroad. Additionally, there was a meeting on July 18, 2011 at City Hall with representatives from BNSF, Senator Murray's and Cantwell's Offices, Congressman Adam Smith's Office, the City's Federal Lobbyist, and 3 members of the Tukwila City Council. The City will continue to monitor and mitigate this issue. Tukwila City Council Regular Meeting Minutes July 18, 2011 b. City Council Page 7 of 8 Councilmember Hernandez toured the Police incident command vehicle on July 12, 2011 and attended her neighborhood Block Watch Committee on July 14, 2011. There has been an increase in crime in her neighborhood, particularly relating to cars being broken into with no sign of forced entry. She also attended the July 15, 2011 CASTT performance at the Foster Performing Arts Center. Ms. Hernandez expressed appreciation for being re- appointed to the Equity and Diversity Commission this evening and indicated there are still 2 vacancies on the Commission (one for a Councilmember and one for a member of the community). Council President Ekberg attended the July 14, 2011 community meeting in Allentown as well as the July 18, 2011 meeting at City Hall regarding BNSF issues. He also attended the July 16, 2011 CASTT performance. Councilmember Seal toured the Police incident command vehicle on July 12, 2011 and the community meeting in Allentown on July 14, 2011. She also performed in the CASTT productions on July 15 -16, 2011 and thanked the Tukwila Arts Commission for their continued support of the performances that are going on their 29 year. Councilmember Hougardy attended the July 13, 2011 South County Economic Development Initiative (SCEDI) and the July 15, 2011 CASTT performance. Councilmember Quinn attended the July 14, 2011 community meeting in Allentown as well as the July 18, 2011 meeting at City Hall regarding BNSF issues. c. Staff There was no report. d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings. MISCELLANEOUS Councilmember Duffie encouraged tours of the Police incident command vehicle as it is incredibly impressive. Councilmember Hernandez indicated this coming weekend is the Tukwila Community Yard Sale, and the Tukwila Heritage and Cultural Center will be participating on Saturday only. Council President Ekberg relayed that the Council had requested information regarding the cost of an advisory ballot measure regarding social card rooms. He distributed information on this topic that can be discussed at the next Committee of the Whole meeting. The approximate cost is $9,000 410,000 for the November 8, 2011 General Election. Councilmember Robertson read the title of the petition regarding social card rooms submitted under Citizen Comments this evening. He indicated the petition title does not reference all of the pertinent facts associated with this complex issue, such as the City's inability to control where the card rooms will be located. From his standpoint, this is a downside of polls and petitions as opposed to ballot measures. It is important for the Council to proceed in a manner that ensures the citizens are provided all of the relevant facts regarding the issue. Councilmember Quinn relayed there is going to be an additional Allentown neighborhood meeting regarding BNSF issues on August 2, 2011. Tukwila City Council Regular Meeting Minutes July 18, 2011 Page 8 of 8 Mayor Haggerton complimented City resident and Planning Commission Chair, Brooke Alford, for attending the BNSF meeting today at City Hall. Her participation was both welcome and beneficial. Councilmember Duffie supported Councilmember Robertson's viewpoint expressed under the Miscellaneous discussion this evening. Mayor Haggerton relayed that Councilmembers should contact Council President Ekberg regarding continued discussions or agenda items relating to social card rooms.
