Council President Bohrer called the Tukwila City Council Committee of
the Whole Meeting to order at 7:04 p.m.
LIONEL C. BOHRER, Council President; MABEL J. HARRIS, GEORGE D. HILL,
DANIEL J. SAUL, DWAYNE D. TRAYNOR, GARY L. VAN DUSEN.
Doris Phelps, 14250 59th Avenue South, Tukwila, presented a petition
to the City Council requesting the continuation of the underground
utility program and /or approved street improvements program on 59th
Avenue South and it be included in the 1980 budget.
Terence Monaghan, Public Works Director, reviewed the URS report
evaluating the alternate alignments for the replacement of the Grady
Way Bridge. He stated his recommendation was Alternate No. 2B 2A.
Mr. Monaghan said Alternates No. 2B 2A would provide a direct con-
nection to Southcenter Boulevard, and at a much lower cost than
Alternate 1 1B. It would, however, require obtaining additional
right -of -way and raising the 230 KV power line.
Councilman Saul asked about the time that would be involved in the
project. Mr. Monaghan said if approval is obtained the design would
be finished by the end of 1980 and work would begin in 1981.
Mr. Monaghan said the committee from Tukwila and Renton has suggested
that public hearings be held for public input. He suggested property
owners who would be directly affected be notified by certified mail
of the public meetings and other businesses be notified so public input
can be obtained.
MOVED BY VAN DUSEN, SECONDED BY TRAYNOR, THAT ADMINISTRATION SET A
DATE FOR A PUBLIC HEARING, TO BE HELD AS SOON AS BUSINESSES AND
PROPERTY OWNERS CAN BE NOTIFIED, TO REVIEW THE PREDESIGN STUDY OF THE
GRADY WAY BRIDGE REPLACEMENT PROJECT.
Council President Bohrer asked if Renton planned to conduct a Public
Hearing? Prakash Limaye, Project Manager for URS, said the City of
Renton would hold a public hearing and also some independent meetings.

Councilman Harris asked if the work listed will be done by the City
crews and if it would include labor and material? Mr. Monaghan
answered that it would be done partly by City crews and partly by
contract.
Discussion on Project No. 4 (59th Avenue South and 147th Street) as to
the location of the traffic divertor took place. Councilman Van Dusen
said he felt the traffic divertor located at 59th Avenue South and
147th Street would not prevent a lot of the traffic that comes down
59th Avenue South, where he lives, as most of the traffic comes from
the apartments that would be north of the traffic divertor at 147th St.

Officer Myklebust, Tukwila Police Department, explained that Tukwila
frequently uses trained police dogs to enforce City and State laws.
The dogs are from the City of Seattle, Kent, Port of Seattle, and
King County. The Police Department has requested a trained dog in
the 1980 budget. Officer Myklebust cited instances where dogs had
been abused or tormented while they were being used to help capture
a criminal.

Public Safety and Health Committee: Chairman Van Dusen reported
that the Committee is working on an ordinance concerning hazardous
materials in the City.
Council President Bohrer stated the Council would continue the
proposed zoning ordinance review on Tuesday, September 25, 1979 at
5:00 p.m.
Councilman Van Dusen asked about the plans for use or disposition of
the old Police Department Building. Mayor Bauch said the City
Council declared the building surplus about six months ago. There
has been some discussion that an art group wanted to use the building.
He said there are no immediate plans to tear down the building. He
said there had been no vandalism. Councilman Van Dusen suggested
the Historical Society might have use for the facility.
John McFarland, Administrative Assistant, stated there would be
25 children, ages 14 to 15, coming with the adult visitors from
Ikawa -Cho, Tukwila's Sister City. He wished to house the children
in homes in Tukwila where there would be children of a comparable
age. He said he would obtain a list of the names, ages, and sex
so the host homes can write to them and invite them to stay in
their home.

Mayor Bauch said four Council Members are coming and he would like
them to stay with City Council Members. The Deputy Mayor is coming
and Mayor Bauch said he would be his guest. There may also be some
educational instructors in the group. Various members of the
City Council offered their homes for either students or City
Council members.
John McFarland said the host family would be responsible for
entertaining their guest(s) on Sunday, but for the most part group
entertainment would be provided. He said they would be here from
November 17 to November 20, 1979.
Mayor Bauch reminded the Council that the Suburban Mayor's Meeting
would be held on October 3, 1979. Reservations must be in by
Friday, September 28. The agenda will be a continuation of last
month's program.
Mayor Bauch presented samples of service recognition pins for
employees and elected officials. Different stones and numbers of
stones would denote length of service. He asked for a recommendation
from the Council as to whether the elected official should receive
his pin at the beginning of his term of office or after the term
of office had been served. It was the recommendation of the City
Council that the pin be presented at the end of the term of office.
Mayor Bauch reported that Fire Chief Crawley would have surgery
on his knee at Valley General Hospital. He would be away from
his office for approximately three weeks.
Mayor Bauch reported that Police Chief Sheets has sugar diabetes
and will be on a restricted diet with medication.
Doris Phelps, audience, asked when the preliminary budget will be
available. Mayor Bauch answered that it has to be presented to
him by October 1 and must be filed with the City Clerk by November 1.
He said it should be available to the public by November 20. It is
$900,000 out of balance; last year it was $1,000,000 out of
balance.

EXECUTIVE SESSION TO DISCUSS FIREFIGHTER NEGOTIATIONS. CARRIED.
MOVED BY HARRIS, SECONDED BY TRAYNOR, THAT THE CITY COUNCIL
END THE EXECUTIVE SESSION. CARRIED.
