The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Chairperson Carol Zuvela, Vice Chairperson Dennis Sivak, and
Commissioner Ron Johnston. Others in attendance were Police Chief Mike Villa, Fire Chief
Nick Olivas, Dawn Judkins, Vice President of International Association of Firefighters (IAFF)
Local #2088, and Kim Gilman, HR Analyst.
CALL TO ORDER
5:00pm Chairperson Zuvela called the June meeting of the Tukwila Civil Service
Commission to order.
APPROVAL OF MINUTES
MOVED BY SIVAK, SECONDED BY JOHNSTON, THAT THE
MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION
MEETING HELD MAY 9, 2011 BE APPROVED. MOTION
CARRIED.
GENERAL BUSINESS
Civil Service Rules Revision Copies of the current rules (last revised in 2007) were
distributed to all Commissioners. The current version
includes tracked changes to highlight both historic and
revised language. Revisions date back to 1986. Kim
explained that the goal is to clean up the document that is
viewed by the public by removing /incorporating the
tracked changes. Commissions were asked to review the
document and report back any additional revisions at the
July meeting.
Review of Roster Commissioners reviewed the Commission Roster and made
changes to contact information as necessary.
FIRE DEPARTMENT BUSINESS
Staffing Update Chief Olivas reported that one staff member remains out on
disability and is expected to be out for 6 months.
Lateral Firefighter Testing The Department has advertised and expects to fill one
lateral firefighter position in the coming months. The

position vacancy was advertised both locally and
nationally. Testing and oral boards will occur in June.
This process will yield an eligibility list, for which the
Chief will make his hiring selection.
Captain's Promotional List Dawn Judkins, Vice President of IAFF Local #2088 read a
letter to Commissioners expressing the Union's request to
extend the Fire Captain's Promotional List for another year.
The current list is set to expire June 10, 2011.
Commissioners thanked Ms. Judkins for attending the
meeting, and stated that they would discuss the Union's
request during an executive session.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that there were three candidates in the
background process to fill current vacancies, but that one of
those candidates did not pass the background. One of the
remaining candidates will begin work June 16 as an entry
level police officer. The other remaining candidate is still
finishing the background process. Chief Villa explained
that three lateral entry police officer candidates were tested
at the end of June, but that two of those candidates did not
pass the written exam portion and therefore did not proceed
to the Chief's interview. Of that process, one candidate
received a tentative offer of employment, and is now in the
background process. In the Department, one officer
remains on military duty (extended for another year).
Sergeant Promotion Chief Villa reported that two promotions were made
recently from the Sergeants eligibility list. Officers Todd
Bisson and Rory Mettlin were promoted to the rank of
Sergeant effective May 20, 2011.

ACTION TAKEN. MOTION CARRIED.

THAT THE COMMISSION WILL NOT EXTEND
THE EXPIRATION OF THE FIRE CAPTAIN'S
PROMOTIONAL LIST SINCE A REQUEST FROM
THE APPOINTING AUTHORITY HAS NOT BEEN
OFFERED FOR CONSIDERATION. A WRITTEN
RESPONSE WILL BE ISSUED TO THE IAFF
LOCAL #2088 NOTIFYING THEM OF THE
COMMISSION'S DECISION. MOTION CARRIED.
