SUBJECT: Report for March 5, 2018 Regular Council Meeting
The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. Please let me know if you
have any questions or need additional information about any of the following items.
I. Intergovernmental Update
• Meeting with Puget Sound Regional Council: On February 13 Mayor Ekberg, City
Administrator David Cline and Community Development Director Jack Pace met with
Brian Parry from Sound Cities Association and Josh Brown, Executive Director of the
Puget Sound Regional Council.
• AWC Mayor's Exchange: On February 21 Mayor Ekberg attended the Association of
Washington Mayor's Exchange in Olympia where he shared the success story of our
Government Electronic Transparency Initiative for Tukwila (GET -IT) program
transferring permit records to the Digital Records Center.
• 1-405 Bus Rapid Transit Project: Staff from Community Development and Community
Services and Engagement attended a meeting on February 15 with Sound Transit to
discuss the 1-405 Bus Rapid Transit (BRT). The 1-405 BRT project is a 37 -mile corridor
that will connect from Burien to Lynnwood prioritizing fast reliable service through use of
limited stops, HOV and bus -only lanes, and transit signal priority at intersections. Sound
Transit's conceptual plan includes one stop at Tukwila International Blvd. despite
Tukwila's input to include a stop to serve the Southcenter area. Sound Transit is still in
the early stages of planning the route and will be working to identify key issues as they
work during 2018 to identify a preferred alternative for the route.
• SCATBd Meeting: Community Development and Public Works staff attended the
monthly SCATBd meeting on February 20. Public Works staff from Tukwila, Renton,
and Kent made presentations on projects that will be submitted to the Puget Sound
Regional Council in the competition for Federal Highway Association (FHWA) funds.
The board voted to support all 5 of the projects presented, including Tukwila's Strander
Blvd./SW 27th Corridor Project. King County Metro provided a presentation on their
"Connecting to Transit Program". Metro has plans to make bicycle, pedestrian, and
parking improvements to help their customers access transit. Metro is currently
deploying a survey to receive public input.

• Regional Transit Committee: Councilmember Hougardy and Community Development
staff attended the Regional Transit Committee meeting on February 21. The RTC voted
to accept a report identifying near- and long-term policy needs to implement the Metro
Connects long range transportation plan. Metro also made a presentation on their
parking programs.
II. Community Events
• Volunteer Appreciation and Fair Event: Over 25 volunteers attended the Volunteer
Appreciation and Fair Event held at the Tukwila Community Center on February 15
where attendees enjoyed networking and treats from the Corner Bakery. The Civil Air
Patrol, Snack Pack Program, Green Tukwila, Forterra, Impact School and the Riverton
Music Program were Volunteer Fair participants.
• Free Throw Competition: The annual Free Throw Competition was February 15 in
conjunction with the Volunteer Appreciation event. K-12 youth, coaches and community
adults all participated for top honors as they each took a try at making 25 free throws in
a row. One coach came close with 23/25. The event raised $239 in donations towards
Youth Basketball Scholarships.
III. Staff Updates
Project Updates
• TUC Pedestrian/Bicycle Bridge: Estimated Completion: April 2018
Handrail materials are expected to be delivered to the job site by the end of March
2018.
Options for lighting of the bridge are currently being reviewed.
• 42nd Ave Phase III: Estimated Completion: August 2018
Contractor is installing underground electrical and communications facilities for the
overhead to underground utility conversion from SR -518 to S 160th St. The joint utility
trench for communications utilities is continuing to progress up the hill. We expect 42nd
Ave S to remain closed through the first quarter of 2018. Although work will continue on
S 158th Street, it is now open to through traffic.
• Crestview Off -Leash Dog Park: The Crestview off -leash dog park area is officially
open. Fencing, signage and waste receptacles have been added. A water station will be
installed in the Spring.
• Tukwila Village: Pre -leasing of Building D is going well. Renters will be able to move in
this spring.
Boards and Commissions
Vacancies are currently being advertised on the City's website, on Channel 21, in the
Tukwila Reporter, through social media and outreach to local schools.

Overall Plan
Outreach
• Planning is underway for the first open house of 2018, expected to be in June.
Financial Oversight Committee
• The Committee last presented to Council on December 4, 2017.
Siting Advisory Committee
• The Siting Advisory Committee will begin meeting quarterly in 2018 for updates on siting
as well as review and advice on public engagement. Their first 2018 meeting will be in
March.
Near-term Council Decisions and Key Dates
• Justice Center GC/CM pre -construction contract to Public Safety Committee and Council
• DBE/Apprentice to Public Safety Committee and Council
Fire Stations
Siting
• Team is working on additional due diligence items to help with site acquisition including
but not limited to site surveys, environmental reports, geotechnical reports.
• The Fire Station 54 site has a voluntarily signed purchase and sale agreement with the
owner. This process is moving forward. The City has waived contingencies and will be
closing on the property within 30 days.
Architecture and Programming
• Architectural program has been reviewed and approved by the team.
• Schematic Design for 51 completed December 2017.
• Concurrent review and pricing of the Schematic Design by GCCM Contractor, Lydig, and
estimating consultant has been completed and was shared with Council in February.
Council gave approval to begin Design Development for Station 51.
Design and Permitting
• Schematic Design phase began for Station 51 in late August and completed December
2017.
• Pre -application meeting with City permit staff was held in December. Design team is
following up on items identified by City permit staff.

• Design Development for Station 51 began mid-February; the team is meeting weekly.
• Schematic Design phases scheduled to begin for 52 and 54 in June, 2018.
Bidding and Construction
• Pre -construction services starting for Station 51 Design Development are underway.

Justice Center
Siting
• Team is working on additional due diligence items to help with site acquisition including
but not limited to site surveys, environmental reports, geotechnical reports. As
expected, initial environmental analysis is showing some contamination due to the
many decades of the area being an auto -focused corridor.
• Economic Development is working closely with affected businesses to identify their
operational needs and potential strategies for assistance.
• The City has signed purchase and sale agreements with two of the nine properties on
the Justice Center site and continues to work with land owners to identify other
voluntary transactions.
• Eminent domain petitions have been filed on all of the Justice Center properties where
the City does not have a signed purchase and sale agreement, though the goal remains
to have voluntary agreements.
Architecture and Programming
• DLR Group's Building Program Report was submitted December 8. Program and
Estimate was presented to Public Safety Committee in December and Council in
January.
Design and Permitting
• Schematic Design phase kicked off in January. Anticipated to be completed in March,
with SD cost estimate later in the spring.
Bidding and Construction
• Project received GC/CM approval from State Project Review Committee on November
30.
• GC/CM solicitation started in December, seven (7) proposals were received from GC/CM
firms in January, short-listed to three (3) firms, with anticipated selection of a
recommended GC/CM in February, and pre -construction contract to Council in March.
BNBuilders was awarded the contract after a public process that included the architect,

SOJ, Steve Goldblatt, representatives from the Court and Police Department as well as
the mayor's office.
• Construction scheduled to begin in April, 2019.
