HomeMy WebLinkAbout2011-07-25 Community Affairs and Parks MinutesCity of Tukwila Community Affairs and Parks Committee COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes July 25, 2011— 5:00p. m.; Conference Room #3 PRESENT Councilmembers: De'Sean Quinn, Acting Chair; Joe Duffie and Allan Ekberg (sitting in for Verna Seal) Staff: Shawn Hunstock, Jack Pace, Lynn Miranda, Evie Boykan and Kimberly Matej Guests: Chuck Parrish, resident CALL TO ORDER: Acting Committee Chair Quinn called the meeting to order at 5:03 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Interlocal Agreement: Regional Affordable Housim Agreement Staff is requesting Council authorization to enter into an interlocal agreement with King County for the Regional Affordable Housing Program (RAHP). The current agreement is set to expire on December 31, 2011. The new agreement will be effective January 1, 2012, and will be for three years. Staff reported that the agreement has allowed the City to influence the use of county, state and federal monies for affordable housing. Additionally, the interlocal agreement allows the City to appoint a staff person to serve on the Interjurisdictional Advisory Committee (IAC) which reviews several important projects throughout the region that are supported by RAHP and has significant influence over recommendations forwarded to the Joint Recommendations Committee (JRC). The agreement remains the same as in years past with the following two exceptions: the agreement will be self renewing after three years if each party is in agreement; and in the event of a natural disaster, the program will utilize funds for disaster housing as appropriate. UNANIMOUS APPROVAL. FORWARD TO AUGUST 8 COW FOR DISCUSSION. B. North Highline Annexation Uodate As an information only item, Lynn Miranda, Senior Planner, updated the Committee on the status of the North Highline potential annexation area (see Community Affairs Parks Committee minutes dated March 14, 2011). A detailed overview of the process is described in the current Committee agenda packet. Next steps will include City staff meeting with property owners in the potential annexation area to gauge annexation interest. Staff will return to Committee this Fall with the next steps as appropriate. INFORMATION ONLY. C. Parks Recreation Events Calendar As an information only item, Committee Members reviewed the Parks Recreation calendar for August and September. Acting Committee Member Ekberg inquired if Parks Recreation staff could identify new, removed or modified items so that it is more efficient to update various personal and work calendars. III.
