Council President Bohrer called the Budget Review Meeting to order.
LIONEL C. BOHRER, MABEL J. HARRIS, J. REID JOHANSON, DANIEL
J. SAUL.
Public Works Administration, Page 155 through Page 158, was
reviewed with no changes recommended. Public Works Engineering,
Page 159 -162, was reviewed, questions were answered, but no
changes were recommended.
Terry Monaghan noted that the salary for the Public Works
Superintendent is incorrect; it should read $22,000. This
is due to the hiring of a new Superintendent. Mr. Monaghan
discussed the Acting Pay of $35 per month for the person who
fills the Superintendent's position in his absence. He asked
Council to increase this to $50 as it has not been raised since
1977. Councilman Johanson asked what the person does when
filling in. He does not make policy decisions, but does make
operating and maintenance decisions. He fills in for this
position possibly 40 to 50 days per year.
MOVED BY SAUL, SECONDED BY JOHANSON, THAT THE ACTING PAY BE
INCREASED TO $50 PER MONTH. MOTION CARRIED.
No additional changes made on pages 164 and 165.
Page 166, PW 80 -1, Secretary Chair.
COUNCIL AGREED TO THE $100 FOR THE PURCHASE OF A SECRETARY CHAIR.
Salary decreased to $15,303 because of the hiring of a new
person for this position. The Union has petitioned to include
this as a union position. If that comes about, it will be
about a Crew Person's Salary. Mr. Monaghan said the petition
changes the title to Building Maintenance Mechanic. Council
agreed that the title should be changed.

PURCHASE OF PW 80 -2, STEP LADDER. MOTION CARRIED.

MOVED BY HARRIS, SECONDED BY SAUL, THAT COUNCIL APPROVE THE
PURCHASE OF PW 80 -4, GANG LAWN MOWER. MOTION CARRIED.
PW 80 -5, Weed Eater, $350.
MOVED BY SAUL, SECONDED BY JOHANSON, THAT COUNCIL APPROVE THE
PURCHASE OF PW 80 -5, WEED EATER. MOTION CARRIED.
Page 174 Improvement Other than Buildings. Councilman Saul
asked about the Perimeter fence and gates for Southgate
Community Center. Mr. Monaghan said he is responding to a

request by the Recreation Department. This item, in the
amount of $14,000, has been deleted from the proposed budget
by the Mayor. Councilman Saul said he would like this discussed
further by the Council. The other Councilmen agreed that they
should go to the site for an inspection. The possibility of
paying for it with Block Grant Funds was mentioned.
One new utility person has been requested for the City Street
Department. Council questioned the need for this person. Mr.
Monaghan explained that the 1979 Budget has 4 employees in
the Street Department, 4 in the Park, 3 in the Water and 3
in the Sewer. Most of the year they operated with 12 men but
are up to 13 now. They are short one in the Park. Work loads
and projected programs were discussed.
MOVED BY SAUL, SECONDED BY JOHANSON, THAT COUNCIL ALLOW ONE NEW
UTILITY PERSON IN THE STREET DEPARTMENT. VOTING YES -SAUL,
BOHRER, AND JOHANSON. HARRIS DID NOT VOTE.
Page 178 -179 Mr. Monaghan discussed the proposed road and street construction
projects. Each line item was reviewed. Council made no changes.

MOVED BY SAUL, SECONDED BY JOHANSON, THAT COUNCIL APPROVE THE
FOLLOWING CAPITAL EQUIPMENT REQUESTS:
PW 80 -6, Metal Cabinet, $100
PW 80 -7, Chain Saw, $350
PW 80 -8, Traffic Counter, $2,000
MOTION CARRIED.
Arterial Street Arterial Street funds to be used for preliminary engineering on
Page 188 the Grady Way Bridge Project.
Council will continue budget review on Tuesday, November 20,
1979, at 7:00 P.M.
10:00 P.M. There being no further discussion, the budget review meeting
adjourned.
