Councilman Hill arrived at the meeting.
Terry Monaghan, Public Works Director, reported that bids were
opened on September 19, 1979, for janitorial service for the
City facilities. Six bids were received. The low bid was
submitted by Far West Cleaning Services in the amount of $1,964
for Schedule A (City Hall, City Shop, Community Center, Library)
and $36 for Schedule B (Park Restrooms). Their bid represents
a 16.8% increase over the equivalent 1979 service contract.
The firm's financial and service records have been investigated.
There is little financial risk to the City with this contractor
since there is a 30 day cancellation clause in the contract.
Mr. Monaghan recommended that the contract for janitorial services
be awarded to Far West Cleaning Services.

THE PUBLIC WORKS DIRECTOR AND AWARD THE BID TO FAR WEST CLEANING
SERVICES.*
Councilman Van Dusen asked why the City was changing from All
Care to Far West. Mr. Monaghan said these were competitive
bids. Far West was the low bidder and, after investigation,
there is no reason to not award them the job. Councilman Van
Dusen asked if we would have to award this to the low bidder.
Attorney Hard said the statute says it has to go to the lowest
responsible bidder. Councilman Harris noted that the credit
reference checks showed that Far West is lax when it comes to

Bid Award: Traffic Memorandum to City Council from Terry Monaghan explains that bids
Signal at Interurban were opened on September 25, 1979, for the installation of a
and 58th Ave. So. traffic signal on Interurban Avenue at 58th Avenue South. A
single bid was received from Totem Electric of Tacoma in the
amount of $59,500. The bid exceeds the engineer's estimate
by 8.2 The budget authorization for the project was $45,000.
He suggested that $14,500 be allocated from the Roadway account
(103/541.30.63) to the Traffic Control Device account (103/541.
64.63) to fund the signal installation. Mr. Monaghan recommended
that the bid from Totem Electric be accepted.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE BID FROM TOTEM
ELECTRIC IN THE AMOUNT OF $59,500 BE ACCEPTED. MOTION CARRIED.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Mayor Bauch read the Staff Report submitted by John McFarland,
Administrative Assistant, concerning a claim for damages received
by the City from Mr. Glen Anderson, 14475 56th Avenue South.
The basis of the claim, in the amount of $578.00, is for re-
placement of the Anderson's driveway in conjunction with the
Street Improvement project on 56th Avenue South. Although, the
Council has heard this issue on previous occasions, it is now
presented as a formal claim for damages for Council consideration
pursuant to the provisions of RCW 35A.31.
Councilman Van Dusen asked what the legal basis for this kind
of a contract is, where it is mailed out signed by the Public
Works Director. Attorney Hard said that Mr. Anderson's lawyer
feels it was an offer made by the City and they didn't accept
that offer, but submitted a counter offer, and the City accepted
their counter offer by going ahead with the work. The City did
not let them know offer wasn't accepted.
Councilman Harris asked about the City paying for half of the
driveway. Mayor Bauch said that the City already paid for
construction of a portion of the driveway. The $578.00 is for
the 14 foot portion from where the City left off to the garage.
Attorney Hard said the City's position is to treat all properties
the same. An individual has no right to ask the City to pay
for improvement on his private property.

Councilman Hill reminded Council that the 4Eiginal plan had the
street raised 8 to 12 inches and that itfl owered after construction
started. Mr. Anderson offered to pay half of the cost of the
second section of driveway. The main problem is that nobody
stopped and talked to him. He wanted a straight driveway like
he originally had. The City said they would replace the drive-
way the same or better than it was. This could have been settled
a long time ago.
*MOTION CARRIED WITH VAN DUSEN AND HILL VOTING NO.
This transfer is necessary to implement short range traffic
control improvements as recommended by the Comprehensive
Transportation Plan. Mayor Bauch asked Council to add $14,500
to this transfer motion to increase the budgeted amount for the
installation of a traffic signal at Interurban Avenue and 58th
Ave. So.

Mayor Bauch reminded Council that they had asked how much it would
cost to have URS investigate Alternate #3. This is the one that
would line up with Southcenter Boulevard. Mr. Monaghan reported
that URS estimated $700 to do the same level of study on Alternate
#3 as they did on #1 and #2. He said that he has scheduled a
public meeting to review the alternates with the land owners that
would be involved. If Council wishes to address Alternate #3,
there are additional land owners to contact. Mr. Monaghan
explained that purchasing property under Alternate #3 would be
very expensive. Also, under Alternate #3 there would be develop-
ment of additional street; Southcenter Blvd. intersection to
the T -Line Bridge.
Councilman Van Dusen asked if, by developments such as these,
are we forcing people to continue to use their automobiles.
Mr. Monaghan said it is his opinion that Grady Way and Southcenter
Boulevard are becoming a relatively high mass transit route.
Councilman Van Dusen said he just wanted to be sure they were
solving a long range problem.

THE $700 TO LOOK INTO ALTERNATE #3.*
Mr. Monaghan said there is money budgeted for Grady Way.
Councilman Saul said he is not convinced we need the study.
We are going to find that it's too expensive and we already
know that.

City Attorney Hard read an ordinance of the City of Tukwila,
Wash., making it unlawful to abuse police dogs operating within
the City of Tukwila or to interfere with their duties.

The Committee to organize a Tukwila Chamber of Commerce held
their first meeting today. It was a good meeting and very
well attended. They have set a time table and hope to adopt
their charter on the 10th of December.

Mayor Bauch reported that the City's application for Block
Grant Funds for the extension of the Christensen Trail was
denied by King County.
Bus Route #240 Councilman Traynor said he had been asked why Bus Route #240
was discontinued. Mayor Bauch offered to find out.
Trails Councilman Harris said she has received complaints about the
conditions of our trail system; they are poorly maintained
and are dangerous to use. Mayor Bauch offered that the
situation would be looked into.
It was noted that a number of Council Members could not attend
the zoning review meeting Tuesday night. The meeting was
cancelled.

The week of October 13th the replica of the White House
will be on display at Southcenter Shopping Center.
Attorney Hard reported that the month of September has been
relatively quiet. He has been busy with the deeds and right
of -way acquisition for LID #29 and discussion with the State
on the Christensen Road and Nelsen Place rights -of -way. He
has met with the Board of Adjustment on problems that may
arise over the grandfather clause in the Sign Code. After
May, 1980, there are a number of signs that will be nonconforming.
