Mayor Bauch, presiding, led the Pledge of Allegiance and called
the Regular Meeting of the Tukwila City Council to order.

John Strander, past Mayor, representing the elected officials,
thanked the honored guests for the many hours and much effort
they gave in helping to lay the foundation for the City as it
is today.

Mayor Bauch said that the Suburban Mayor's Association voted to
ask all jurisdictions outside of Seattle to hold public meetings
to hear the opinion of the citizens on the proposal of King
County to take over METRO. METRO was organized by a vote of
the people. The first time was to provide sewer service to help
clean up the pollution in Lake Washington and the second was to
provide transportation throughout King County. Mayor Bauch
explained the "for" and "against" arguments pertaining to this
proposal. He added that METRO is the operating arm of the
Cities. They have been responsive and the METRO Council Members
know what the problems are throughout the County. Mayor Bauch
asked if any of the people in the audience would like to comment
or ask questions on this issue. There was no comment from the
audience.
Mayor Bauch asked Mrs. Lois T. Newton and Mr. Charles 0. Baker
to come forward. This time had previously been planned to honor
Mr. Baker and Mrs. Newton who served the City during the period
of time from June 1947 to April 1962 as Mayor and Clerk /Treasurer
respectively. Elected Officials, Commission Members, and volunteers
who also served the City during that period of time were introduced.
Mayor Bauch presented each of the honored guests with City of
Tukwila Outstanding Citizens Certificates.
Marvin Boys, Allied Stores, representing the Business Community,
thanked Mr. Baker for all he has done for them and for his many
hours of service to the Industrial Council. Others expressed

Mr. Baker thanked the Council, the Mayor and the people of
Tukwila for the tribute paid to them.

ONE HALF HOUR. MOTION CARRIED.
Mayor Bauch called the regular meeting of the Tukwila City
Council back to order with Council Members present as previously
reported.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
John McFarland, Administrative Assistant, reported on the claim
for damages filed by Hubert Crawley, 14710 58th Avenue South.
Mr. Crawley's fence was damaged when it was struck by a Police
vehicle while on routine patrol. He recommended that the claim
be approved in the amount of $66.75.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE CLAIM FOR DAMAGES
IN THE AMOUNT OF $66.75 BE APPROVED. MOTION CARRIED.
Mr. McFarland reported that a claim for damages in the amount
of $134.26 was filed by Mr. Paul Desjardin. He claims that a
Tukwila Police vehicle, while travelling southbound on South
center Parkway, struck debris on the roadway which was projected
onto his windshield. This happened in October, 1977. Mr.
McFarland recommended the claim be denied. Occurrences of this
nature are termed "roadway hazards."

BE DENIED. MOTION CARRIED.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT COUNCIL APPROVE
THE FINAL WAIVER FOR SPEEA UNIFIR WITH CONDITIONS 1 2
RECOMMENDED BY KJELL STOKNES IN HIS MEMO DATED SEPTEMBER
11, 1979.*
The conditions are:
1. A signed agreement to equitably participate in an
LID to improve the adjacent street, including utilities,
sidewalks, lights, and storm drainage.
2. The landscape strip on the last frontage be 10 feet
and that approval of a detailed landscape plan of the
entire site be reviewed and approved prior to occupancy
of any structures.

City Attorney Hard read an ordinance extending the interim

City Attorney Hard read a resolution providing for a temporary
transfer between the L.I. Guarantee Fund and LID 18.
MOVED BY HARRIS, SECONDED BY SAUL, THAT RESOLUTION #696 BE
ADOPTED AS READ. MOTION CARRIED.
Councilman Harris read the Investment Report submitted by Ron
Swanson, Finance Director. Interest income for the month of
August, 1979, amounted to $24,882 on the following activity:
Investments Sold $2,410,000
Investments Purchased $2,655,000
Councilman Harris noted that a Council Representative is
needed to sit in on the negotiations with the Teamsters
from the maintenance shop. Councilman Harris said she would
since no one else volunteered.
Councilman Saul asked where the Police Department Negotiations
stand. Mayor Bauch advised him the City is waiting for the
Police Department representatives to review the final contract
and return it.

OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.

Mayor Bauch announced that on November 17, 18, 19, and 20
the City will be visited by a delegation of 35 people from
Ikawa -Cho, Japan. There will be 25 Junior High School students
and 10 adults. Activities will be coordinated between the School
District and the City.
Councilman Van Dusen asked the status of the proposed 1980 Council
Budget and said he would like to have it discussed at the
next meeting.
MOVED BY SAUL, SECONDED BY HARRIS, THAT COUNCIL GO INTO
EXECUTIVE SESSION. MOTION CARRIED.
Executive Session requested by Attorney Hard to discuss LID #25.
MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT THE EXECUTIVE SESSION
BE CLOSED. MOTION CARRIED.
