ISSUE
Resolution and Ordinance to amend Green Fees at Foster Golf Links.
BACKGROUND
Green Fees at Foster Golf Links (FGL) were last increased in 2016 by way of Resolution 1877 and
are referenced in the TMC Chapter 12.12 "Foster Golf Links Fees" as adopted by Ordinance 1990.
DISCUSSION
To maintain proper price points, stimulate growth, and work towards revenue goals, staff is
recommending an update to the green fees at FGL. Based on the survey conducted by FGL
staff (attachment A), staff is proposing a modest fee increase as shown in draft Resolution
(attachment B).
Additionally, there are a few housekeeping revisions that need to be made to the TMC Chapter
12.12. "Foster Golf Links Fees" as well. Attachment C is the draft Ordinance that includes the
updates to the TMC Chapter 12.12 and repeals the existing Ordinance 1990.
FINANCIAL IMPACT
If play in 2018 were equal to the average for the past two years (2016-2017), it is anticipated
that the green fees increase would yield an estimated $40,000 in additional revenue to meet the
targeted revenue.
RECOMMENDATION
The Council Committee is being asked to consider forwarding this item to the Consent Agenda at
the March 5, 2018 Regular Meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, SETTING GREEN FEES FOR
THE CITY'S FOSTER GOLF LINKS; AND REPEALING
RESOLUTION NO. 1877.
WHEREAS, pursuant to Tukwila Municipal Code Section 12.12.010.A, green fees
are established and updated by City Council resolution, most recently by Resolution No.
1877, passed March 14, 2016; and
WHEREAS, green fees are the major source of revenue for operating and
improving the City of Tukwila -owned Foster Golf Links and an increase is necessary to
meet the revenue needs for operating, maintaining and making capital improvements;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The following green fees are hereby established for play at the City's
Foster Golf Links.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, REPEALING ORDINANCE NOS.
1990 AND 1930; REENACTING TUKWILA MUNICIPAL CODE
CHAPTER 12.12, "FOSTER GOLF LINKS FEES," TO UPDATE
GOLF FEE REGULATIONS FOR CONSISTENCY WITH THE
GREEN FEES SET BY RESOLUTION; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the Parks and Recreation Department staff analyzed current golf rates
in the region and are updating the green fees structure via a resolution of the City
Council; and
WHEREAS, minor changes in operations and revisions to the green fees necessitate
an update to the Tukwila Municipal Code to be consistent with the green fees resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Repealer. Ordinance Nos. 1990 and 1930 are hereby repealed.
Section 2. TMC Chapter 12.12 Reenacted. Tukwila Municipal Code (TMC) Chapter
12.12 is hereby reenacted to read as follows:

Section 3. TMC Section 12.12.010 is hereby reenacted to read as follows:
12.12.010 Fee Schedule.
A. Fees established. The green fees shall be established by resolution of the
City Council.
B. Director's authority. The Director of Parks and Recreation is authorized to
adjust green fees and promotional fees to encourage play and promote the golf course.
Section 4. TMC Section 12.12.020 is hereby reenacted to read as follows:
12.12.020 Residential Fee Eligibility
In order to be eligible for Residential Fees, the individual must present identification
to prove they reside within the City limits of Tukwila. Eligibility cards will be issued to
qualifying individuals by the Foster Golf Links Pro Shop covering a period from January
1 to December 31 for each year. Cards may only be used by the individual resident
during the year issued.
Section 5. TMC Section 12.12.030 is hereby reenacted to read as follows:
12.12.030 "Extra Hole" Charge
An "Extra Hole" fee shall be charged when a player desires to play an additional 9
holes after the first 9 -hole fee has been paid. The amount of the Extra Hole fee shall be
the difference between the 9 -hole and 18 -hole fee for the particular player.
Section 6. TMC Section 12.12.040 is hereby reenacted to read as follows:

time or when there is not enough time to complete nine holes. Twilight fee applies to
golfers of all ages and categories. Official sundown time shall be as stated in the
Nautical Almanac, U.S. Naval Observatory for Seattle, Washington.
Section 7. TMC Section 12.12.050 is hereby reenacted to read as follows:
12.12.050 "Weekend" Fee
A "Weekend" fee shall be established on Saturdays and Sundays from April 1st

A "Winter" fee shall be established for all days from October 1st through the last

Section 10. TMC Section 12.12.080 is hereby reenacted to read as follows:
12.12.080 "Promotional" Fee
A "Promotional" fee may be authorized by the Parks and Recreation Director to
encourage play and promote the golf course.
Section 11. TMC Section 12.12.090 is hereby reenacted to read as follows:
12.12.090 Inclusion of Taxes in Greens Fees
All greens fees as established by this ordinance include the City's Admissions Tax
and State Sales Tax within the stated amount.
Section 12. Corrections by City Clerk or Code Reviser. Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to
other local, state or federal laws, codes, rules, or regulations; or ordinance numbering
and section/subsection numbering.
Section 13. Severability. If any section, subsection, paragraph, sentence, clause
or phrase of this ordinance or its application to any person or situation should be held to
be invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 14. Effective Date. This ordinance or a summary thereof shall be
published in the official newspaper of the City, and shall take effect and be in full force
five days after passage and publication as provided by law.

CALL TO ORDER: Chair Kruller called the meeting to order at 5:30 p.m.
I. BUSINESS AGENDA.
There was consensus to consider a request to apply for King County Conservation Futures Trust Tax
Levy grant funding as the first order of business.
A. Grant Application: King County Conservation Futures Trust Tax Levy (CFT)
Staff is seeking Committee approval to apply for CFT grant funding to purchase property on
South 116th Street along the Green River, due by March 5, 2018. The current property owner has
expressed enthusiastic interest in having his property help meet riverbank restoration needs
and provide recreational opportunities. The property is located in close proximity to City major
capital investments for habitat improvements and salmon restoration such as Codiga Park and
North Winds Weir. The CFT program would require a 50% local match, and staff intends to
pursue other funding sources to meet this. If unsuccessful, the CFT funding would be returned.
UNANIMOUS APPROVAL.
B. Resolution: Foster Golf Bridge Naming
Staff is seeking Council approval of a resolution that would name a bridge at Foster Golf Links
the "Joe and Hazel Aliment Memorial Bridge" pursuant to a request by the Foster Golf Links
Men's and Women's Clubs. Joe Aliment worked at the course beginning in 1924 and
purchased it with his wife Hazel in 1951. The Aliments sold the course to the City of Tukwila
in 1978. The Park Commission unanimously approved the request in November 2017. If
approved by the Council, there will be a small expenditure associated with signage.

C. Ordinance and Resolution: Foster Golf Links Green Fees
*Staff is seeking Council approval of a resolution and an ordinance that would amend the
Green Fees at Foster Golf Links to maintain proper price points, stimulate growth, and work
toward revenue goals. The draft resolution would establish the new fees and the draft
ordinance makes housekeeping amendments to Tukwila Municipal Code Chapter 12.12,
"Foster Golf Links Fees." The fee increases are modest and in line with regional courses. If

D. Tree Code Ordinances
Staff is seeking Council approval of ordinances to amend Tukwila Municipal Code Chapters 18.06
and 18.54 to implement new urban forestry Comprehensive Plan goals and policies and add
definitions that address modern urban forestry and landscaping terminology. This update has
been a lengthy and thorough process, beginning with a reconvening of the Tukwila Tree and
Environment Advisory Committee, which drafted regulations for Planning Commission review.
Community input was also sought and incorporated into the proposed ordinances. The
proposals primarily impact single family zones, as commercial zones were addressed by the
Landscaping Code update adopted in 2017. Currently there are no restrictions on the number of
trees that can be removed from a single-family home unless sensitive areas are present, but since
the Comprehensive Plan outlines goals for retainingthe City's tree canopy, these new regulations
would establish more restrictions. The City would require a permit for removing a tree within a
Critical Root Zone, pruning more than 20% of the existing crown of a Heritage Tree, removing a
tree over 8" in diameter, or removing more than the number of trees allotted in a 36 -month
period. Since the last Committee discussion, staff identified several additional changes and a
new recital as described in the February 21, 2018 memo. Committee members asked clarifying
questions and decided it is ready for Committee of the Whole deliberation. UNANIMOUS

E. Foster High School Reader Board
The City Council received public comment at the February 5, 2018 Council meeting to consider
granting a variance for the Foster High School pole sign, which is non -conforming. In
residential zones the height limit for signs is 5 feet and the maximum area is 30 square feet
per face, and the Foster High sign is 14.5 feet tall and has a face of 36 square feet. To conform
to the sign code, the School District could lower the existing sign or install the reader panel on
the side of the building. The Sign Code Advisory Committee included representatives from
the City Council, the Planning Commission, and the residential and business community, and
disallowing pole signs was a key recommendation for the revised sign code in 2010. The
Foster High sign was in a 10 -year grace period but immediate compliance was triggered when
the Foster High remodel/expansion went through design review last summer. At that time,
the District asked for a sign variance but put the request on hold when informed that DCD
would not recommend approval on the grounds it would not meet the variance criteria in TMC
19.28.030. If the City Council were to amend the sign code the changes would need to apply
to all signs in residential zones. Chair Kruller mentioned that there is a limited number of
churches and schools who would take advantage of such a change. Because this was raised
at public comment at a Council meeting, Chair Kruller requested that staff put together a list
of policy options to be emailed to the full Council in case there is interest in pursuing anything
